Village of Peoria Heights Board of Trustees met December 5.

Here is the minutes provided by the Board:

The meeting was called to order at 6:00 pm.

Everyone stood for the Pledge to the Flag.

Upon roll call, the following Trustees were present: Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter. Others present include: Mayor Phelan, Administrator Fick, Chief Sutton, Director Smith, Clerk Gauf, Administrative Assistant Witbracht, Bookkeeper Turner, and Council Tibbs.

The minutes from the Departmental meeting on November 28th were approved as written with a motion by Trustee Carter and 2nd by Trustee Dan Mariscal. The motion was passed with a voice vote.

Comments from the Audience: Mr. Edwards, director of the Peoria Heights Library, thanked the Village and Peoria Heights Public Works for showing the Robotics Team how the water system works. He also mentioned that the last payment on the 20year bond for the building was issued. He also extended an invitation to the Annual Open House at the Library on Dec. 14th and 15th and the Winter Book Sale the week of Dec. 11th through the 15th.

Old Business: No old business was discussed.

New Business:

• Administrative: Trustee Diane Mariscal made a motion to approve Ordinance 2017 – 1530; Adoption of 2017-2018 Property Taxes Levy. Trustee Goett 2nd the motion and it was approved by a vote of 6-0. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Diane Mariscal made a motion to approve Ordinance 2017 – 1531; an Ordinance Abating the General Obligation Taxes Levied for Year 2017 to Pay Debt Service on Taxable General Obligation Bonds (Alternate Revenue Source), Series 2016 of the Village of Peoria Heights, Peoria County, Illinois. This is done annually to abate the tax for the year. Trustee Goett 2nd the motion which was passed with a vote of 6-0. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Diane Mariscal made a motion to approve Ordinance 2017 – 1532; an Ordinance Abating Special Service Area No. 1 Taxes for the Year 2017 to Pay Debt Service on Taxable General Obligation Bonds (Alternate Revenue Source), Series 2016 of the Village of Peoria Heights, Peoria County, Illinois. Trustee Goett 2nd the motion which was passed with a vote of 6-0. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Diane Mariscal made a motion to approve Ordinance 2017-1533; An Ordinance Authorizing a Special Use for the Placement of a Digital Electronic Multiple Message on the Premises Sign at 5533 N. Galena Road in the Village of Peoria Heights, Peoria County, Illinois. Trustee Reichert 2nd the motion which was passed 5-1 vote. (Trustee Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye. Trustee Harn voted nay).

Trustee Diane Mariscal made a motion to approve Resolution 2017-13; a Resolution Authorizing a Feasibility Study and a Housing Impact Study Concerning the Redevelopment of Certain Property Located Within the Village of Peoria Heights, Illinois for Proposed Peoria Heights Tax Increment Financing (TIF) District 3. This Feasibility Study is required if ten or more homes are displaced. Trustee Harn 2nd the motion which was passed with a 6-0 vote. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Mayor Phelan gave recognition to Nicole Demetreas from Peoria County for her help with Peoria Heights investments. Stephanie Turner also received thanks. Trustee Diane Mariscal mentioned that discussions have been held regarding Health Insurance for the Village employees. More discussions will be held in the January 3rd meeting.

• Economic and Community Development: Trustee Dan Mariscal made a motion to approve the use of BDD funds for landscaping in the Village Right-of-Way in front of the 4500 N. Prospect building. The BDD Advisory Board agreed with using BDD funds for this purpose up to $5,000. Trustee Goett Second the motion and it was approved with a 6-0 vote. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Dan Mariscal made a motion to approve Ordinance 2017 – 1534; An Ordinance Approving a License for the Temporary Placement of a Sign at the Intersection of Prospect and Marietta Avenue and Granting a Variance Regarding the Area of Such a Sign. This is a temporary (6 months) directional sign for Sherman’s Discount Warehouse and will be replaced by permanent signage that the BDD Advisory Board will approve. Trustee Harn 2nd the motion which was approved with a 6-0 vote. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Dan Mariscal made a motion to approve the placement of the Bruce White Sculptures as presented in a letter to Mayor Phelan and the Board of Trustees. Trustee Goett 2nd the motion which was passed with a 5-1 vote. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, and Carter voted aye. Trustee Reichert voted nay). Administrator Fick gave an update on the Request for a Feasibility Study for a hotel in the Heights. He said the results were compiled and it looked positive. Trustee Carter requested an update on the Greyboy property. Mayor Phelan mentioned that the Village was waiting for the results of the Feasibility Study before moving forward with trying to sell that property.

• Building and Maintenance: Trustee Goett gave an update on the success of the Girls Jr. High School basketball team. They won the regional tournament and are now in the Sweet 16.

• Public Works: Trustee Harn made a motion to approve the MFT Resolution in the amount of $14,350. Trustee 2nd the motion which was approved with a 6-0 vote. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Harn made a motion to approve the purchase of the Lion’s Park drinking fountain for 1⁄2 of the cost of $4,400. The Lion’s Club offered to pay 1⁄2 of the cost. Trustee Dan Mariscal 2nd the motion and it was approved with a 6-0 vote. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Director Smith mentioned that he met with Laser Electric about purchasing LED lights to update the lights on Prospect. Laser had 15 lights available at a discount of $420.00/each that were extras from a City of Peoria order. The board approved purchase of these lights.

Payment of the Bills: Trustee Goett made a motion to pay the bills as presented. Trustee Harn 2nd the motion and after discussion it was approved with a vote of 6-0. (Trustee Harm, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye).

Meeting was adjourned at 7:13 pm with a motion from Trustee Goett and a second by Trustee Dan Mariscal.
