City of West Peoria Public Safety Committee met January 17.

Here is the minutes as provided by the committee:

1. Chair Reagan called the meeting to order at 6:30p.m.


2. Members present were Chair Reagan, Alderpersons Martindale and Thomas. Also present were

     Administrator Krider, Code Enforcement Officer Davis, Alderpersons Dohm and Siewert, and Clerk Barnes.

3. There were no Additions to/or Deletions from the Agenda

4. Motion to Approve the Minutes of the December 20, 2017 meeting was made by Alderperson Thomas

     and seconded by Alderperson Martindale.                                                Motion carried.

5. Motion to receive and file the Monthly Financial Report from October and November 2017 was made

     by Alderperson Martindale and seconded by Alderperson Thomas.                          Motion carried.

6. No Public Comment was offered.

7. Reports

          a. The Code Enforcement Report was made by Officer Davis who reported that the Memorandum in the                       packets didn't have Case Numbers on it so gave a handout with the correct information on it.

                    i. Vacant Structures - listed in packets 

                    ii. Nuisance Properties - Officer Davis went through the case numbers and explained what was                                   happening with each one.

                    iii. Parking Violations - being handled as encountered.

          b. City Administrator Krider reported that the Code Book is being updated now. It will be slow going, but                      at least the process has begun.

8. Old Business

a. Sign Log - Amending Ordinance 1994-18 - Chair Reagan reported that this must wait on the Public Works Manager Strube about which signs need to change, or to be added or removed. Chair Reagan has asked that the parking on Edna Court be changed to no parking as trucks find it hard to get through it, and a fire truck may not be able at all to get through. 

b. Review of West Peoria Fire Protection Emergency Operations Plan - is still being worked on at this time, 

c. Review of Proposed Tree Ordinance – An Ordinance amending the City Code Replacing Code Sections 4-8-1 to 4-8-4 and Adopting a New Chapter 8, Trees A motion was made to Amend the current Tree Ordinance by adding: 4-8-5, 4-8-6, 4-8-9 and 4-8-11 from the proposed Ordinance and dropping the other parts until a later time when something else may arise, by Alderperson Martindale and seconded by Chair Reagan. Discussion centered around the inability to do some of the proposed changes. Part of the problem was the excessive price for an arborist for the City, and the inability to tell people what they can plant or need to prune in their own yards. Roll call votes: Ayes: Martindale and Reagan-2 Present: - Thomas - 1 Motion carried.

The next step is to send the information to Attorney Connor for Ordinance format and then on to the City Council.

9. New Business

          a. Fiscal Year 2-19 Budget - draft is only in the beginning stages. It will stay on the agenda until April.

10. No Public Comment was offered.

11. Motion to Adjourn was made by Alderperson Thomas at 7:11 p.m. and seconded by Alderperson                       Martindale.                                                                            Motion carried.

Next regular meeting of the Public Safety Committee is Wednesday, February 21, 2018 at 6:30 p.m.
