Peoria County Budget Subcommittee met October 24.

Call to Order:
Chairman Fennell called the meeting to order at 3:00 p.m.
A motion to approve the participation of Mr. Rosenbohm via teleconference was made by Mr. Salzer and seconded by Ms. Parker. The motion carried.
Approval of Minutes:
A motion to approve the minutes of September 26, 2017 was made by Mr. O’Neill and seconded by Mr. Morris. The motion carried.
Informational Items/Reports/Other Minutes/Updates:
• Monthly Financial Report
Mr. Dubrowski summarized State Shared Revenues through October 10, 2017 and Financial Data through July 31, 2017. He noted that the report this month is an overview of General Funds.
Revenues
• Overall revenues are down approximately 2.2%
• Based upon last year’s trends and this year’s budget, License and Permit revenue is short of budget primarily related to building permits and failure to adopt proposed fees
• Intergovernmental revenues are 1% lower than anticipated
• Charges for Services are down 4% from last year
• Fines are down 26% from last year
• Local Sales Taxes are down 2.2% from 2016, and while Local Use Sales Taxes are up 2.1%, that figure is slightly under budget. It was noted that one of the largest impacts on these taxes are the methodology of online sales tax scenarios and transactions, and largely dependent on inventory location and where items are originally shipped.
• Corporate Personal Property Replacement Tax, although showing an increase of 7.2% over last year, continues to significantly decrease year over year.
Departments showing a decrease in revenue from 2016 include County Administration, Finance. Circuit Clerk, Planning & Zoning, Supervisor of Assessments.

Expenditures:
• Overall expenditures are down approximately 1% from last year
• Personnel is on pace for the year
• Commodities are down 8%
• Capital Outlay is down 53%
Mr. Dubrowski noted that the Regional Office of Education spending is 11% over last year’s pace due to personnel related costs, and the Coroner’s Office spending is 15% ahead of pace in several categories including personnel, commodities and contractuals. He advised that discussions have taken place with both offices regarding their budgets, stating that unless there is a change in the personnel figures the ROE will not meet their budget. He added that the Coroner will not meet their appropriation, and may be over their budget by at least $100,000.00. Mr. Rieker asked if there is a process to account for those over-expenditures. Mr. Dubrowski stated that the overall appropriation is subsidized by other offices and departments; further explaining that at the fund level those offices are within the appropriation, however, at the department level they are not. Mr. Fennell stated that a revised appropriation has historically been the method of resolution. Mr. Rand also commented that although technically the fund balance can cover the overexpenditure, there is no authority to continue to pay bills where there has not been an appropriation made.
