Village of Tremont Board met Aug. 21.

Here is the minutes provided by the Board

President Todd Bong called to order this regular meeting of the Tremont Village Board at 7:00 PM, Monday, August 21, 2017, at the Tremont Village Hall.

Present: President Bong, Trustees Scott, Replogle, Zuercher, Harding, Getz

Absent: Trustee Scranton

Village Clerk: J. Madsen Attorney: R. Wherry

Police Chief: M. Dodwell

Guests: Eric Hansen, Mary Ann Vance

Pledge of Allegiance.

Minutes

Trustee Zuercher moved to approve the minutes for the regular meeting of August 7, 2017, and Getz seconded. Ayes: All Nays: None Motion carried.

Bills

Trustee Zuercher moved to approve all bills incurred since August 7, 2017, and Replogle seconded. 

Ayes: All

 Nays: None 

Motion carried.

Trustee Harding moved to transfer $6,954.23 from General Fund Savings to Police Operations Checking to cover bills and payroll. Zuercher seconded. 

Ayes: All 

Nays: None 

Motion carried.

Trustee Getz reported that spray patching has begun in town, and although it isn’t a popular procedure, it is the most cost effective at this time. Also discussed was the need for a new pick-up truck for Russell Boston as his current vehicle is slowly disintegrating. He and Brian Hild will check into pricing for a new truck.

Trustee Scranton discovered that the Village had not been receiving its share of gaming revenue from 121 Club and Big Art’s Yokel due to a mistake at the county level. After proper paperwork had been filed with the Department of Revenue and the gaming board, the Village will receive its due back share of more than $20,000.

Trustee Getz informed the Board that, in talks with PDC and spokesperson Eric Shangraw, the Village might possibly have a town-wide clean-up day during which PDC would supply 4 trucks to handle pick-ups at a cost of $2000 per truck. An alternative would be dumpsters (patrolled by volunteers) in a central location at a cost of $200-$400 per dumpster. No action was taken at this time.

Trustee Replogle moved to approve Ordinance 17-111 amending the water rates for the Village. Beginning October 1, 2017 the first 1000 gallons would cost $10.50. Each additional 1000 gallons would cost $6.59. Also, a Debt Service Fee of $10.00 would be charged. Getz seconded. AYES: All NAYS: None Motion carried.

Trustee Getz moved to approve Ordinance 17-112 amending Title V, Chapters 51 and 52 as it pertains to water and sewer connection fees. Each application for connection shall be accompanied by the following fees:

A. For a meter of 3⁄4 inch or less____________________$2,000

B. For a meter in excess of 3⁄4 but no more than 2 inches_________________________$3,500

C. For a meter more than 2 inches but no more than 4 inches______________________$5,000

D. Meters larger than 4 inches will be determined on a case by case basis based on cost of meter and requirements of project. Zuercher seconded. AYES: All NAYS: None Motion carried.

Following discussion, a concensus opinion of the Village Board was not to allow any further gaming parlors within the corporate limits At this time, gaming is not allowed in a location which does not have a Class A liquor license through the Village, and the Village has reached its maximum number of Class A licenses.

President Bong related to the Board that he had been contacted by the Park District that there is an infestation of Emerald Ash Borers at City Park and currently 14 mature trees are in danger. TAPD does not have the funds ($4000) to combat the problem. The Village Board will make its decision at the next meeting.

Mary Ann Vance had questions concerning the flag project at City Park and was told that Winning Communities was soliciting donations for the remaining cost of the project and that the Village would take care of the maintenance of the flags and poles.

Trustee Zuercher moved to adjourn to Executive Session to discuss annexation, and Getz seconded.

Motion carried.
