Village of Peoria Heights Board of Trustees met Nov. 28.

Here is the minutes provided by the Board:

The meeting was called to order at 6:00 pm.

Everyone stood for the Pledge to the Flag.

Upon roll call, the following Trustees were present: Harn, Dan Mariscal, Diane Mariscal, Reichert, and Carter. Trustee Goett was absent. Others present include: Mayor Phelan, Administrator Fick, Chief Sutton, Director Smith, Fire Chief Walters, Clerk Gauf, and Council Tibbs.

The minutes from the Departmental meeting on October 24th & November 7th were approved as written with a motion by Trustee Carter and 2nd by Trustee Dan Mariscal. The motion was passed with a voice vote.

Comments from the Audience: There were no comments from the audience.

Old Business: No old business was discussed.

New Business:

• Police: Trustee Carter reminded everyone that there would be no Code Enforcement updates during the winter months. Chief Sutton made the board aware of construction/remodel on the “Rashid Property” located on Euclid by the Centennial Building. The foundation is being removed causing safety issues around the property and the alley. A Stop Work Order has been issued but is being ignored so action needs to be taken. Trustee Carter made a motion to approve Ordinance 2017 – 1529; An ordinance Amending Title 7, Chapter 2, of the Village Code of the Village of Peoria Heights for the Purpose of Authorizing Certain Exemption from Limitations on Parking Vehicles. This gives the police the ability to grant exemption to any parking bans. Trustee Harn seconded the motion which was passed with a 5-0 vote. (Trustee Harn, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Goett was absent.

• Public Works: Trustee Harn recommended that the board request assistance from the PH High School woodworking class to help construction some of the “Street Seats” that were approved earlier this year. Director Smith will contact the school with the request. Director Smith gave an update on the Dog Park which is coming along quickly. He said it should be fenced within the next few days. Mayor Phelan said that donated labor by Harn Construction and Tim Callahan Construction needs to be recognized.

• Fire: Trustee Reichert talked about interest shown by an individual to buy an old unused fire truck. Fire Chief Walters asked for permission to sell an old 1976 fire engine that is currently in storage. The board felt is was best to put it up for bid and that Chief Walters should work with Council Tibbs on getting that done. Fire Chief Walters also described an electrical problem with the new fire truck. This problem turned out to be a manufacturer’s defect and would be fixed free of charge.

Other: Trustee Diane Mariscal talked about the 2017-2018 tax levy that is up for vote in the next Board meeting. Administrator Fick explained the spreadsheet that included the tax levy calculations for the next year. Trustee Mariscal made a motion to cancel the Dec. 26th Public Safety Meeting, Trustee Dan Mariscal 2nd the motion which was approved with a voice vote. The board also discussed the increase in health insurance costs which were up for negotiations. Trustee Carter asked to be involved in the discussions, along with the department heads.

Other: Trustee Dan Mariscal mentioned the upcoming holiday events in the Heights which include: Tree Lighting Dec.5th before the Board meeting, Holly Days in the Heights (previously known as Christmas Walk) on Dec 2 & 3, and Chocolate in the Heights on Dec 9th.

Other: Administrator Fick mentioned that Sherman’s Clearance Center was now open and there was a request for tempory directional signs to be erected on the Village right of way. The BDD Committee would work toward establishing directional sign standards but for now Administrator Fick would work with Council Tibbs to fulfil the Sherman request. Also, there was a request from Thrivent Financial for landscaping on Kelly Avenue. The board recommended that Administrator Fick give Thrivent permission to landscape but the Village would not pay for it.

Executive Session: Deferred per Council Tibbs.

Meeting was adjourned at 7:03 pm with a motion from Trustee Harn and a second by Trustee Reichert.
