Chillicothe City Council met Jan. 22.

Here is the minutes provided by the Council:

The City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session January 22, 2018 at 7:00 P.M. Mayor Donald Z. White called the meeting to order at 7:00 P.M.

The Pledge of Allegiance, to the Flag of the United States of America, was recited.

Chairman White directed Clerk Hurd to take roll.

Present: Mayor Donald Z. White

City Clerk Margaret Hurd City Treasurer B.L. Bredeman

Aldermen: Dean Braun, Danny Colwell,

Patricia Connor, Dennis Gould, Michael Hughes, Jeffrey Jenkins Gary Sharp, James Thornton

Also Present: Office Manager Denise Passage

Superintendent of Public Works, Shawn Sutherland Fire Chief Jim Benisch Police Chief Scott Mettille

Absent: City Attorney Michael Seghetti

City Engineer Ken Coulter Economic Development Director Rachael Parker

Chairman White declared a Quorum present.

The Minutes of the Regular Council Meeting held on January 8, 2018, were presented. Motion Alderman Colwell, second Alderman Braun that the Council dispense with the reading of the Minutes of the January 8, 2018 Regular Council Meeting and approve the Minutes as presented. Motion carried via voce vote.

Clerk Hurd presented the following committee minutes:

Public Works Committee: January 17, 2018

Clerk Hurd presented the following communications:

Annual Building Permit Report as submitted by Office Manager Passage Budget Comparison Report as submitted by Bookkeeper Carr Treasurer’s Report dated month end December 2017 Collector’s Report dated month end December 2017

Motion Alderman Connor, second Alderman Gould that the communications as presented by Clerk Hurd be placed on file. Motion carried via voce vote.

Chairman White then asked to move agenda item Council Committee Communications to the end of the agenda. There were no objections.

Chairman White asked if there was anyone with business concerning city government. There were none.

Motion Alderman Thornton, second Alderman Gould that the bills as presented be paid and the payrolls and transfers be approved. Roll Call Vote was: Ayes: Braun, Colwell, Connor, Gould,

Hughes, Jenkins, Sharp, Thornton

Nays: None Chairman declared motion carried.

Chairman White announced that a Committee of the Whole meeting will be held February 19, 2018 at 6:00PM

Committee Communications were as follows: Finance – Chairman White asked Office Manager Passage to give a review of the budget process. Office Manager Passage told the council that a budget workshop will be held on April 2, 2018 and that the budget could be presented to the council April 9th or 23rd. Office Manager Passage gave an update on possible water infrastructure fee increases.

Economic Development – Alderman Colwell gave an update on the Bacon Building. Chairman White reported that he was contacted by an interested party to purchase 1807 Finney once the City has possession. Chairman White reported that the demo has started at 721 Third Street and will be completed by February 29. Chairman White reported that a public hearing is set for February 6 for the 3 Diamond developments as well as the MACO Development. Chairman White reported on the PPUATS Grant.

Cemetery and Parks – Chairman White reported that the Plan Commission is working on the Landscape Ordinance. Alderman Connor gave an update on the Sycamore Trail Park and the Bike Path.

Public Safety – Chairman White reported that Fire Marshall Price and Chief Mettille inspected the stairs behind a business on Second Street. Chief Mettille reported that the business owner is removing the stairs.

Public Works – Chairman White reported that Superintendent Sutherland is working on a High Water Usage Policy. Chairman White reported that he and Superintendent Sutherland are working on construction plans for the public works building.

Human Resources – Alderman Colwell reported that the policy manual is being reviewed and will have recommendations on revisions and updates.

Chairman White announced that there being no further business the Council meeting adjourned at 7:35 p.m.
