Item II. Approval Of Minutes:
A. Judge Moore presented the Minutes from the October 3, 2017 Fiscal Court Meeting for approval.
Commissioner Walton moved, seconded by Commissioner Kenner, to approve the Minutes from the October 3, 2017 Fiscal Court Meeting, with no changes. Judge Moore called for a vote on the motion, Motion Passed Aye 4-0.
Item III Presentations:
A. Judge Moore introduced David Whitehouse, Director of Parks, to give special recognition to St. Elizabeth Hospital. David stated that St. Elizabeth has donated 8 AED machines into 3 of our Parks, Central Park, England-Idlewild, and Boone Woods. Ms. Vera Hall, from St. Elizabeth Hospital, stated they had funds to support this and Grants to help with the costs. Judge Moore thanked Ms. Hall for attending.
Tem IV. Personnel Matters:
A. Judge Moore asked the Fiscal Court Clerk to read into the record Item IV. A: A Resolution Relating To The Boone County Fiscal Court authorizing The Appointment, By Gary W. Moore, County Judge/Executive Of Colen Feitl, T.J. Jones And Brady Jones, To Seasonal Positions For The Boone County Parks Department. Lori Zombek, Director of Human Resources, commented the appointments are to ramp up for special events and additional maintenance work. Commissioner Kenner moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
Item V. Ordinances
A. Judge Moore asked the Fiscal Court Clerk to read into the record the First Reading of Item V. A: An Ordinance Relating To The Boone County Fiscal Court Approving, With Conditions, A Request Of Florence Baptist Church (Owner) For A Zoning Map Amendment, Such Zoning Map Amendment Being A zone Change From suburban Residential One (Sr-1) To Public facilities (Pf) For A 66.72 A cresite Located At 642 Mt. Zion Road, Boone County, Kentucky. Judge Moore introduced Kevin Wall, from Planting Commission. Kevin stated this is a different school, it is located at the Mt. Zion interchange, and it will be a K-12 school and presented slides showing the location and boundaries. Commissioner Flaig asked how many students would be attending and if they could change the number. Kevin Wall responded, to change the number of students the school would have to re-do the request. Judge Moore asked if there were any more questions and announced the Second Reading would be November 21, 2017.
B. Judge Moore asked the Fiscal Court Clerk to read into the record the Second Reading of Item V. B: An ordinance Relating To The Boone County Fiscal Court Approving a Request Of Florence Baptist Church (Owner) For A Zoning Map Amendment, Such Zoning Map Amendment Being A Zone Change From Commercial Services (C-3) To Public Facilities (Pf) For A 3.07 A cresite Located At Loso Burlington Pike, Boone County, Kentucky, Jeff Early wine, County Administrator, stated this was a unanimous vote from the Planning Commission. There is no addition to the existing building. Judge Moore asked if there was any opposition to this request, none presented. Judge Moore called for a vote on the Ordinance, Commissioner Walton moved, seconded by Commissioner Flaig, to approve the Ordinance. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
C. Judge Moore asked the Fiscal Court Clerk to read into the record the Second Reading of Item W. C: An Ordinance Relating To The Boone County Fiscal Court Approving, With Conditions, The Request Of Terry Crigger And Randy Chestnut (Applicants) For Christ's Chapel Assembly Of God (Owner) For A Zoning Map Amendment To The Boone County, Kentucky zoning Map To Establish A special Sign District For Property Zoned Rural Suburban Estates/Planned Development/Houston-Donaldson Study Corridor Overlay (RSE/PD/HDO) For An Approximate 7.6 Acre site Located At3819 Turf way Road, Boone County, Kentucky. Jeff Early wine, County Administrator, stated there were six (6) conditions with this approval. Judge Moore asked if there was any opposition to this Ordinance, none presented. Judge Moore called for a vote on the Ordinance, Commissioner Kenner noved, seconded by Commissioner Flaig, to approve the Ordinance. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
Item VI. Judges Report
A. Judge Moore asked the Fiscal Court Clerk to read into the record Item VI. A: A Resolution Relating To The Boone County Fiscal Courtauthorizing The Re-Appointment, By Gary W. Moore, County Judge/Executive, Of Richard Knock To The Boone-Florence Water Commission. Judge Moore stated Dick Knock is the Chairman of the Boone-Florence Water Commission, this Board purchases water fron the City of Cincinnati and sells it to the Boone County Water Department. Commissioner Flaig moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the notion, All Present Voting Aye 4-0.
Item V. Administrative Matters
A. Judge Moore asked the Fiscal Court Clerk to read into the record item VII. A: A Resolution Relating To The Boone County Fiscal Court, Authorizing The Annual Adjustment Of Payment Standards To Be Used By The Boone Countyassisted Housing Department For The Calendar year 2018. Ruth Tanner, Director of Assisted Housing presented the payments as standard for 2018, stating they were fair market rates for Assisted Housing. Judge Moore asked if there were any questions about the amounts, and a discussion followed about percentages. Commissioner Flaig asked how many vouchers Boone County provides, Ruth Tanner responded, 902, adding there were 998 available. Commissioner Walton moved, seconded by Commissioner Flaig, to approve the Resolution. Judge Moore called for a vote on the motion, ALL PRESENT WOTINGAYE 4-o.
B. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. B: A Resolution Relating To The Boone County Fiscal Court Awardeng The Bid For Asked Steer To Bobcat Enterprises For The Public Works Department. Scott Pennington, County Engineer, stated this is a budgeted item; the older skid steer will be transferred to the Parks Department. Commissioner Flaig moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
C. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. C. A Resolution Relating To The Boone County Fiscal Court Awarding The Bio For A Compact Class Excavator To Southeastern Equipment For The Public Works Department. Scott Pennington, County Engineer, stated this is also a budgeted item. Public Works feels justified in purchasing this excavator which has been rented in the past. This machine allows us to work in a small space without damage to the ground. Judge Moore added it is a budgeted item. Scott responded, this will replace the tract loader that was surplused. Commissioner Kenner moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
D. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. D: A Resolution Relating To The Boone County Fiscal Court Awarding The Bid For A Rubber Tire Loader To Southeastern Equipment For The Public Works Department. Scott Pennington, County Engineer, stated this item will be the workhorse for us; it has every day use from loading salt trucks to loading recycle material. We will use it daily. The older loader will be transferred to the Salt Dome in Union and the oldest one will be surplused. Commissioner Flaig asked if there was room to store the loader, Scott responded, yes. Commissioner Flaig moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-o.
E. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. E:A Resolution Relating To The Boone County Fiscal Court Rejecting The Submitted Bed From Tim Short Chevy For A Standard Cab Dump Truck For The Parks Department. Matthew Webster, Assistant County Administrator, explained the bidder made a mistake on the original bid and will not honor the bid. Fleet Services has asked to reject the bid on the dump truck for the Parks Department and restart the bid process. Commissioner Walton moved, seconded by Commissioner Kenner, to approve the Resolution, Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
F. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. F: A Resolution Relating To The Boone County Fiscal Court Awarding The Bid For Two (2) Dual View Full-Body Scanner Systems To The Romaine Companies At The Total Bid Price Of $534,Ooo.Oo For The Boone County Jail. Judge Moore stated the Staff has been working with the Jail on this project. Prices on this item have come down since we first heard a presentation five (5) years ago. Jeff Early wine, County Administrator, commented this is a very important piece of equipment for the Jail stating attempts to smuggle contraband into the Jail have increased due to the Heroin epidemic. Safety of our Staff and inmates is most important with a population of over 600 in our Jail. The original request was $400,000 for i scanner to be placed at the Jail and 1 scanner to be placed at the Work Camp. The dual-view capability is a state-of-the-art system that will scan outside and inside the body. Jeff explained the bidding specifications and explained radiation exposure. Discussion was had on the extended warranty and the pricing. Jeff stated the additional $134,000.oo needed would be taken from the Capital Improvement Fund. Commissioner Flaig asked about training, Jeff responded, installation and training was included in the purchase price, Discussion was had concerning liability to the County to which Bob Neace responded. Commissioner Flaig moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
Tem Viii. Fiscal, Matters:
A. Judge Moore presented the Invoice Report dated October 17th, 2017 and a pre-paid Invoice Report dated October 12th, 2017. Commissioner Kenner moved, seconded by Commissioner Walton to approve the Invoice Reports. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
B. Judge Moore presented the Golf Invoice Report dated October 17th, 2017 and a pre-paid Golf invoice Report dated October 12th, 2017. Commissioner Walton moved, seconded by Commissioner Flaig to approve the Golf Invoice Reports. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.
Item IX. Old Business:
Judge Moore asked if there was ally Old Business to come before the Court. Ms. Pauia Broghammer who lives on Route #237 spoke to the Court expressing her appreciation of the bike ianes and sidewalks and asked if they could be extended further. She wanted the Court to know of the value of the bike lanes and sidewalks when developing the area. Judge Moore shared the projects already planned for multi-use paths from Route #18 to Ky. 2d along 237 and the Graves Road improvements that will be done.
Tem X. New Business:
Judge Moore asked if there was any New Business to come before the Court. Ms. Lisa Dauwe from Ryle Road asked to speak to the Court about the condition of Ryle Road where her home is. She explained she bought property in May of 2008 on Ryle Road. She thanked Jeff Earlywine, Scott Pennington and David Neff for all the work that has been done but wanted to respectfully ask the Court to do more. Commissioner Walton asked the address of her home, Ms. Dauwe responded, 13491. Ryle Road. Judge Moore stated this section was between River Bluff and the curve, it has fewer houses and has been a substantial cost to maintain, and stating applying asphalt to that section would add too much weight and add to the slide. Jeff Early wine, County Administrator added there are only 6-8 homes in that section. Commissioner Walton asked if the house was on the river side of the road, Ms. Dauwe responded yes. Commissioner Flaig asked the size of her lot, Ms. Dauwe did not know. Jeff Earlywine explained the study that was performed in the summer of 2007 and the challenges it presented. The GEOTECH updated tests in 2017 from that study and estimated the costs of repair would be $4-$4.5M. Commissioners asked questions of Ms. Dauwe about her home to which she responded. Jeff Earlywine stated the County has installed two pier walls in the River Bluff area. Judge Moore shared the challenges of the school buses in that area and discussed the value of the homes in the area versus the cost of repair and closing a section of the street, stating he proposed keeping the street open. Judge Moore encouraged the Commissioner to look at the street and stated the County will spend time and energy to make a decision. Judge Moore asked if there were any other questions from the Court. Judge Moore thanked Ms. Dauwe for her Comments.
Item XI Adjournment:
Judge Moore called for adjournment of the Fiscal Court Meeting. Commissioner Walton moved, seconded by Commissioner Kenner, to adjourn the meeting. All Present Voting Aye 4-0.
