Call to Order

Vice-Chairman Dillon called the meeting to order at 3:19 p.m.

A motion to approve the participation of Mr. Rieker via teleconference was made by Mr. Rosenbohm and seconded by Ms. Williams. The motion carried.

Approval of Minutes

A motion to approve the executive session minutes of February 28, 2017 and regular session minutes of June 27, 2017, August 10, 2017 and August 29, 2017 was made by Mr. Rosenbohm and seconded by Mr. O'Neill. The motion carried.

Informational Items/Reports/Other Minutes/Updates

• Monthly Financial Report

Mr. Dubrowski summarized State Shared Revenues through September 12, 2017 and Financial Data through June 30, 2017. He noted that the report this month is an overview of all funds.

Revenues

• Overall revenues are down slightly year-to-date compared to 2016

• Property taxes are up from last year, due to a combination of an increase in the VAC and Care & Treatment tax levies and an increase in EAV.

• Intergovernmental Revenues have increased overall, largely due to replacement tax which is artificially increased at it awaits correction. Sales tax and Income tax are both down.

• Charges for Services are down from last year, partially due to patient income at Heddington Oaks. The General Fund is also down throughout the Court system.

• General Fund revenues are down by $249,000.00 as compared to 2016.

Expenditures

• Overall expenditures are significantly down from last year.

• Personnel expenses show a slight increase.

• Commodities, Contractuals and Capital are all down.

• General Fund expenditures are down $1.6 million as compared to 2016.

• PCAPS expenditures have decreased by $39,000.00 over last year.

• IMRF expenditures are down by approximately $100,000.00.

The meeting was adjourned by Vice-Chairman Dillon at 3:34 p.m.
