Village Of Princeville Village Board met September 5.

The Princeville Village Board met on the above date and time at the Village Hall, 206 N. Walnut Street,
Princeville, Illinois 61559. President Troutman called the meeting to order at 7:30 p.m.
Roll Call
Roll call showed the following board members were physically present: President Troutman, Trustee
Sutherland, Trustee Gilroy, Trustee Haley, Trustee Geiger, Trustee Ehnle, and Trustee Delbridge. Absent:
None. A quorum was present for the meeting. Other Village members present: Treasurer Hofer and Clerk
Wilson.
Minutes
Police report: Peoria County Police Officer Patterson read two (2) incidents/occurrences within the Village:
August 20, 2017, fatal crash/accident and September 4, 2017, domestic battery. Peoria Chief Deputy Needham
will provide report on crime for Princeville from January 2017 through July 2017. Trustee Geiger spoke advising a
citizen was concerned with speed of semi tractors on South Walnut Avenue, and Trustee Gilroy recommended
Board contact manager at Seneca plant with regard to same. Officer Patterson stated it would be possible to put
radar trailer on South Walnut Avenue or South Santa Fe Avenue. Trustee Geiger will look into where radar trailer
could be placed on South Walnut Avenue.
Approve minutes as published: Minutes for August 2017 distributed to the Board by Clerk Wilson. Trustee Gilroy
made a motion to approve minutes with grammatical and spelling revisions with a second by Trustee Geiger.

Treasurer’s report: Financials distributed to the Board by Treasurer Hofer. Treasurer Hofer did note two large
payments showing on the financial register; one to Illinois Environmental in the amount of $91,696.52 for the
IEPA loan and the other to Walker Excavating Company in the amount of $203,284.71 for work done on South
Cottage Grove. Treasurer Hofer also noted there is anticipation of $153,840.85 coming in from property tax
money. Treasurer Hofer also noted the balance for the pool fund was better than in 2016. Trustee Geiger and
Trustee Gilroy noted all pool passes go into income and Trustee Geiger noted pool parties were up nearly 108%
from 2016. Trustee Sutherland made a motion to approve the treasurer’s report as presented with a second by
Trustee Delbridge.

Paying of August 2017 additional bills: August 2017 additional bills distributed to the Board by Treasurer Hofer.
Additional bills for August 2017 amounted to $73,424.58. Trustee Haley made a motion to approve paying of
August 2017 additional bills as printed; seconded by Trustee Geiger.

Dave Stear with Troutman Park spoke to the Board: Dave Stear spoke to the Board about benefit at Troutman
Park scheduled for September 30, 2017, and Troutman Park was seeking approval and a draft letter from the
Board for a special event license to sell alcohol at the benefit on September 30, 2017 from 3 p.m. to 8 p.m.
Trustee Geiger made a motion to approve the request for a special event license to serve alcohol on September
30, 2017 at Troutman Park with a second Trustee Haley.

Report from Municipal Code Officer: Princeville Code Officer Report distributed to the Board by Municipal Code
Officer (MCO) Dan Sullivan.
Completed violations: broken windows fixed on Spring Street; brick foundation fixed on Main Street; high
weeds/grass addressed on South Street; high grass addressed on Tremont; high grass addressed on Santa
Fe; inoperable vehicle addressed on Cottage Grove; high grass addressed on North; building floor
addressed on Main; trailer violation addressed on Craig Street; and inoperable vehicles addressed on South
Street.
New violations: high grass/weeds on North Street; burning violations and parking violations on Santa Fe;
inoperable vehicle on Douglas; high grass/weeds on Town; and an inoperable vehicle on Woertz.
MCO Sullivan noted property on Main still has a roof that needs addressed. MCO Sullivan will further
investigate whether work is being done on a vehicle located on Town. President Troutman inquired on status
of a resident’s vehicle and two residences within the Village and MCO Sullivan will further investigate the status
on the vehicle inquiry and recommended the Board consider demolishing the residents at 400 South Street.
President Troutman asked MCO Sullivan to communicate with Officer Patterson with regard to a resident with
no running water at a trailer park within the Village. Trustee Sutherland inquired if Peoria County can force
action on the resident to comply with fixing water issue and MCO Sullivan responded will have Victim/Witness
Advocate review concern of resident with no running water. MCO Sullivan advised with regard to dogs barking
within the Village that residents would need to contact Animal Control to address that issue. Trustee Gilroy
spoke in regard to resident with a pool and no fence on Craig Street and follow up will be done with Russ Hyde
as Russ had spoken with resident.
Report from Municipal Code Officer (continued): Trustee Gilroy noted the pool on Main Street was gone.
Trustee Geiger inquired about what can be done about repeat offenders and Officer Patterson responded
advising Village should be able to issue ticket shortly and issue a court date. President Troutman stated once
ordinance fines available the Village can issue tickets and Officer Patterson had noted possible to convene once
a month and a three-person panel would hear any party that would have concern over issuance of an
ordinance violation ticket.
Committee reports: Property Committee met at 7:00 p.m. on September 5, 2017. President Troutman spoke
advising scheduled to meet with Andrew Black on September 6, 2017 in order to discuss sale of grocery store.
Jeff O’Kane had advised would be seeking a building permit, indicating would like to put a sloped roof on a
building located on Main Street, in order to add a floor, and the Property Committee would like to check on
water flow and stability of flooring prior to giving recommendation to approve a building permit for a sloped
roof. Trustee Haley spoke indicating there was nothing Board can ask property owner to do with regard to
adding a floor to a building. Trustee Gilroy spoke inquiring if there were any possible fire safety issues with
regard to adding a floor to the building. Trustee Sutherland spoke noting there may be potential issue with
available parking in that area and President Troutman noted not much Board can do with regard to parking
issue at this time. Trustee Geiger inquired on current property violations with current property owner and
President Troutman responded advising violations on the properties were due now and Trustee Geiger
responded advising the Board needed to take appropriate action then to ensure property violations were being
addressed. President Troutman will follow up with Property Committee after discussion with Andrew Black
and see if further action is needed. Trustee Geiger inquired on status of retirement home development and
Trustee Gilroy responded noting property developer is currently working with a property owner within Village.
Report from Superintendent of Public Works: Superintendent Gardner was not available; therefore, President
Troutman read the report from Superintendent of Public Works. Seal coating of roadways in Village about
completed. President Troutman spoke noting sewer drains on High and Santa Fe are plugged and asked
Treasurer Hofer to leave word with Superintendent Gardner in regard to same. Trustee Delbridge spoke
advising curb on South Street continues breaking off. Trustee Gilroy spoke inquiring about having a
neighborhood clean-up day within Village. President Troutman spoke advising electronic recycling date is still in
the works and looking to schedule for possibly last quarter of 2017. President Troutman spoke advising Russ
Hyde had indicated may need to work extra hours on September 6, 2017 and September 7, 2017 in order to
work on R.O. System and this may result in lower water pressure to residents serviced by the Village. Trustee
Geiger spoke inquiring if the feasibility study being conducted on the sewer system could address water needs
within the Village being Seneca is a growing company and their current water usage. President Troutman spoke
advising Russ Hyde had noted property owner with a broken water pipe would be fixing same. President
Troutman spoke advising the winterization of the pools at the Princeville Aquatic Center was not yet completed.
Any additional business to be brought before the Board: President Troutman spoke advising had received Village
of Hanna City Ordinance, and Treasurer Hofer advised had put the packet on President’s desk for review.
Trustee Sutherland spoke advising a solar panel company was offering $800 to $1,000 to property owners to
use property to set up solar panels, and President Troutman advised Village does have licensing rights. Trustee
Gilroy spoke in regard to street light on Douglas and President Troutman noted the street light on Town Avenue
was still lit 24 hours/7 days a week and wants it addressed.
Adjournment: Trustee Haley made a motion to adjourn the Regular Board Meeting; seconded by Trustee
Sutherland.
