City of Marquette Heights Council met April 23.

Here is the minutes provided by the Council:

Call To Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Bradford, Neumann, Conlin, Neuhaus, Worent, and Little.

Also present were Treasurer Babb, Clerk Steele, Public Works Director Ghidina, Fire Chief Fortier, Acting Police Chief Merritt, Police Chief Elliott, Office Manager Minson, and Attorney Tibbs.

Presentation Of Journal Of Proceedings

Alderman Little made a motion, seconded by Alderman Neumann to approve the regular minutes of April 9, 2018, with correction. Roll Call Vote: Ayes- Alderman Little, Neumann, Worent, Neuhaus, and Conlin. Alderman Bradford abstained. Nays- None. Motion passed.

Alderman Little made a motion, seconded by Alderman Worent to approve the executive minutes of April 9, 2018. Roll Call Vote: Ayes- Alderman Little, Worent, Conlin, Neuhaus, and Neumann. Alderman Bradford abstained. Nays- None. Motion passed

Reports Of City Officials

Mayor

Mayor Crum thanked Alderman Bradford for serving as Mayor Pro Tem while Mayor Crum was out of town.

We received correspondence from IML Risk Management Association informing us they will not increase their rates for the upcoming 2019 coverage year.

Mayor inquired about the status of the carnival slated for May 10-13th. The city office is still in need of several items before a permit can be issued.

Copies of the final budget are in the city office if anyone desires a copy.

Clerk

No report from Clerk Steele.

Treasurer

No report from Treasurer Babb.

Attorney

No report from Attorney Tibbs.

Communications

None.

Citizens Wishing To Address The Council

Past Mayor Gary Little congratulated Attorney Tibbs on his retirement. Tonight was Attorney Tibbs’ final council meeting as City Attorney. His official retirement is in May.

Reports Of Standing Committees:

Water and Sewer – Alderman Bradford

We are supplying North Pekin with water while they have repairs and painting done on their water tower. This should last for 3 to 4 more weeks.

Law Enforcement – Alderman Neumann

Sgt. Merritt will be off duty from April 26 through May 1st.

Alderman Neumann will be gone from April 27 through May 2nd.

Screen Graphics will be contacted about the children at play signage that has been requested be put up at Kaskaskia Road.

Squad Car 13-2 backed into a gate at the bottom of the hill on LaSalle/Fisher Road. No damage occurred to either the car or the gate.

Streets – Alderman Neuhaus

The plows and salt spreader have been put up the for the season.

Street sweeping and mowing will soon begin.

Pubilc Buildings / Parks -Alderman Conlin

Ball fields are being prepped. The park bathrooms are open.

LED outside lights are installed. LED lights will also be installed inside the city office building.

The library was notified the furnace/air conditioner grant that was submitted has been approved.

Fire – Alderman Little

March operations report has been sent out by email.

Planning – Alderman Worent

Rental Registration ordinance copies have been supplied to council for review by council.

The comprehensive city plan draft is done. The final copy should be complete by next month.

New Business

Mayor Crum read the 2018 Arbor Day Proclamation.

1.Approve resolution for semi-annual executive review

Alderman Little made a motion, seconded by Alderman Neuhaus to approve a resolution to approve the semi-annual executive review of minutes to be made public. Roll Call Votes: Ayes-Alderman Little, Neuhaus, Conlin, Neumann, and Worent. Alderman Bradford abstained. Nay-None. Motion passed. Resolution #540

2.Approve ordinance revising seizure and impounding

Alderman Neumann made a motion, seconded by Alderman Bradford to approve an ordinance amending Title 11, Chapter 11, Sections 1 & 2 pertaining to seizure and impounding of vehicles. Roll Call Votes: Ayes-Alderman Neumann, Bradford, Worent, Neuhaus, Conlin, and Little. Nays-None. Motion passed. Ordinance #875

3,Approve ordinance amending general traffic provisions

Alderman Neumann made a motion, seconded by Alderman Bradford to approve an ordinance amending Title 11, Chapter 1 of the city code pertaining to General Traffic provisions. Roll Call Votes: Ayes-Alderman Neumann, Bradford, Conlin, Worent, Neuhaus, and Little. Nays-None Motion passed. Ordinance #876

4.Approve Midwest Business payment

Alderman Bradford made a motion, seconded by Alderman Little to approve a payment to Midwest Business Networking for IT support and web certificate. Admin $884.98, Police $105.00, Water/Sewer $1,260.00 for total: $2,249.98. Roll Call Votes: Ayes-Alderman Bradford, Little, Conlin, Neuhaus, Worent, and Neumann. Nays-None. Motion passed.

5. Approve Greg’s Garage Door payment

Alderman Bradford made a motion, seconded by Alderman Neumann to approve a $550.00 payment to Greg’s Garage Door for spring and gear kit at Water Plant. Roll Call Votes: Ayes-Alderman Bradford, Neumann, Neuhaus, Conlin, Little, and Worent. Nays-None. Motion passed.

6. Approve EMP payment

Alderman Little made a motion, seconded by Alderman Bradford to approve a $933.70 payment to Emergency Medical Products for replacing medical supplies. Roll Call Votes: Ayes-Alderman Little, Bradford, Worent, Conlin, Neumann, and Neuhaus. Nays - None. Motion passed. – Alderman Little

7. Approve payment to Bray Sales Midwest

Alderman Bradford made a motion, seconded by Alderman Little to approve a payment not to exceed $1,092.30 to Bray Sales Midwest for purchase of two valves and actuators. Roll Call Votes: Ayes-Alderman Bradford, Little, Neuhaus, Conlin, Neumann, and Worent. Nays -None. Motion passed. – Alderman Bradford

8. Approve payment to Walker Excavating

Alderman Bradford made a motion, seconded by Alderman Worent to approve a payment not to exceed $1,324.25 to Walker Excavating for emergency dig at 304 St. Clair: water main break on April 16th. Roll Call Votes: Ayes-Alderman Bradford, Worent, Conlin, Neuhaus, Neumann, and Little. Nays - None. Motion passed. – Alderman Bradford

Finance – Alderman Worent

Alderman Worent made a motion, seconded by Alderman Bradford to approve paying bills: General Fund: $57,774.72, Water: $10,977.91, Sewer: $4,621.50, Water/Sewer Replacement: $6,332.55, IMRF: $1,679.30, and Social Security: $1,797.37. Roll Call Vote: Ayes – Alderman Worent, Bradford, Little, Neuhaus, Conlin, and Neumann. Nays – None. Motion passed.

Citizens Wishing To Address The Council

None.

Any Other Business Pertaining To The City

Mayor Crum presented Attorney Michael Tibbs with a plaque of appreciation recognizing Mr. Tibbs’ serving as the Marquette Heights City Attorney from September 1995 through April 2018. Mayor acknowledged Mr. Tibbs long standing commitment to our city, and wished him well on all future endeavors.

Former Mayor Steve Little also gave thanks and gratitude to Attorney Tibbs.

Mr. Tibbs stated it was his great professional honor and privilege to serve the Marquette Heights city, the citizens, and the community. He acknowledged and expressed his thanks for the kind words spoken on his behalf.

Alderman Little made a motion, seconded by Alderman Bradford to adjourn the regular City Council meeting at 7:29 p.m. Voice Vote: All Ayes. Motion passed.
