Pledge

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

Call To Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Conlin, Neuhaus, Little, Bradford, and Neumann.

Also present were Clerk Worent, Treasurer Babb, Public Works Director Ghidina, Interim Police Chief Hall, Fire Chief Fortier, Attorney Tibbs, and Deputy Clerk Ratliff.

Presentation Of Journal Of Proceedings

Alderman Little made a motion, seconded by Alderman Conlin to approve the regular minutes of October 23, 2017. Roll Call Vote: Ayes- Alderman Little, Conlin, Neuhaus, Neumann, and Bradford. Nays- None. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve the executive minutes of October 23, 2017. Roll Call Vote: Ayes- Alderman Bradford, Neuhaus, Neumann, Conlin, and Little. Nays- None. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Little to approve the executive minutes of November 6, 2017. Roll Call Vote: Ayes- Alderman Neuhaus, Little, Bradford, Neumann, and Conlin. Nays- None. Motion passed.

Reports Of City Officials

Mayor

IML Representative Jim Closson will let us know when he is available to come and review municipal insurance. Council will be notified.

Clerk

Updated council regarding Office Manager Minson return to work status.

Treasurer

September report is on file in the city office.

Attorney

No report from Attorney Tibbs.

Communications

A “thank you” card from the Hammond family to the police department was read by Clerk Worent.

Citizens Wishing To Address The Council

Resident Colene Lickiss inquired on the status of debris removal at a neighbor’s residence. Lt. Hall explained the situation to her. She was also given information regarding spreading cat litter on lawns as mole prevention.

Resident at 100 Craig Road stated a neighbor is continually speeding down her street, where there is a deaf child residing. Lt. Hall advised her to contact him tomorrow.

Men’s Club President Dale Hamm thanked the city, fire, public works, and police for all the help this year with Spook Hollow.

Reports Of Standing Committees:

Water and Sewer – Alderman Bradford

The electrical upgrade by Ameren at the wells will be done November 16th. Wrong parts were received, and original date for upgrade was postponed.

Law Enforcement – Alderman Neumann

The monthly report is on file at city office.

Chris Hermicinski will be sworn in at the end of this week.

Streets – Alderman Sanders

Street sweeping will commence tomorrow.

Holiday signs will be going up next week.

The second stump grinding list is over half completed.

Pubilc Buildings / Parks

Concession stands have been winterized. Waiting for weather to change before winterizing park bathrooms.

Fire – Alderman Little

Operations report for October is complete.

Planning – Alderman Neuhaus

There are no planning meetings scheduled.

New Business

Approve IMLRMA annual contribution

Alderman Bradford made a motion, seconded by Alderman Little to approve payment not to exceed $97,687.26 to Illinois Municipal League Risk Management Association for 2018 annual risk management contribution. Roll Call Vote: Ayes- Alderman Bradford, Little, Neumann, Neuhaus, and Conlin. Nays- None. Motion passed.

Approve Ferguson Waterworks payment

Alderman Bradford made a motion, seconded by Alderman Neumann to approve payment not to exceed $1,833.76 to Ferguson Waterworks for annual software and maintenance fee. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Little Neuhaus, and Conlin. Nays- None. Motion passed.

Approve Midwest Truckers Association payment

Alderman Bradford made a motion, seconded by Alderman Conlin to approve $587.70 payment to Midwest Truckers for annual random drug testing. Roll Call Vote: Ayes- Alderman Bradford, Conlin, Neuhaus, Neumann, and Little. Nays- None. Motion passed.

Approve payment to Centre State International

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve payment not to exceed $900 to Centre State for truck 315 repairs. Roll Call Vote: Ayes- Alderman Bradford, Neuhaus, Neumann, Little, and Conlin. Nays- None. Motion passed.

Approve LCD payment

Alderman Neumann made a motion, seconded by Alderman Bradford to approve payment not to exceed $750 for bullet proof vest for new part time officer. Roll Call Vote: Ayes- Alderman Neumann, Bradford, Little, Conlin, and Neuhaus. Nays- None. Motion passed. (funds from seized assets).

Approve Ameren agreement

Alderman Conlin made a motion, seconded by Alderman Bradford to approve a Temporary Construction Easement agreement between the City and Ameren. Roll Call Vote: Ayes- Alderman Conlin, Bradford, Little, Neuhaus, and Neumann. Nays- None. Motion passed.

Approve resolution for line of credit

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve a Resolution Authorizing a line of credit from Better Banks, Bartonville. Roll Call Vote: Ayes- Alderman Neuhaus, Bradford, Neumann, Little, and Conlin. Nays- None. Motion passed. Resolution 534

Approve employee Christmas gift cards

Approve Pearl Benefits health insurance plan

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve implementing Pearl Benefits health insurance plan for non-bargaining city employees. Roll Call Vote: Ayes- Alderman Neuhaus, Bradford, Conlin, Neumann, and Little. Nays- None. Motion passed.

Approve changes of Broker of Record

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve change both VSP and Delta Dental“ brokers of record” from Digital Benefits to Pearl Benefits for all employees effective December 1, 2017. Roll Call Vote: Ayes- Alderman Neuhaus, Bradford, Little, Conlin, and Neumann. Nays- None. Motion passed.

Finance – Alderman Neuhaus

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve paying bills: General Fund: $103,421.07, Water: $45,778.43, Sewer: $30,344.04, IMRF: $4,287.18, Social Security: $4,717.25, Insurance: $62,299.80, Motor Fuel: $20,000.00, Wheel Tax: $152.10. Roll Call Vote: Ayes – Alderman Neuhaus, Bradford, Conlin, Neumann, and Little. Nays – None. Motion passed.

Alderman Little made a motion at 7:16 p.m. to enter executive session to discuss personnel and litigation, seconded by Alderman Bradford. Voice Vote: All Ayes. Motion passed.

Council exited regular session and entered into executive session at 7:22 p.m. Council resumed regular session at 8:14 p.m.

Alderman Neumann gave Officer Schwenk a letter addressing pertinent FOP information. A meeting with FOP representatives and the Insurance committee is scheduled Tuesday, November 14th, at 5:00 p.m. in council chambers.

Adjournment

Alderman Bradford made a motion, seconded by Alderman Little to adjourn the regular City Council meeting at 8:19 p.m. Voice Vote: All Ayes. Motion passed.
