Here is the minutes provided by the Committee:

1. Call to Order

3. Call for Additions/Deletions To and Approval of the Agenda

Member Williams moved to approve the Agenda as amended with a second from Member Kumer. No discussion was made. The Motion carried by voice vote with all voting ayes.

4. Approval of Previous Minutes – March 13, 2018

Member Murphy moved to approve the Minutes as presented with a second from Member Kumer. No discussion was made. The Motion carried by voice vote with all voting ayes.

5. Announcements, Communications and Correspondence – None

8. Declaration of Surplus Property – None

9. Claims

a. Sheriff

Member Williams made the motion to approve the Claims with a second from

Member Kumer in the amount of $9,227.12. No discussion was made. The Motion carried by voice vote with all voting ayes.

b. Jail

Member Murphy made the motion to approve the Claims with a second from

Member Williams in the amount of $21,836.84. No discussion was made. The Motion carried by voice vote with all voting ayes

c. Animal Control

Member Williams made the motion to approve the Claims with a second from

Member Kumer in the amount of $2,402.35. No discussion was made. The Motion carried by voice vote with all voting ayes.

10. ESDA

a. ESDA Claims

Member Williams made the motion to approve the Claims with a second from

Member Murphy in the amount of $630.93. No discussion was made. The Motion carried by voice vote with all voting ayes.

11. Old Business

a. Discussion/Action: Consumer Electronics Recycling Act (Public Act 100-433)

A presentation by Katie Lynn and Tim Lobdell on the recycling program was given. Member Williams commented that nobody else will pay for it, it will cost more to pick it up from ditches. Tim presented and discussed findings and operations. The greatest impact is those that host the sties. Fulton County is the second largest contributor.

Member Williams made the motion to send the resolution to the full board for review and discuss further on additional fees. With a second from Member Kumer. No discussion was made. The Motion carried by voice vote with all voting ayes.

12. New Business

a. Discussion/Action: Resolution: Appointment – Richard L. Booth – Board of Trustees Wee-Ma-Tuk Water District

Member Williams made the motion to approve the Appointment of Richard L. Booth to the Board of Trustees Wee-Ma-Tuk Water District with a second from Member Kumer. No discussion was made. The Motion carried by voice vote with all voting ayes.

b. Discussion/Action: Resolution: Appointment – Charles E Fleming – Board of Trustees- Cuba Fire Protection District

Member Kumer made the motion to approve the Appointment of Charles E Fleming to the Board of Trustees- Cuba Fire Protection District with a second from Member Williams. No discussion was made. The Motion carried by voice vote with all voting ayes.

c. Discussion/Action: Illinois Department of Human Rights – Emmons vs. Fulton County

Member Kumer made the motion to move to the full board the discussion of Illinois Department of Human Rights – Emmons vs. Fulton County with a second from Member Williams. No discussion was made. The Motion carried by voice vote with all voting ayes.
