City of Havana Council met April 3.

Here is the minutes provided by the Council:

Mayor Brenda Stadsholt called the meeting to order at 7:00 p.m.; City Clerk Marty Balbinot called the roll and the following Alderpersons answered to their names: Portia Brown, Bob Cooper, Randy Bell, Andrew French, James Stroh, Charles Campbell and Ross McDowell. Alderperson Becky Chaney was absent. A quorum was present. Meeting was taped. City Attorney Blake Lindner was present.

The Pledge of Allegiance to the Flag was repeated by City Officials and Guests.

Action Taken: None

Approval Of Minutes:

Discussion: Approval of the minutes from the regular City Council Meeting held March 6th, 2018.

There were no changes needed, so the minutes will stand as read.

Discussion: Approval of the minutes from the regular City Council Meeting held March 20th, 2018.

There were no changes needed, so the minutes will stand as read.

Finance Report:

Discussion: Mayor Brenda Stadsholt asked for any questions regarding the Finance Report.

Action Taken: There being none, a motion was made by Stroh, seconded by Cooper, to approve the Finance Report. Motion passed by the following vote:

Voting Yes: Brown, Cooper, Bell, French, Stroh, Campbell and McDowell

Voting-No: None

Consent Agenda:

Discussion: Mayor Brenda Stadsholt asked for any questions regarding the Consent Agenda.

Action Taken: There being none, a motion was made by McDowell, seconded by Brown, to approve the Consent Agenda. Motion passed by the following vote:

Voting Yes: Cooper, Bell, French, Campbell, Stroh, McDowell and Brown

Voting-No: None

Mayor’s Report:

Discussion: Mayor Stadsholt reported the following upcoming schedule of events:

1. April 17th @ 9:30 a.m. the Pre-school Parade will be held on Main Street.

2. April 18th from 2 – 6 p.m., there will be an Open House at Emiquon.

3. April 19th @ 6:00 p.m. there will be an Opioid Education Workshop at the City Center.

4. April 24th, Debbie Yetter will be bringing her Career Class to tour City Facilities.

5. April 26th, @ 5:00 p.m. at the Canton campus of Spoon River College, Havana will be recognized by the SRC Foundation for the City’s contributions to the college.

Public Works Director’s Report:

Discussion: Public Works Director Jewel Bucy reported the following:

1. The Illinois EPA is requiring that by April 15th, we must report all materials used in our water lines.

2. Jewel will be taking some continuing education classes as he is 4 hours short of the requirement.

3. Thanked his employees for the great job they did pushing snow.

4. Working on another uniform plan for employees in order to save money for his budget.

Police Chief’s Report:

Discussion: Police Chief Jerimiah Hindahl reported to the Council that Animal Control Officer Jeff Wilcoxen’s last day will be April 6th, 2018.

Action Taken: None

Fire Marshal’s Report:

Discussion: Fire Marshal John Kachanuk reported the following:

1. Training is taking place tonight which includes firefighters from Havana, Kilbourne, Bath and students from Western Illinois University.

Licenses, Ordinances & Legal:

Personnel:

Discussion: Alderperson Portia Brown made a motion, seconded by Alderperson Stroh, to approve the resignation of Animal Control/Ordinance Officer Jeff Wilcoxen, effective April 6th, 2018 at the end of his shift.

Action Taken: Mayor Stadsholt asked if there were any questions of discussion needed. There being none the motion passed by the following vote:

Voting Yes: French, Campbell, Stroh, McDowell, Brown, Cooper and Bell

Voting No: None

Discussion: Alderperson Charles Campbell made a motion to grant permission to allow Jay Procarience to make a curb cub at his property at 212 E Mound Street to enlarge his driveway.

Action Taken: Mayor Stadsholt asked if there were any questions of discussion needed. There being none the motion passed by the following vote:

Voting Yes: Campbell, Stroh, McDowell, Brown, Cooper, Bell and French

Voting No: None

Discussion: Mayor Stadsholt asked for a motion to adjourn at 7:27 p.m.

Action Taken: Motion made by Alderperson McDowell, seconded by Alderperson Stroh, and was approved with the followed vote:

Voting Yes: Stroh, McDowell, Brown, Cooper, Bell, French and Campbell

Voting No: None
