The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Pahl, Weaver, Hoopingarner, Johnson, Stear, Fryxell … Attorney Johnson, Treasurer Braden and Clerk Klatt.
Guests: None present.
Minutes: Trustee Pahl made motion to approve the minutes of the regular meeting on
November 1, 2016, as presented … Seconded by Trustee Weaver … all ayes … motion carried.
Treasurer’s Report: Treasurer's Report presented includes changes made after audit for months April through September. much longer report this time. After discussion, Weaver made motion to accept Treasurer’s Reports and pay all outstanding bills. Pahl seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.
Engineer's Report (Lott): No report … Engineer not in attendance.
Attorney’s Report (Johnson): Nothing to report.
Finance (Hoopingarner): Time to begin budget work for next fiscal year … please review spreadsheet presented.
Sewer (Pahl): Nothing to report.
Streets & Alleys (Weaver): Clerk meeting with MFT auditor tomorrow morning for annual audit for years 2013-2016.
Police & Planning (Johnson): Received 11 incident reports. Planning & Zoning Commission met last night on variance request. Resident on Third Street is requesting permit for replacing chain link fence with picket fence … in compliance with Village requirements. Commission recommends approval of permit … will add to agenda and vote next meeting, if needed.
Water (Fryxell): Sent out 31 shutoff notices totaling $4,425.97 … one in foreclosure totaling $56.50 … sold @ 2,292,990 gallons of water … $252.75 in bulk water sales … approved two checks totaling $175 from water escrow account. Fryxell is working with Water Committee and Attorney to decide best way to include prohibiting tampering with meters in Village water ordinance. Discussion took place on resident's use of debit/credit cards to pay water bill and costs involved.
Buildings & Grounds (Stear): Nothing to report.
Other: Mayor met with Ameren Illinois today … they confirmed donation of a bucket truck to Village … will be making presentation at ceremony on December 5 at 10:00 a.m.
Caucuses will be held on December 5 at 6:00 p.m.
