Peoria County Budget Subcommittee met June 27.

Call to Order

Chairman Fennell called the meeting to order at 3:05 p.m.

Approval of Minutes

A motion to approve the minutes of May 23, 2017 was made by Mr. Baietto and seconded by Mr. O'Neill. The motion carried.

Informational Items/Reports/Other Minutes/Updates

• Monthly Financial Report

Mr. Sorrel summarized State Shared Revenues through June 5, 2017 and Financial Data through March 31, 2017. He noted that the report this month focuses on the General Fund.

Mr. Sorrel advised that the approved General Fund revenue budget totals $43.18 million, and the year to date actual totals $6.7 million. In comparison, the 2016 year to date actual totaled $6.8 million. He noted that the year to date total was computed prior to the first property tax distribution. Mr. Sorrel advised that the approved General Fund expenditures budget totals $41.25 million, with a revised budget of $41.49 million. The year to date activity stands at $9.4 million, slightly higher than the $9.3 million at the same point last year.

Mr. Sorrel provided a more detailed summarization of the following revenues:

• Combined General Fund Local Sales Taxes (Supplementary, Public Safety and

Unincorporated) are currently $168,226.00 below budget, an 8.1% decrease from the previous year.

• Local Use Sales Taxes are currently $2,212.00 above budget, a 6.8% increase from the previous year, and continues to trend upward.

• Income Tax is currently $129,958.00 below budget, a 2.9% decrease from the previous year.

• Corporate Personal Property Replacement Tax is currently $617.732.00 above budget, a 22.8% increase over the previous year. He noted that due to a necessary correction by the State, the number continues to outpace expectations. He advised that to date, there has been no notification that the correction has been made.

• Property Tax is currently $3,541.00 above budget, a 0.1% increase over the previous year. Mr. Sorrel advised that at the time the report was created, the first distribution had not been made.

• Charges for Services are currently $370,302.00 below budget, a decrease of 3.9% over the previous year.

Mr. Sorrel advised that revenues, both projected for the current year and requested for next year, have been submitted by all elected and appointed offices, and are being evaluated by both himself and Mr. Dubrowski. He stated that a special Budget Subcommittee meeting will be held on July 13, 2017, the day of the County Board meeting, to provide a detailed overview of projections and FY2018 requests. He advised that a similar committee meeting on expenditures will take place in August, as expenditure budgets are due from offices and departments in approximately three weeks. He stated that subsequent to those meetings, individual meetings with each office and department will be scheduled.

Miscellaneous

Mr. Rand asked about Local Government Distributive Funds and proposals made by the Illinois House or Senate. Mr. Sorrel advised that there continues to be much discussion at the General Assembly level as to how or if a budget will be adopted, and included in the conversation are both the Local Government Distributive Fund and Property Tax Freeze, both of which would impact Peoria County. He stated that a version of the property tax freeze got out of the Revenue Committee this afternoon, and advised that previous discussion on the version noted that both existing debt service obligations and pensions would not be impacted; however, all else would be effectively frozen. Regarding the Local Government Distributive Funds, Mr. Sorrel advised that he considers the potential multi-million number that would impact General Fund revenues could be considered catastrophic to the ability to deliver services. He noted that the number is roughly the equivalent of the expense of patrol in the Sheriff's Office, or the entire State's Attorney's Office budget. Mr. Fennel also noted that the freeze is on the levy, which would negatively impact development growth.
