Vienna City Council denies Class A liquor license request

Vienna City Council met Wednesday, May 18.

The City Council of the City of Vienna met in regular session, Wednesday, May 18, 2016 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor, Alan Racey, Alderman, Richard Owen, Alderman, Melissa Hill, Alderwoman, Chesley Williams, Alderman, Aleatha Wright, City Cler, Shane Racey, City Superintendent, Melinda Zoeckler, Treasurer, Brent Williams, Fire Chief, Margaret Mathis, City Librarian

ELECTED/APPOINTED OFFICIALSABSENT: Jim Miller, Police Chief - Josh Stratemeyer, City Attorney

GUESTS PRESENT: Phil Morris Alisa Goines Carol Gerdes

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m. -

Alderwoman Myrick made a motion to approve the Omnibus Consent Agenda consisting of the minutes from the May 18, 2016 meeting and the Warrant ($29,343.13 ). Alderwoman Hill seconded the motion. The vote was as follows: Hill-aye, Evans- aye Myrick-aye, Owen- aye, Racey-aye, and Williams- aye. Motion carried.

NEW BUSINESS

Mayor Simmons appointed Susan Dixon to the Vienna Library board with consent of council.

Carol Gerdes was present to speak with Council concerning the city assisting financially with signage for the antique District shops. Council could not make a decision as they required more  information about the costs of the signs and the annual fee through IDOT. Clerk was directed to find out more information, Alderman Racey made a motion to table the item. Seconded by Alderman Williams. The vote was as follows: Hill-aye, Evans- aye Myrick-aye, Owen-aye, Racey-aye, and Williams- aye, Motion carried.

Alderman Evans made a motion to Authorize and Approve Ordinance 16-04, an Appropriation Ordinance for the City of Vienna. The motion was seconded by Alderwoman Myrick. The vote was as follows: Hill-aye, Evans- aye Myrick-aye, Owen-aye, Racey-aye, and Williams- aye, Motion carried.

Alderman Owen made a motion to Authorize and Approve Ordinance 16-05, a Levy Ordinance for the City of Vienna. The motion was seconded by Alderman Racey. The vote was as follows: Hill-aye, Evans- aye Myrick-aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried.

Alderman Williams made a motion to Authorize and Approve to purchase a water regulator repair kit. Estimated cost including shipping:$714.00 (Water Fund) from Engineered Systems Inc. The motion was seconded by Alderwoman Hill. The vote was as follows: Hill-aye, Evansaye Myrick-aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried.

Discussion was had between council and mayor of request to obtain a Class A Liquor License from ROC One, located at 201 North 1st Street, in hopes to then obtain a gaming license from the state for machines, Clerk informed council per ordinance, only one more class A license was available. Alderman Williams said it would be the city's best interest to keep the Alicense available and to renew their Class B license,

Alderman Williams made a motion to deny request of a Class A Liquor License from ROC One, 201 North 1st Street. The motion was seconded by Alderman Racey. The vote was as follows: Hill-nay, Evans- aye Myrick-aye, Owen- aye, Racey-aye, and Williams- aye. Motion carried. 5-ayes, 1-nay.

City Elected and Appointed Officials

Mayor Simmons said the Memorial Day service was a success. Simmons also mentioned a meeting to take place Friday, June 3rd with the city's TIF Rep, Keith Moran and potential buyer of the Gambit Golf Course to discuss the TIF District, Simmons said this meeting would only include two Alderman and himself as city officials.

City clerk updated Council on 4th Street and Vine project. Wright also mentioned the city-wide yard sale to take place Friday and Saturday, June 3rd and 4th as well as the Johnson County Youth League parade fun day on the 4th. Wright informed council that she had not received a reply from IDOT as of yet on the applications for city welcome signs.

City Superintendent, Racey, gave EPA updates concerning concrete.

Racey also questioned council as resident on Hess St. requested the city supply rock for the ditch line to assist with drainage issues. Racey said he was not aware of the resident digging or installing pipes in their ditch, Council denied request to purchase the rock.

Fire Chief Said the Open House event was a success. Williams also informed council of changes for Fourth of July Fireworks Display. Clerk said the previous amount approved for the event will have to be amended next meeting.

Alderman Williams thanked Supt. Racey and those involved who helped with maintenance on the fraternal cemetery road to prepare for oil and chip.

City Librarian, Mathis, thanked Mayor Simmons for his welcome speech at the Memorial Day ceremony.

Alisa Goines thanked the city for the opportunity to work at the Depot. Goines also said the brochures for the tunnel hill bike ride to take place September 24th would be funded by the Great Rivers Country/Illinois Tourist Information Center and the Johnson County Chamber of Commerce,

Phil Morris briefly spoke about the eclipse event to take place in 2017 and the opportunity to bring more tourists to Johnson county.

As there was no further business to discuss, Alderman Racey made a motion to adjourn the meeting at 7:46 p.m. Motion was seconded by Alderman Owen. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:46 p.m.
