Village of Peoria Heights Board of Trustees met October 3. 

Here is the minutes as provided by the board:

The meeting was called to order at 6:00 pm.

Everyone stood for the Pledge to the Flag.

Upon roll call, the following Trustees were present: Harn, Goett, Dan Mariscal, Diane Mariscal, and

Carter. Trustee Reichert was absent. Others present include: Mayor Phelan, Administrator Fick, Chief

Sutton, Clerk Gauf, Executive Assistant Witbracht, and Council Tibbs.

The minutes from the Departmental meeting on September 26, 2017 were approved as written with a

motion by Trustee Goett and 2nd by Trustee Dan Mariscal.

There were no comments from the audience.

Old Business: No old business was discussed.

New Business:

• Administration/Personnel: After a discussion on Ordinance 2017-1525 regarding an amendment

to Title 1, Chapter 6, Section 2 of the Peoria Heights Village Code to Establish Procedures for

Public Comments during Regular and Special Village Board of Trustee Meetings, Trustee Diane

Mariscal made a motion to defer the decision to the next Board Meeting. Trustee Dan Mariscal

2nd the motion and it was passed with a vote of 5-0. Trustee Reichert was absent.

• Economic Development: Trustee Dan Mariscal read a request from the Fire Department to close

Sciota on Saturday October 7th from noon to 5:00 pm for a Firefighters Bag Tournament. This

request was passed with a motion from Trustee Dan Mariscal, a 2nd from Trustee Harn, and a 5-0

vote. Trustee Dan Mariscal presented and Council Tibbs opened the floor to discussion of the

Redevelopment Agreement by and between the Village of Peoria Heights and Heights

Development Company, LLC. Kevin Shields (of the Heights Development Co.) gave an overview

of his plans to expand the Heritage Square Development and the need for the request for a TIF

District Redevelopment Agreement. He also updated the board on the success of the Bike

Rental Program which began within the last year.

• Building Maintenance: Trustee Goett had nothing to report.

• Other: Trustee Harn made a motion to approve the payment in the amount of $6,335.15 to

Laser Electric for installing lighting at Wiley Haynes Park. Trustee Goett 2nd the motion. After

discussion regarding type and amount of lighting, Trustee Harn made a motion to defer the

decision to later. Trustee Goett 2nd the motion and it was passed with a voice vote.

Payment of the bills was approved with a motion from Trustee Goett, seconded by Trustee Diane

Mariscal and a 5-0 vote.

Meeting was adjourned at 7:06 pm with a motion from Trustee Goett and a second by Trustee Diane

Mariscal.
