City of West Peoria Finance Committee met January 3.
Here is the minutes provided by the Committee:
1. Chair Meismer called the meeting to order at 5 p.m.
2. Members present were Chair Meismer, Alderpersons Martindale and Siewert. Others also present were Mayor Dillon, City Administrator Krider, Finance Assistant Finan and Deputy Clerk Barnes. Absent was City Treasurer Main. Alderperson Dohm joined the meeting during the review of bills in preparation for the Land Use Committee meeting that was to follow the Finance Committee meeting.
3. There were no Additions to/or Deletions from the Agenda
4. Motion to approve the minutes from the regular December 6, 2017 meeting was made by Alderperson Martindale and seconded by Alderperson Siewert. Motion carried.
5. Motion to receive and file the Financial Reports for October and November 2017, was made by Alderperson Martindale and seconded by Alderperson Siewert. Motion carried.
6. There was no Public Comment
7. Old Business
ClearGov Presentation: City Administrator Krider reported that further consideration of the presentation, mostly larger municipalities are using it for a clearer picture of the budget for their residents. She will try to see what can be accomplished with a free version of the program. Chair Meismer moved to table the discussion for another year to see if it has further advantages for use. The motion was seconded by Alderperson Martindale. Motion carried.
8. New Business
a. A Grant request to Peoria Journal Star Newspaper in Education in the amount of $250.00 (line item 01-11-911) was denied. Chair Meismer moved the topic be tabled until the new fiscal year and Alderperson Martindale seconded the motion. Motion carried. The Council just got the request last July and passed it for the current year.
b. Motion to Recommend to Council for reimbursement to residents in the TIE I Program in the amount of $3,762.46 (line item 15-00-507) was made by Alderperson Siewert and seconded by Alderperson Martindale. Motion carried.
c. Motion to Recommend to Council for reimbursement to residents in the City Redevelopment Grant Program in the amount of $1,000 (line item 01-11-503) was made by Alderperson Siewert and seconded by Alderperson Martindale. Motion carried.
d. Fiscal Year 2019 Budget - City Administrator Krider presented a draft of the Budget for FY 2019. She wanted the Committee to look it over and make comments or ask questions as needed.
9. Review of Bills
10. Public Comment – Alderperson Dohm commented that in preparation for the next meeting, the Committee might want to review the Illinois Municipal League's current magazine, page 27-an article on raffle licenses, and put it on the next agenda.
11. Motion to Adjourn was made by Alderperson Martindale at 6:12 p.m. And seconded by Chair Meismer. Motion carried unanimously.
The next regular meeting of the Finance Committee is Wednesday, February 7, 2018 at 5:00 p.m.
