1. Call to Order

2. Call for Additions/Deletions To and Approval of the Agenda
Under Misc. Discussion on creating backup for zoning office.
Member E. Pigg moved to accept the agenda as amended with a second from Member Myetich. No Discussion was made. Motion carried by voice vote with all voting ayes.
3. Approval of Previous Minutes
Member Manock moved to approve the minutes from the March 6th meetings as presented with a second from Member Myetich. No Discussion was made. Motion carried by voice vote with all voting ayes.

6. Claims/Financial Report
Member Hamm moved to approve the Claims with a second from Member E Pigg. No Discussion was made. Motion carried by voice vote with all voting ayes.
7. Complaints
Emmons reported that Robert Kemp on Union Road had purchased a permit. That Laura Carol had paid for a permit and fine totally $1,700.00. Emmons informed the committee that she had filed a complaint with the Illinois Department of Human Rights and it was available for review.
8. New Business-
a. Discussion/Action: Purchase of the Old Living Springs Campground at Epworth Springs
Keith Vaughn outlined his experiences and business creation he and his family had been a part of in Knoxville, adding that they had been working on a contract to purchase Epworth Springs Campground. Vaughn went on to explain they were selling their interests in Knox County, with the intension of moving to the campground. Their plan to fix up the facility turning it into a B&B or a place for outfitters. With the fourteen campsites and the goal of expanding to fifty more over the next few years, Vaughn. Vaughn went over the process so far, explaining the state sewer inspector had passed the facility. The need of a special use permit from the ZBA was made by Vaughn, Phillips said that there was time to get this request onto the April meeting agenda. Emmons set up a meeting with Vaughn for the following day.
Member Manock made the motion to send the special use permit request on to the ZBA for approval with a second from Member Hamm. No further discussion was made. The motion carried by a voice vote all ayes.
b. Discussions/Action: Ordinance: 911 Street Addresses – Amending
16(B)(3) of the Fulton County Zoning Ordinance of 2009
Member Manock made the motion to send request to amend 16(B)(3) of the Fulton County Zoning Ordinance of 2009 on to the ZBA for approval with a second from Member Hamm. Member T. Pigg asked what was the reason, Emmons reported one line of the ordinance was being revised. No further discussion was made. The motion carried by a voice vote all ayes.
c. Discussion: Creation of Distinct Rural Districts
Emmons explained that she was working with the Farm Bureau on the creation of different rural usage types. Member Manock asked if she was working with Bill Carlberg. Emmons stated she was getting set up with the Farm Bureau.
9. Old Business
a. Discussion/Action: SolSmart Application & Acceptance of Solar Permitting Checklist
Young provided a draft of the solar permitting checklist that have tentative approval from the EPA/SolSmart initiative and be added to the website so solar developers would have an easy way to find out the steps required by the county.
10. MISC.
Member T. Pigg pointed out that if Emmons had to be out of the office for an extended period of time, there was no one at the county who could complete a building permit. The committee was asked to think about possible ways of finding a back-up for Emmons in case she were to out of the office for an extended period of time.
