Princeville Village Board approves trustee appointment

The Princeville Village Board met July 19.

Here are the minutes of the meeting as provided by Princeville:

The Princeville Village Board met July 19 at 7:30 p.m. at the Village Hall.

President Stahl called the meeting to order with the following Trustees answering present: Sutherland, Koller, Gilroy, and Haley. Trustee Troutman was absent.

Trustee Carton has resigned and the board accepted his resignation at the Nov. 2, 2015 meeting. A quorum was present for the meeting. Notice of the meeting and the agenda were sent and received in a timely manner. Others present were Treasurer Hofer, Supt. of Public Works Gardner, MCO Dan Sullivan and Clerk Mercer.

Police Report: Officer reported the following: domestic issue on 06/22/2016 with an arrest. Civil issue. An accident with one injury at Main and Walnut. Mowing injury on Kennedy. Discussed the speeding on S Cottage Grove, still being monitored and tickets have been issued. Discussed speed limit south of the Rail Road bridge, this is the County’s jurisdiction.

PCA: N/A

Report from MCO: Dan Sullivan reported on closed violations and open violations. He continues to work with the Village attorney with two cases. The resident that requested the keeping of Golden Pheasants as a domestic bird has been granted.

Consider and vote on donation for Princeville Sports Booster: Tracy Thole and Tyra Delwiche were on hand representing the Booster Organization:

Trustee Koller made a motion for the Village to make a donation as a “Royal Sponsor” for $500.00, with an additional $500.00, for a total donation of $1,000.00. Second by Trustee Sutherland. President Stahl, roll call vote.

Trustees Sutherland, Koller, Gilroy and Haley voting aye. Trustee Troutman absent. No nays. Motion carried.

Consider and Vote on appointing a new board member to fill vacancy:

Adam Geiger, to fill the unexpired term of Dennis Carton. Trustee Haley made a motion to approve the appointment of Adam Geiger to the Village Board of Trustees. Second by Trustee Sutherland. President Stahl, roll call vote.

Trustees Sutherland, Koller, Gilroy and Haley voting aye. Trustee Troutman Absent. No nays. Motion carried.

Committee Reports: The Property Committee meeting scheduled for this evening was cancelled due to lack of quorum. The meeting be rescheduled to continue discussing the zoning for “Morton” type buildings, as a primary structure.

Any Action regarding Committee meeting: NA

Consider and vote on an Ordinance Approving and Authorizing the Execution of a Redevelopment Agreement between the Village of Princeville and German-Bliss Equipment Inc.: Agreement is for a $20K grant to German Bliss for Parking Lot and painting improvements. Trustee Sutherland made a motion to approve and authorize the Execution of a Redevelopment Agreement between the Village of Princeville and German-Bliss Equipment Inc., for the $20K TIF grant. Second by Trustee Koller. President Stahl, roll call vote.

Trustees Sutherland, Koller, Gilroy, Haley and President Stahl voting aye.

Trustee Troutman, absent. No nays. Motion carried.

Building Permits: Harry Hofer 617 Aten Ave Privacy Chain Link Fence

Report from the Superintendent of Public Works: Town Avenue milling and resurfacing starting soon, and will be done prior to the start of school. Streets are pretty close to being ready for seal coating. Lead water lines will be dug up on Walnut. Sidewalk will need to be replaced from Princeville State Bank, North to Evans Street. Three levels of concrete will be needed to address handicap accessible requirements. The water line replacements could run $40 to $50K.

Engineering of the sidewalk replacement may run from $4K to 5K. Trustee Haley made a motion for the Supt. of Public Works to proceed with this project, with a second by Trustee Koller. President Stahl, roll call vote: Trustees  Sutherland, Koller, Gilroy and Haley voting aye. Trustee Troutman, absent. No nays. Motion carried. 

The Supt., also reported sand filters have been cleaned at sewer plant, working on limb cleanup after storms. Baby Pool may have a leak underground. Also working on replacing some traffic signs around town.

Any other business to be brought before the board: Treasurer Hofer distributed the annual audit report for the Trustees to review.

President Stahl has received two more TIF applications: Raylene’s and the Akron Princeville Ambulance.

Trustee Gilroy is seeking volunteers for the playground equipment set up at Cutter’s Grove Park. This is scheduled for August 5th and 6th. She stated volunteers will have to sign liability release forms.

The Joint Board meeting of the Village of Princeville, Library and School Boards will be held Thursday July 21st, at the Junior-Senior High.

Adjournment: Trustee Koller made a motion to adjourn, with a second from Trustee Haley. President Stahl, voice vote. All ayes. No nays. Motion carried.

President Stahl adjourned the meeting at 8:21 p.m.
