Village of Brimfield Board of Trustees met March 5.

Here is the minutes provided by the Board:

The Village of Brimfield Board of Trustees meeting was called to order on Monday March 5, 2018, at 7:00 pm by President Fishel with roll call attendance: A. Porter-absent, Meinders-present, Gilles-present, Arbogast-present, Dye-present, and B. Porter-present. Village Attorney Bill Atkins, Superintendent Challacombe, and Clerk Johnson were also present.

The minutes of the February 5, 2018 regular meeting were presented for approval. Dye made the motion, Meinders seconded, and the motion carried 5 to 0.

The February 2018 Treasurer’s Report was presented for filing. B. Porter made the motion, seconded by Gilles to approve the treasurer’s report motion carried 5 to 0. (A request to know the total amount to date on litigation was requested and will be provided on next month’s treasurer’s report.)

The February 2018 bills were presented for payment with a motion by B. Porter seconded by Arbogast. Roll call vote: Meinders-yes Gilles-yes, Arbogast-yes, Dye-yes, B. Porter-yes. Motion carried 5 to 0.

Old Business- None

New Business:

MFT Resolution 2018-A in the amount of $75211.10 was presented for approval. Superintendent Challacombe informed the Board that this would cover four blocks of tilling and seal coat, it will also provide for re-sealcoating streets done last year as has been the practice in the past. Dye made a motion to approve the resolution seconded by Arbogast. Roll call vote: Arbogast-yes, Dye-yes, B. Porter-yes, Gilles-yes, Meinders-yes. Resolution was approved 5 to 0.

President Fishel, Superintendent Challacombe, and Trustee Arbogast met with the Village Engineers to discuss the proposed waterline repairs and sewer expansions. These discussions will continue. The plan is to allow for the Village to perform as much of the work as possible to keep costs down.

Dye stated that at this year’s Old Settler’s Days there will be a second “beer garden” on Saturday night on 150 in front of the Legion which would require more police coverage. He also stated that it might be a good idea to have officers present throughout the three day event. Citing that this would be more money than is usually budgeted he asked if the Village would be willing to donate funds to help cover the additional costs. The current rate is $175 per night, per officer, for five hours. Meinders made the motion seconded by Dye to reimburse the Brimfield Area Men’s Club up to $1000.00 for additional police coverage during Old Settler’s. Roll call vote: Arbogast-yes, Dye-yes, B. Porter-yes, Gilles-yes, and Meinders-yes. Motion approved 5 to 0.

Steve Burns, owner of Burnzee’s Bar and Grill requested an additional hour of operation on Saturday March 17th 2018. This would allow for a 2:00 am closing time. Gilles made the motion seconded by B. Porter with the condition that it also apply to Rookie’s Bar and Grill and Prospector’s Post. Motion was approved with 4 yes, 0 no, and 1 abstention (Arbogast).

President Fishel noted that he requested two residents be notified of vehicles on their property that are in violation of Village ordinances.

Meinders, on behalf of the Brimfield Youth Baseball Association, requested use of the village park ball diamond from April 9th until July 6th. Friday nights will be reserved for adult softball league during its schedule.

President Fishel asked for trustees to assist A. Porter in scheduling all the teams that request use of the diamonds. Arbogast and Dye volunteered to help.

President Fishel asked for a motion to enter into executive session citing the need to discuss employment matters regarding specific employees per 5ILCS 120/2(c)1, and pending litigation (5ILCS 120/2(c)11). Meinders made the motion, Arbogast seconded. Motion approved 5 to 0.

The Board returned to the regular meeting at this time.

Meinders made the motion seconded by Gilles to approve changing village employee Matt Sollenberger to full time status from seasonal. He will also be offered the option to enroll in the Village’s 457 retirement plan, be reimbursed for insurance within the guidelines of the Village’s full time employment policy and will have ten (10) personal days. Roll call vote: Arbogast-yes, Dye-yes, B. Porter-yes, Gilles-yes and Meinders-yes. Motion approved 5 to 0.

Dye made the motion, seconded by Arbogast to approve the compliance hearings with shut offs as needed. Motion carried 5 to 0.

Having no further business, President Fishel asked for a motion to adjourn. B. Porter made the motion seconded by Gilles. Motion carried. Meeting adjourned at 7:55 pm.
