Here is the minutes provided by the Council:

Pledge

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

Call To Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Conlin, Little, Neuhaus, Bradford, Neumann, and Worent.

Also present were Treasurer Babb, Clerk Steele, Fire Chief Fortier, Sgt. Merritt, Police Chief Elliott, Public Works Director Ghidina, Office Manager Minson, and Attorney Herman.

Absent: None.

Presentation Of Journal Of Proceedings

Alderman Bradford made a motion, seconded by Alderman Neumann to approve the regular minutes of May 14, 2018. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Neuhaus, Little, and Conlin. Nays- None. Motion passed. Alderman Worent abstained.

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve the regular minutes of May 14, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Bradford, Little, Conlin, and Neumann. Nays- None. Motion passed. Alderman Worent abstained.

Reports Of City Officials

Mayor

Mayor Crum thanked everyone for curtailing spending and hopes it continues through June.

Clerk

Department Head meeting will be Wednesday, May 30th at 10:30 a.m. in council chambers.

Treasurer

April Treasurer Report has been submitted.

Expense/Revenue Report submitted. On page 10, end of year deficit in building fund is the roofs damaged by 2016 hail damage. $17,000 is the correct deficit amount for the year end.

Attorney

Attorney Herman had sent a copy of the ordinance amending Title 11 Chapter 8 regarding Motor Vehicle Licensing (Wheel Tax) to all council members. Attorney Herman recommended that council pass this ordinance after it is reviewed by all. Mayor Crum stated the fee may be revised.

Discussed concerns regarding the Rental Registration agreement.

Briefly discussed the Creve Coeur Wastewater agreement.

ETSB has been sent a proposal requesting extension of our payment due date.

Communications

Clerk Steele read a thank you card from former City Attorney Mike Tibbs. He thanked us for the plaque and refreshments at his last meeting, and wished council and citizens all the best.

Citizens Wishing To Address The Council

John Houze, Marquette Heights Men’s Club Fireworks Chairman addressed the council on the upcoming fireworks to be held June 30, 2018 at Independence Park. They plan to rope the area off on June 29th. Mayor Crum requested a meeting with himself, public works, police department and council to ensure all information is shared and all requirements are met for the fireworks event. Alderman Conlin will head this meeting after the June 4th committee meeting.

Due to the expected number of people, plus the noise of fireworks, the Men’s Club requested permission to place signs stating “No bikes/no pets in park during the fireworks event”. After discussion between council and Attorney Herman regarding safety, we will look at changing an ordinance on or before the June 25th council meeting to allow this signage.

Reports Of Standing Committees:

Water and Sewer – Alderman Bradford

Generator at the wells are up and running. We have not heard anything from Creve Coeur.

Law Enforcement – Alderman Neumann

Squad 13-2 is down again, and the camera is not working properly. It was at Veldes.

We are currently one squad car down.

Rifle rack has been moved from Squad 11-1 into Squad 17-2. Another rifle rack will be ordered for Squad 17-1.

Streets – Alderman Neuhaus

Repairs on truck 318 are less than the approved $600. The total cost is $250.00.

Pubilc Buildings / Parks -Alderman Conlin

The HVAC system is coming up.

Talked about repairs needed at skate park. More skateboarders are coming here since the Pekin Park is currently closed.

Fire – Alderman Little

U of I Training for fire department will be brought up at the June committee meeting.

Re: The Pekin Park District agreement with the City. Fireman Camron Stanley has been talking to an Illinois Nature Preserve Commission representative. They want to ensure anything done will not contaminate the area. The agreement is on their June 14th agenda for possible approval.

Planning – Alderman Worent

Planning Commission member Anthony Carlyle has documents ready for a planning commission meeting. The next meeting will be held when Krystal Depew is available to attend.

Old Business

David Ghidina notified council that letters to residents were sent out last Friday concerning homes where house numbers need to be prominently displayed.

New Business

1. Approve payment to Hunter

Alderman Bradford made a motion, seconded by Alderman Neumann to approve a payment of $695.00 to Hunter to hydro-excavate 2 curb stops for water shut offs on Yates Road. Roll Call Votes: Ayes-Alderman Bradford, Neumann, Neuhaus, Worent, Conlin, and Little. Nays-None. Motion passed.

2. Approve payment to Hoerr

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve a payment not to exceed $8,960.00 to Hoerr Construction for lining storm sewer pipe between 211 and 301 Beloit. Funds from Wheel Tax. Roll Call Votes: Ayes-Alderman Neuhaus, Bradford, Little, Conlin, Worent, and Neumann. Nays-None. Motion passed.

3. Approve payment for new furnace and A/C system

Alderman Bradford made a motion, seconded by Alderman Conlin to approve a payment not to exceed $22,225.00 to Cordt’s Heating and Air for new furnace and air systems for city offices and library. Funds will come from Building Savings. A Library grant will be used to reimburse the library portion. An Ameren grant is being applied for. Roll Call Votes: Ayes- Alderman Bradford, Conlin, Neuhaus, Little, Neumann, and Worent. Nays-None. Motion passed.

Finance – Alderman Worent

Alderman Worent made a motion, seconded by Alderman Bradford to approve paying bills: General Fund: $45,852.36, Water: $10,809.52, Sewer: $3,148.81 Water Replacement: $25,702.49, Motor Fuel: $55,000.00, IMRF: $1,823.00, and Social Security: $1,996.67. Roll Call Vote: Ayes – Alderman Worent, Bradford, Neumann, Little, Neuhaus, and Conlin. Nays – None. Motion passed.

Any Other Business Pertaining To The City

None

Adjournment

Alderman Bradford made a motion, seconded by Alderman Neumann to adjourn the regular City Council meeting at 7:35 p.m. Voice Vote: All Ayes. Motion passed.
