Item I Call To Order

A. Judge Gary W. Moore Called to Order the meeting of the Boone County Fiscai Court,

B. Commissioner Charles Kenner presented the Invocation and the Pledge to the Flag.

Item II Approval Of Minutes

A. Judge Moore presented the Minutes from the October 17, 2017 Fiscai Court Meeting for approval. Commissioner Walton moved, seconded by Commissioner Flaig, to approve the Minutes from the October 17, 2017 Fiscal Court Meeting, with no changes. Judge Moore called for a vote on the motion, Motion Passed Aye 4-0.

Item III Presentations

A. Judge Moore introduced Chief Michael Morgan of the Union Fire Protection District. Chief Morgan presented the SPGE House Bill 1 tax rates for Union Fire Protection District stating there would be no changes from the current real property rate of 17.30 per $10O. Chief Morgan stated with more growth in the area they are experiencing more cails with an increase of 1% in expenses. Their call rate has increased 3oo calls this year making it a total of 1.5oo calls. This is a 100% increase from 18 years ago when he started with the Department. Judge Moore asked if there were any questions. Commissioner Flaig asked a question; Chief Morgan stated the Department has 8-10 calls a month where they administer Narcan. Judge Moore confirmed the tax rate for real property would be 17.3 per Sloo and tangible rate would be.20c per $1do. Judge Moore thanked Chief Morgan for attending and for his service to the community.

Item IV. Personnel Matters

A. Judge Moore asked the Fiscal Court Clerk to read into the record Item IV. A: A Resolution Relating To The Boone County Fiscal Court Authorizing The Appointment, By Gary W. Moore, County Judge/Executive, Of Robert “Nick" Wilson To The Position Of Code Enforcement Officer For The Public Works Department. Lori Zombek, Director of Human Resources, commented this is a vacant position due to a retirement. This applicant is from our dispatch center and was a top candidate. Judge Moore explained the duties of the Code Enforcement position. Commissioner Flaig moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

Item V. Ordinances

A. Judge Moore asked the Fiscal Court Clerk to read into the record the First Reading of Item V. A: An Ordinance Relating To The Boone County Fiscal Court Adopting The Statement Of Goals And Objectives For The 2017 Boone County Comprehensive Plan As Part Of The Review Of The Current 2010 Boone County Comprehensive Plan That Was Adopted In 2012. Judge Moore introduced Bob Jonas from the Planning Commission. Mr. Jonas explained the Goals and Objectives were a 3 step process with the content staying mostly the same. He presented slides on Demographics, Environment and Natural and Cultural Resources explaining the impact of the Economy addressing Public Facilities and Transportation as factors. The Planning Commission is encouraging public involvement and input on their website, www.ourboonecounty.com. Judge Moore asked a question concerning technology and the areas with or without cable. Mr. Jonas responded. There will be an Open House January 24th for citizens. Judge Moore announced the second reading of this Ordinance will be December 5th.

B. Judge Moore asked the Fiscal Court Clerk to read into the record the First Reading of Item V. B: An Ordinance Relating To The Boone County Fiscal Court Approving, With Conditions, A Request Of Steve Berling (Applicant) For Dave Kroth (Owner) For A Zoning Map Amendment, Such Zoning Map Amendment Being A Zone Change From Agricultural Estate (A-2) To Suburban Residential One (Sr-1) For A 17 Acre site Generally Located at The Terminus Of McGuire Lane And To The East Of The Properties At 6713,6717, 6721, 6725, 6729, 6733, 6737, 6741, 6745, 6749, 6753, 6757 And 6761 Gordon Boulevard And 600 McGuire Lane, To The South Of The Properties At 605 And 609 McGuire Lane And 623,627, 631, 635, 639, 643 And 647 Makayla Court, And To The South And East Of The Property At 601 McGuire Lane, Boone County, Kentucky. Judge Moore introduced Mitch Light from the Planning Commission. Mr. Light explained the property involved is between Camp Ernst and Longbranch. There are a total of 52 lots on 17 acres and we have listed 2 conditions. Commissioner Flaig asked which school system this property was located. Mitch Light also explained the condition of the streets connecting. Judge Moore asked if there were any more questions and announced the second reading would be December 5, 2017.

C. Judge Moore asked the Fiscal Court Clerk to read into the record the Second Reading of Item V. C: An ordinance Relating To The Boone County Fiscal Court, Providing For A credit Of Its Occupational License Fee For New Employees As Part Of An Economic Development Project By Best Sanitizers, Inc, Under The Kentucky Business Investment Program. Jeff Earlywine, County Administrator, explained this company is located in Walton and manufactures cleaning products for institutional use. Their capital investment is $5M providing 19 new jobs with an average annual salary of $33,ooo. Judge Moore asked if there were any question and called for a vote on the Ordinance, Commissioner Kenner moved, seconded by Commissioner Walton, to approve the Ordinance. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

D. Judge Moore asked the Fiscal Court Clerk to read into the record the Second Reading of Item V. D: An ordinance Relating To The Boone County Fiscal Court Providing For A credit Of Its Occupational License Fee For New Employees As Part Of An Economic Development Project By Elovations Services Under The Kentucky Business Investment Program. Jeff Earlywine, County Administrator, explained this Company did not meet the original estimate of 69o jobs. It has become a smaller project with 75 jobs and a capital investment of $13M. Judge Moore commented the economic development program is an "earn as you go" process, if jobs are not created, there is no money awarded. Judge Moore asked if there were any questions and called for a vote on the Ordinance, Commissioner Flaig moved, seconded by Commissioner Walton, to approve the Ordinance. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

Item VI. Judges Report

A. Judge Moore asked the Fiscal Court Clerk to read into the record Item VI. A: A Resolution Relating To The Boone County Fiscal Court Authorizing The Re-Appointments By Gary W. Moore, County Judge/Executive, Of Dr, Timothy Franxman, Dr. Christophercunha, Dr. Michael Jones, Rosa Asseo, Dr Charles Kenner, And Brian Rickert To The Boone County Local Health Board. Judge Moore commented this Board works hard to represent the Local Board of Health. Commissioner Flaig moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 3-0. Commissioner Kenner abstained from voting for himself.

B. Judge Moore asked the Fiscal Court Clerk to read into the record Item VI. B: A Resolution Relating To The Boone County Fiscal Court authorizing The Re-Appointments, By Gary W. Moore, County Judge/Executive, Of Christian Gamm And Tami Wilson To The Tax Advisory Board For Intellectual Disability. Judge Moore explained this Board is for the Intellectual Disability tax. Commissioner Walton moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

C. Judge Moore asked the Fiscal Court Clerk to read into the record Item VI. C: A Resolution Relating To The Boone County Fiscal Court Approving The Appointment Of Jeffrey Early Wine, County Administrator, And Jem Staverman, Director Of Pscc, To The Regional Public Safety Emergency Communication System Board. Judge Moore explained this is a Regional Board for the Public Safety Regional Communication System. Commissioner Kenner moved, seconded by Commissioner Waitoi, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

Item: VII. Administrative Matters

A. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. A: A Resolution Relating To The Boone County Fiscal Court Authorizing Gary W. Moore, County Judge/Executive To Submit To The Kentucky Department For Local Government An Application For $220,000 In Recovery Kentucky Community Development Block Grant Funding For The Recovery Kentucky Project In Boone County. Judge Moore explained this application is for the Women's Recovery Center on Weaver Road to support next year's funding. Commissioner Walton moved, seconded by Commissioner Flaig, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

B. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. B: A Resolution Relating To The Boone County Fiscal Court Authorizing Gary W. Moore, County Judge/Executive, To Renew An Existing Order Of Affiliation With The Boone County Fiscal Court, Boone County Emergency Management And The Northern Kentucky Technical Rescue Team. Jeff Early wine, County Administrator, commennted this is a renewal of an Agreement for year. This team provides specialized skills for emergency situations and is called upon when needed. Commissioner Kenner moved, seconded by Commissioner Flaig, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

C. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. C. A Resolution Relating To The Boone County Fiscal Court Declaring A 1981. Hackney Hazmat Truck, County Unit #279, Used By Emergency Management, As Surplus And Donating T To Grant County Emergency Management. Jeff Earlywine, County Administrator, explained this is surplus property; the County is cleaning garages and storage areas. Grant County has asked us to donate the truck to them. Judge Moore commented we work with the surrounding Counties. Commissioner Kenner moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

D. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. D: A Resolution Relating To The Boone County Fiscal Court Declaring Certain Tangible Property Used By The Public Safety Communication Center As Surplus And Furthermore Authorizing The Donation Of Certain Items To The Florence Code Enforcement Department And The Gallatin County Sheriff's Department. Judge Moore commented once again we are sharing with other Counties. Commissioner Walton moved, seconded by Commissioner Flaig, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

E. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. E. A. Resolution Relating To The Boone County Fiscal Court Declaring eight (8) Vehicles And Thirteen (13) Skids Of Miscellaneous Vehicle Accessories As Surplus Property For The Public Works Department. Scott Pennington, County Engineer, stated this is for spare automobile parts and vehicles from Public Works. Judge Moore commented these items will be listed on GovIDeals on our website. Commissioner Flaig asked a question pertaining to the items being picked up, Scott Pennington responded. Commissioner Kenner moved, seconded by Commissioner Flaig, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

F。 Judge Moore asked the Fiscal Court Clerk to read into the record item VII. F: A Resolution Relating To The Boone County Fiscal Court Declaring Certain Tangible Property From The Information Systems Department as Surplus. Judge Moore explained these items are printers, terminals and towers. Commissioner Walton moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

G. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. G: A Resolution Relating To The Boone County Fiscal Court Awarding The Bid For Two (2) 18,000 LB Lifts With Installation To Alexandria Napa At The Bid Price Of $28,766.Oo For The Public Works Department. Scott Pennington, County Engineer, advised these 2 lifts are used every day and they are budgeted items. Commissioner Flaig moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

H. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. H: A Resolution Relating To The Boone County Fiscal Court Awarding The Bed For A 1/2 Ton Dump Truck At The Bid Price Of $62,845.00 To Haag Fored For The Parks Department. Jeff Earlywine, County Administrator, explained this bid was offered before however when the bid was awarded the bidder notified the County they made a mistake on their bid and would not honor the price. The County put out the bid again and received 3 bids. Only 1 bidder met the requirements. This vehicle will also be set up for snow and ice removal. Judge Moore commented the difference was between a gas engine and diesel. Commissioner Kenner moved, seconded by Commissioner Walton, to approve the Resolution. Judge Moore called for a vote on the notion, All Present Voting Aye 4-0.

E. Judge Moore asked the Fiscal Court Clerk to read into the record ten VII. I: A Resolution Relating To The Boone County Fiscal Court Approving An Amendment To The Lateral Pay policy For The Public Safety Communication Center. Lori Zombek, Director of HR, stated this Resolution is for recruitment for our Dispatch Center for experienced applicants to receive more pay. Jeff Earlywine, County Administrator, stated the County does not recruit from other dispatch centers however this lateral pay change will allow new applicants to not start at the bottom of the pay scale. Commissioner Walton moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

J. Judge Moore asked the Fiscal Court Clerk to read into the record Item VII. J: A Resolution Relating To The Boone County Fiscal Court Approving A Contract With Palmer Engineering In The Amount Of $328,050.00 For Engineering Services For The KY 237 Multi-Use Path Project. Judge Moore explained this Company is on our pre-approved list for projects. This project is similar to the Aero Parkway pathway and will go from KY 18 to KY 20 along #237 to the Hebron Kroger. Scott Pennington, County Engineer, stated the County will provide a 20% match to the Grant and SNK Funds provided. Commissioner Flaig asked which side of #237 the path would be placed, Scott Pennington responded. Coinmissioner Flaig moved, seconded by Commissioner Kenner, to approve the Resolution. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

Item VIII. Fiscal Matters

A. Judge Moore presented the Invoice Report dated November 7th, 2017 and pre-paid Invoice Reports dated October 19th, October 26th and November 2nd, 2017. Commissioner Walton moved, seconded by Commissioner Kenner to approve the Invoice Reports. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

B. Judge Moore presented the Golf Invoice Report dated November 7th, 2017 and pre-paid Golf Invoice Reports dated October 19th, October 26th and November 2nd, 2017. Commissioner Kenner moved, seconded by Commissioner Flaig to approve the Golf Invoice Reports. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

C. Judge Moore presented the Treasurer's Interfund Transfer Report ending September 3oth, 2017. Commissioner Flaig moved, seconded by Commissioner Walton to approve the Treasurer's Interfund Transfer Report. Judge Moore called for a vote on the motion, All Present Voting Aye 4-0.

Item IX. Old Business

Judge Moore asked if there was any Old Business to come before the Court. None presented,

Item X. New Business

Judge Moore asked if there was any New Business to come before the Court. None presented.

Item XI Adjournment'

Judge Moore called for adjournment of the Fiscal Court Meeting. Commissioner Flaig moved, seconded by Commissioner Walton, to adjourn the meeting. All Present Voting Aye 4-0.

Open House and Public Dedication of the Restored Historic Boone County Courthouse. The Public is invited to tour the facifity. The Dedication Program will take piace at 5:30pm.
