City of West Peoria Public Safety Committee met June 21.

Here is the minutes provided by the Committee:

Call to Order Chair Reagan called the meeting to order at 6:30 p.m.

Roll Call Members present were Chair Reagan, Alderperson Thomas and Alderperson Martindale. Also present were Mayor Dillon, Code Enforcement Officers Wallace and Davis, Rolland Reinhart, Alderperson Dohm, Alderperson Barnes and Clerk Silver.

Additions to/or Deletions from the Agenda No additions or deletions to the agenda were offered.

Approval of Minutes - May 16, 2017 Alderperson Martindale made a motion to approve the minutes of the May 16, 2017 meeting. Alderperson Thomas seconded the motion. Motion carried.

Review of Monthly Financial Report Alderperson Martindale made a motion to receive and file the financial report dated April 30, 2017. Alderperson Thomas seconded the motion. Motion carried.

Reports

Community Officer Report

No community officer was present to report. b. Code Enforcement Officer's Report

Vacant Lots/Structures/Nuisance Properties ii. Parking Violations

Alderperson Martindale followed up with code enforcement regarding a property on Edna Court with excessive vegetation and Alderperson Thomas followed up on another property. Code Enforcement Officers Wallace and Davis responded with the specific actions being taken on those properties. Parking violations were reviewed with Officer Davis reporting that parking violations have decreased with an estimated three outstanding currently.

City Administrator's Report

Mayor Dillon reported that with the number of garbage complaints that have come up, garbage collection as a line item on the tax rolls is being revisited. Previously concerns about the city funding in advance have been outpaced by the amount of time city staff spends on following up on garbage collection and could be alleviated with funding reserves. Further information to come to the Public Safety committee once it's available. Chair Reagan asked for the record to reflect that he has abstained from any comments or conversations regarding negotiation of the garbage contract and addition to the tax roles.

New Business

Review and make recommendation to council of Ordinance 2017-17 An Ordinance

Amending the Regulations Regarding the Storage of Wood and Lumber to Lower the Required Storage Height. The Committee reviewed suggestions to the ordinance from the Land Use committee and plans to review again at the July 19 meeting.

Review of traffic-Discussion Only

Construction projects have caused a detour and the committee discussed the various safety concerns and possible additions of stop signs along Waverly to slow traffic. Considerations include the location of the West Peoria Fire Department. Chair Reagan commented that the speed limit on Waverly is 20 miles per hour. Alderperson Dohm recommended the code enforcement officers evaluate the setbacks at the intersections along Waverly to ensure line of sight. Chair Reagan also commented on an effort to ban parking on the cul-de-sac at Edna Court as it is impeding safety vehicles and utility vehicles from getting around. Code Enforcement will visit the area and discuss the concern with the residents.

Adjournment

Alderperson Thomas made a motion to adjourn the meeting at 7:04 p.m. Alderperson Martindale seconded the motion. Motion carried unanimously by voice.
