Village of Peoria Heights Board of Trustees met July 13.

Here is the agenda provided by the Board:

1. The meeting was called to order by Mayor Phelan at 6:00 pm.

2. Everyone stood for the Pledge to the Flag.

3. Upon roll call, the following Trustees were present: Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter.

4. Minutes: Trustee Goett moved to approve the minutes for June 20, 2017. Trustee Dan Mariscal seconded the motion, which was approved by a group vote of 6-0.

5. Correspondence: Clerk Gauf read one letter of correspondence from citizens who use the park at Columbus and Marietta.

6. Announcements: Mayor Phelan reminded everyone of the 100th anniversary celebration of the Heights Fire Department which was to be held on July 15th, 2017.

7. Comments from the Audience: Don Gorman of Peoria Heights mentioned that he would like to comment later in the agenda about the TIF district. Kathy Stevenson, who resides at 4536 Miller Road and is a member of the Zoning Board went over the goals and issues of the Heights that were gathered during a survey in 2012. Alexis Khazzam of Grandview Drive had questions about the new TIF proposal and wanted time to study the proposal. Tom Leiter, an attorney from 309 Main Street in Peoria suggested that a comprehensive study of the results of another TIF be done before approving the TIF on Samuel Avenue.

8. Old Business:

• Laurie Epkins, Richwood’s Township Tax Accessor gave a presentation on property taxes.

• Regarding the Residential Housing Program and Home in the Heights discussion, Matt Fick (Village Administrator) made some comments about how TIFs are used. Steve Cline (TIF Consultant) gave an overview of the rules and processes that are followed to form a new TIF.

• Katie Kim (Kim Group,LLC) reviewed the proposed development plan, mentioning that it was only possible to go forward if the TIF was enacted. She answered questions to audience and board members regarding the development.

9. New Business:

• Discussion of TIF Boundaries was tabled as no action can be taken now.

• Trustee Dan Mariscal made a motion to approve the Proposed Tax Increment Financing District Redevelopment Project Inducement Resolution. Trustee Goett seconded the motion. Harn, Goett, Diane Mariscal, Reichert, and Carter voted aye. Dan Mariscal voted nay. The motion was passed by a 5-1 vote.

10. Approval of Bills: Trustee Carter made a motion to approve the payment of the bills. Seconded by Trustee Goett and approved by a group vote of 6-0.

11. Executive Session: Trustee Goett made a motion to enter into Executive session at 7:30 pm. This was seconded by Trustee Dan Mariscal and approved by a group vote of 6-0.

12. Adjourn: Trustee Goett made a motion to adjourn the meeting at 7:38 pm. Seconded by Dan Mariscal and approved by a group vote of 6-0.
