City of Delavan Council met April 17.

The Delavan City Council met in regular session on Tuesday, April 17, 2018, at 6:30 p.m. in the Delavan City Council Room, 219 Locust Street, Delavan, Illinois. Mayor Elizabeth Skinner presided. The following aldermen were present: Jere Braden, Robert Hall, James Horath, George Mitchell, and Mark Williams. Alderman Sharon Hultquist was absent. Other city officials in attendance were: City Administrator Joe Woith, Police Chief Jerry Littlefield, Officer Austin Johnson, and City Clerk Penny Bright. Others in attendance were: several family members of Office Johnson, Brett Lindenfelser and family, Carol and Vance Moore, Sue and Dick Byrd, JoAnn Beymer, Steve Yontz, Jared Williams, and Gabby Mutchler.
The Pledge of Allegiance was recited.
The Invocation was given by Alderman Williams.
Consent Agenda:
Items presented for vote under the Consent Agenda were:
A. Minutes of the April 3, 2018, regular meeting
B. Resolution # 2018-9 for payment of bills
A motion was made by Alderman Horath, seconded by Alderman Hall, to approve Consent Agenda Item A., minutes of the April 3, 2018, regular meeting, and Consent Agenda Item B., Resolution #2018-9, A Resolution Approving And Directing The Payment Of Certain Bills Of The City Of Delavan, Illinois. The vote on this motion was as follows: Ayes: Braden, Horath, Williams, Mitchell, Hall; Nays: none; Absent: Hultquist, Motion carried.
Public Comments:
Carol Moore, owner of the Delavan Laundry, addressed the council and gave an update on the water situation at that business. She reported that on April 12 she spoke with the City Administrator and asked him questions concerning the water hydrant flushing, tests results, and any changes in the city's filtration plant. The City Administrator contacted Travis Sundell and Travis then met with Vance about these questions. Travis advised Vance that the main had been flushed and recommended that the they go ahead and flush internally to reopen the laundromat. Carol reported that Vance flushed on April 12, changed the filters, and continued flushing on Friday, April 13. He then reopened the laundromat for business on Friday, April 13. There has not been any problems reported to them since the opening. Carol stated that she appreciates what the city has done to help with the water situation at their business. She and Vance still believe that it is necessary to loop the dead end line in the alley to Fourth Street, and would be interested in hearing a discussion on that possible work.
Public Requests:
Dick Byrd requested that the city look into doing something about the grass clippings that are blown on to the roads when people mow their lawns. He stated that the clippings are going into the drains and may possibly block these lines. He also stated that when the clippings are wet it is a hazard for those who ride motorcycles on the road.
Mayor's Report:
Mayor Skinner made the following report:
Presented a plaque and pin to Officer Austin Johnson recognizing him for his efforts in saving a life in February when he was on duty as a police officer for the city. The man that Officer Johnson saved, Brett Lindenfelser, was at the meeting and commended Officer Johnson for his efforts. Mayor Skinner stated that it was a great pleasure presenting Officer Johnson with the award on behalf of the city and that the city is very fortunate to have him on the police force.
The first Cruise-in will be on Saturday, April 21st
City Administrator's Report:
City Administrator Woith made the following report:
Presented the Police Department and Code Enforcement monthly reports as well as a report from Travis concerning the maintenance of the water distribution system since 3/26/18.
He is working with two interests in bringing a day care to town. He will be working through the TIF district to see if the city can give any assistance to this endeavor.
New Business:
A. Discussion and action to adopt Resolution for Maintenance Under the Illinois Highway Code (MFT - street overlay)
A resolution approving Motor Fuel Tax fund for the seal coat of various streets was presented. City Administrator Woith reported that he learned of a new contractor from Rock Falls that has bid several street projects in the area has come under bids received from Cullinan. He will look into seeking bids from this company for the city street work. A motion was made by Alderman Williams, seconded by Alderman Horath, to approve Resolution # 2018-10, A Resolution Approving Motor Fuel Tax Funds For The Purpose Of Maintaining Streets And Highways. The vote on this motion was s follows: Ayes: Horath, Williams, Mitchell, Hall, Braden; Nays: none; Absent: Hultquist. Motion carried.
B. Discussion and action to approve the trade of the 2009 Ford Crown Victoria for a new Stalker Duel radar unit from Radar Man Inc.
An ordinance was presented authorizing the sale of a 2009 Ford Crown Victoria without bidding to Radar Man Inc. in exchange for a new Stalker Duel Radar Unit. A motion was made by Alderman Mitchell, seconded by Alderman Braden, to approve Ordinance # 2018-5, An Ordinance Authorizing The Sale Of A 2009 Ford Crown Victoria. The vote on this motion was as follows: Ayes: Williams, Mitchell, Hall, Braden, Horath; Nays: none; Absent: Hultquist. Motion carried.
C. Discussion and action to assist Delavan Park Board with swimming pool expenses.
Mayor Skinner reported to the council that she and Dr. Andrew Brooks, school superintendent, met with the Delavan Township Park District board concerning the closing of the Delavan Pool. She expressed her interest in the city partnering with the park board to keep the pool open. After the park district board meeting a call from Marion Schmidt, secretary of the board, seeking the city's fina the amount of $25,000 to keep the pool open for 2018. Park Board financial information was presented which included an income/expense statement for 2017 along with the district's annual budget and appropriation ordinance for 2017-18 fiscal year
Discussion was heard with regards to the request from the Park District board. The council agreed that if the financial help be given to the Park District that it would be a one-time expenditure; however, they would assist the park board to explore other alternatives for the future. One concern raised was to whether or not the park board has asked any other taxing body in Delavan for assistance. It was noted that that the Delavan Township gave the Park District $5,000 but it was for maintenance of Gardner Field. It was also noted that that Park District board has changed their priority and their emphasis is now on the softball/baseball field and the introduction for soccer to the park district recreational program.
The council members wanted to know if it were possible to see minutes and agendas from the Park District board meetings. Also wanted to hear something from the Park District Board members as to what their long-term solutions would be for the pool.
No action was taken by the council members.
D. Discussion and action to approve an Ordinance Adopting the Budget for the City of Delavan for Corporate Purposes for the Fiscal Year Beginning May 1, 2018, and ending April 30, 2019.
An ordinance adopting the budget for the fiscal year beginning May 1, 2018, and ending April 30, 2019, was presented. A motion was made by Alderman Hall, seconded by Alderman Horath, to approve Ordinance # 2018-6, An Ordinance Adopting The Budget For The City Of Delavan, Illinois, For Corporate Purposes For The Fiscal Year Beginning May 1, 2018, And Ending April 30, 2019. The vote on this motion was as follows: Ayes: Mitchell, Hall, Braden, Horath, Williams; Nays: none; Absent: Hultquist. Motion carried.
Mayor Skinner thanked City Administrator Woith for this work on putting the budget together for the next fiscal year.
No further business was presented. The meeting was adjourned by 7:26 p.m. by Mayor Skinner.
