Community Unit School District 3 Fulton County met February 21.

Here is the minutes provided by the Board:

1. Call to Order:

The Board of Education of Community Unit School District #3, Fulton County, met in regular session on February 21, 2017, in the Cuba Elementary Library, 652 E. Main Street, Cuba. President Sue McCance called the meeting to order at 6:30 P.M.

2. Roll call:

Roll call was taken with the following members present: Mrs. Corsaw, Mrs. Davis, Mrs. Deakin, Mrs. McCance, Ms. Stambaugh, and Mr. Wallace.

3.Pledge of Allegiance:

President McCance led the Board in the Pledge of Allegiance.

4. Recognition of Public

None

5. Communications:

Under communications, Mr. Kenser reported that he had included attendance reports, the Cat Cave financial report, and FFA reports. Mr. Doug Falk and 5 members of the FFA were present to discuss the FFA Convention trip and other things happening in the Chapter.

6. Minutes:

Approved under Consent Agenda.

7.Approval of Agenda:

Motion by Mrs. Deakin, seconded by Ms. Stambaugh to approve the agenda as presented. All members present voted yea. Motion carried.

8.P Principal Reports:

Ms. Simmons presented the good things that are happening in Cuba Elementary. Buzzy Bee winner for December was Abigail Yocum and the January Buzzy Bee winner is Kayla Lee. The district Spelling Bee was held recently. Many students from the elementary qualified this year. The PTO Beef Raffle raised a total of $8,445.12 for playground equipment improvement. Mrs. Baylor’s 2nd Grade class had the most sales by raising $1,915.00. They will be treated to an on campus party of their choice. Pre-School Screening was held with 20 students screened. Jake Green from Graham Hospital came and spoke to the staff about the Health and Wellness program. Jump Rope for Heart was held on February 3rd. Cuba Elementary raised $3,458.66 with the top individual fundraiser being Trenten Ford. He was treated to lunch with Mr. Shaeffer. The community guest reader for February was Tressa Mahr from Caterpillar.

Mr. Braun reported the High School Student Council held the annual Ironman Volleyball tournament on February 4th and raised $855 for Habitat for Humanity. Middle School Science Fair was held on February 17th. Abby Patterson received first place, Jenna Gorsuch was runner-up, Hayden Thum placed 3rd and Best Environmental Project award went to Alysa Mercer. Peter Howerter was Senior of the Month for February. The District Spelling Bee was held on January 25th. The winner was Emaline Cozart, runner-up was Cara Hudgins and Lyndsi Reed was Alternate. The Regional Spelling Bee was held February 16th at Lewistown High School. Named to the Scholastic Bowl All-Conference team was Michael Mueller. Michael Mueller is the only Illinois State Scholar we have this year. Spoon River College Foundation Dual Credit Scholarship winners are Libby Dicken, Lake Luthy, Avonlea Strait, and Tori Whitehouse. The Middle School Student Council sponsored a blood drive through the Mississippi Valley Regional Blood Center on February 1st. The drive collected 35 units of blood. Congratulations to all students on their accomplishments.

9. Financial Reports:

Approved under Consent Agenda.

10. Superintendent's Report:

Under his superintendent’s report, Mr. Kenser discussed the following items: expenditures and the FY18 Budget, being under budget overall considering the state still owes the district $210,000; a new bill regarding lead testing being required and must be done by December 31, 2017; Drivers Ed van accident; and, the proposed Curriculum and Instruction position for 2017-18 school year.

11. Executive Session:

Motion by Mrs. Corsaw, seconded by Mrs. Davis, to enter closed session at 7:40 P.M. to consider information regarding appointment, employment, or dismissal of an employee or officer, collective negotiating matters between a public employer and their employees and/or their representatives, evaluation of personnel, acquisition of property, to discuss individual students and/or to discuss possible litigation. Roll call: "Yeas": Mrs. Davis, Mrs. Deakin, Mrs. McCance, Ms. Stambaugh, Mr. Wallace, and Mrs. Corsaw. Motion carried.

Motion by Ms. Stambaugh, seconded by Mrs. Corsaw to go out of executive session at 9:35 P.M. Roll call: “Yeas”: Mrs. Deakin, Mrs. McCance, Ms. Stambaugh, Mr. Wallace, Mrs. Corsaw, and Mrs. Davis. Motion carried.

Action Taken after Closed Session:

12. Consent Agenda:

Motion by Mrs. Deakin, seconded by Mrs. Davis to approve the consent agenda as presented: Items approved were: minutes of the January 17, 2017, regular and closed session meeting; District Cash Balance Report $173,616.91, (January); High School Activity Account, $93,017.53 (January) and C.D. Account, $23,423.64 (January); Cuba Elementary Activity Account, $8,793.69 (January) and Tom Wat Account $28,944.91 (January); Payroll for January, $307,923.54; February vendor bills, $88,360.85; the designation of the Mid-America National Bank, Cuba Branch to serve as the depository for district funds for the 2017-18 school year; the 2017-18 Tentative School Calendar; field trips for the Student Council to St. Louis on October 28, 2017, and the Art Club to Chicago on April 29, 2017; to seek fuel/oil, milk/bread and bus bids for 2017-18; to continue with WCSIT for Worker’s Compensation; a 2-year Intergovernmental Agreement with Canton for wrestling; and, the Board policy updates (1st reading). Roll call: "Yeas": Ms. Stambaugh, Mr. Wallace, Mrs. Corsaw, Mrs. Davis, Mrs. Deakin, and Mrs. McCance. Motion carried.

14. New business:

14.1 Personnel

14.1a Resignation – None

14.1b Employment – Motion by Mrs. Deakin, seconded by Mr. Wallace, to re-employ Jeff Braun as Middle Senior High Principal through June 30, 2022. Roll call: “Yeas”: Ms. Stambaugh, Mr. Wallace, Mrs. Davis, Mrs. Deakin, and Mrs. McCance. “Nays”: Mrs. Corsaw. Motion carried.

14.1c Approve – Extracurricular Volunteer

14.1c1 Motion by Mrs. Davis, seconded by Ms. Stambaugh, to approve Doug Schmidt, Justin Stare, and Ray Young as volunteers for baseball for the 2016-2017 school year. All members present voted yea. Motion carried.

14.1c2 Motionby Mr. Wallace, seconded by Mrs. Deakin, to approve Doug Schmidt as a volunteer for football for the 2017-18 school year. All members present voted yea. Motion carried.

15. Announcements:

The spring meeting of the IASB will be Wednesday, March 28, 2017, at 6:00 P.M. at the Macomb Jr/Sr High School.

16. Adjournment:

Motion by Ms. Stambaugh, seconded by Mrs. Corsaw to adjourn the meeting at 9:48 P.M. All members present voted yea. Motion carried
