City of Marquette Heights City Council met May 8.

Here is the minutes provided by the Council:

Pledge:

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

Call to Order:

The regular meeting of the City Council was called to order at 7:00 p.m. by Mayor Dearborn.

Roll Call:

The following Aldermen were present for Roll Call: Alderman Krus, Bradford, Neumann, Neuhaus, Conlin, and Little.

Also present were Treasurer Babb, Clerk Worent, Police Chief Elliott, Fire Chief Fortier, Public Works Director Ghidina, Attorney Tibbs, Office Manager Minson, and Deputy Clerk Ratliff.

Absent: Engineer Good.

Presentation of Journal of Proceedings:

Alderman Little made a motion, seconded by Alderman Bradford to approve the regular minutes of April 24, 2017. Roll Call Votes: Ayes-Alderman Little, Bradford, Krus, Neuhaus, Conlin, and Neumann. Nays – none. Motion passed.

Alderman Neumann made a motion, seconded by Alderman Neuhaus to approve the April 24, 2017 executive minutes. Roll Call Votes: Ayes-Alderman Neumann, Neuhaus, Little, Bradford, Krus, and Conlin. Nays – none. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve the May 1, 2017 executive minutes. Roll Call Votes: Ayes-Alderman Neuhaus, Bradford, Krus, Neumann, Conlin, and Little. Nays – none. Motion passed.

Reports of City Officials:

-Mayor

Glassey Properties has submitted the appraisal on the land they appraised. It is available in the city office.

The council meeting of May 22, 2017 will have a change of venue. It will be moved from the city council chambers to Liberty Hall, 100 Lincoln Road. The time will remain 7:00 p.m.

Alderman Bradford made a motion, seconded by Alderman Krus to approve the appointment of Dan Hiles to the Marquette Heights Library Board. Roll Call Votes: Ayes - Alderman Bradford, Krus, Little, Neumann, Neuhaus, and Conlin. Nays – None. Motion passed.

-Clerk

No report from Clerk Worent.

-Treasurer

No report from Treasurer Babb.

-Attorney

No report from Attorney Tibbs.

-City Engineer:

Absent. No report.

-Communications:

Clerk Worent read an invitation from North Pekin Village Hall to attend a dedication of their new city building on May 20, 2017 at 1:30 p.m.

Citizens Wishing to Address the Council:

Savanah Barnewolt notified council that she will be opening a salon in June. She will be given a special use permit for this business.

Reports of Standing Committee:

-Water and Sewer – Alderman Krus

Re: Well #4. Randy from Laser Electric has taken the motor to Foremost for inspection and an estimated cost.

-Law Enforcement – Alderman Bradford

The April police report is on file in the city office.

We are waiting for information from the attorney regarding the FOP contract.

-Streets - Alderman Conlin

Training for use of the new saw will be May 11th at 9:00 a.m.

Public Works Director Ghidina will be in Springfield this Tuesday and Wednesday for mosquito training and testing.

The 2017 MFT resolution is being prepared by our engineer. It should be ready for approval at the May 22nd council meeting.

-Public Buildings/Parks – Alderman Neuhaus

MHRA Open Day Ceremony will be May 13th.

Two trees are being planted for Arbor Day. One will be at Independence Park Pavilion, and the other at the median in front of 606 LaSalle Blvd.

-Fire – Alderman Neumann

The first operations report is available. A copy has been distributed in all council boxes.

-Planning

The next Planning Commission meeting is May 15, 2017 at 6:30 p.m. in the council chambers. Alderman Little informed the audience there is an open position on the planning commission.

Old Business:

Adjourn Sine Die: Alderman Little made a motion, seconded by Alderman Bradford to Adjourn Sine Die. Roll Call Votes: Ayes – Alderman Little, Bradford, Neumann, Conlin, Neuhaus, and Krus. Nays – None. Motion passed.

Deputy Clerk Ratliff swore in newly elected officials: Mayor Rick Crum, Treasurer Ron Babb, Clerk Rick Worent, Alderman Larry Bradford, Justin Neumann, Tom Conlin, and Mike Sanders.

New Business:

1. Approve payment to U of I

Alderman Neumann made a motion, seconded by Alderman Little to approve a payment not to exceed $3,148.24 to University of IL for FDIC training on June 1 – 4. Roll Call Vote: Ayes: Alderman Neumann Little, Neuhaus, Sanders, Conlin, and Bradford. Nays: None. Motion passed.

2. Approve Turnbull Electronic payment

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve payment not to exceed $580.00 to Turnbull Electronics for the annual fire alarm system inspection. Roll Call Vote: Ayes: Alderman Neuhaus, Bradford, Sanders, Conlin, Little, and Neumann. Nays: None. Motion passed.

3. Approve Skate Park Ordinance amendment

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve an amendment to Ordinance #811 regarding hours and lights at the Skate Park. Roll Call Vote: Ayes: Alderman Neuhaus, Bradford, Conlin, Neumann, Little, and Sanders. Nays: None. Motion passed. Ord. #865.

4. Approve Altorfer payment

Alderman Conlin made a motion, seconded by Alderman Neumann to approve a payment not to exceed $2,047.00 to Altorfer for saw, two blades, and training. Roll Call Vote: Ayes: Alderman Conlin, Neumann, Sanders, Bradford, Neuhaus, and Little. Nays: None. Motion passed.

-Finance

Alderman Little made a motion, seconded by Alderman Neumann, to approve paying the bills: General Fund: $62,563.39, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $13,605.28, Sewer: $17,921.47, Water Replace: $-0-, IMRF: $1,972.41, and Social Security: $2,024.28. Roll Call Vote: Ayes – Alderman Little, Neumann, Sanders, Neuhaus, Conlin, and Bradford. Nays - None. Motion passed.

Citizens Wishing to Address the Council:

None.

Any Other Business Pertaining to the City:

Outgoing Mayor Dearborn was presented with a plaque in recognition and appreciation of his 20 years of service (from 1997 to 2017), which include fire fighter, Fire Chief, Alderman, and Mayor of the city.

Alderman Krus was presented a plaque in appreciation of serving as Ward 3 Alderman from 2016 to 2017.

Adjournment:

Alderman Bradford made a motion, seconded by Alderman Little to adjourn the regular City Council Meeting at 7:18 p.m. Voice Vote: All Ayes. Motion passed.
