City of East Peoria City Council met March 20.

Here is the minutes provided by the

Mayor Mingus called the Working Session of the City Council of East Peoria, Illinois to order at 5:00 P.M. with the meeting having been properly noticed.

Upon the roll being called the following answered present: Mayor Mingus, Commissioners Decker, Densberger, Jeffers, and Kahl. Absent: None.

Mayor Mingus explained that no final action would take place by the City Council at the meeting. He explained that the purpose of the meeting is to have a Working Session regarding Streets, Solid Waste, & Recycling. He turned the discussion over to Director of Public Works, Dennis Barron. Director Barron began discussion on Streets, including concrete street repairs needed on Pinecrest Road, Highveiw Road, and Fairlane Drive. The repairs may be able to be completed using internal staff for improvements. Director Barron presented City Council with the proposed street projects utilizing Fall 2017 evaluations for the $450,000 in Motor Fuel Tax funds that included those streets with the worst ratings. Solid Waste was discussed, including the current ordinance. Public Works is recommending moving the focus to recycling within the City. They would like to the City to change the current ordinance from three toters for garbage to two toters for garbage. Clean up week could be moved to one per year in the late fall and could possibly do brush pick-up.

Commissioner Densberger discussed options for doing business differently, such as having drop off locations throughout the city or pick-up by appointment when staff are less busy. Debate ensued regarding alternatives to clean-up weeks. Costs regarding clean-up week were discussed that are estimated at $70,000 to $75,000 for both clean-up weeks.

Commissioner Densberger left the meeting at 5:41 p.m.

Discussion ensued on Recycling. Director Barron discussed the recommended recycling change in process to go to every other week recycling using toters. He discussed the benefits of such a program. Communications are necessary to make these changes and various communications were discussed. A new recycling vehicle would be utilized for the program.

Mayor Mingus asked for any comments from the audience. An East Peoria Green Team Member came up to the podium and inquired about using the smaller recycling toters.

Bob Sinks came up to the podium to inquire as to items left out for garbage that are left in yards or at the curb and not picked up.

Don Norbits came up to the podium to inquire about what happens to toters if individuals move to a new home. He discussed alternatives and not subsidizing other peoples’ items.

Mayor Mingus asked for any other comments. There was no response.

Motion by Commissioner Kahl, seconded by Commissioner Decker; Mr. Mayor, I move you that we adjourn the meeting. Yeas: Commissioners Decker, Jeffers, and Kahl and Mayor Mingus. Nays: None. Mayor Mingus declared the motion carried and the meeting adjourned at 6:00 P.M.
