City of Marquette Heights City Council met July 9. 

Here is the minutes as provided by the council:

Pledge


The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

Call to Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Bradford, Conlin, Neumann, Little, Worent, and Neuhaus.

Also present: Treasurer Babb, Clerk Steele, Police Chief Elliott, Public Works Director Ghidina, Assistant Fire Chief Aschenbrenner, Office Manager Minson, and Attorney Herman.

Absent: Fire Chief Fortier and Sgt. Merritt.

Presentation of Journal of Proceedings

Alderman Neumann made a motion, seconded by Alderman Neuhaus to approve the regular minutes of June 25, 2018. Roll Call Vote: Ayes- Alderman Neumann, Neuhaus, Little, Worent, and Conlin. Alderman Bradford abstained. Nays- None. Motion passed.

Reports of City Officials

Mayor

Appropriations Ordinance will be ratified at the July 23rd council meeting. Notice in newspaper is scheduled to run July 12th.

Mayor Crum reminded council to provide feedback on building inspector fees.

Clerk

No report from Clerk Steele.

Treasurer

Bartonville Bank interest rate for a potential police squad loan is 3%.

Attorney

No report from Attorney Herman.

Communications

None.

 Reports of Standing Committees:

Water and Sewer – Alderman Bradford

Walker Excavating will be doing a dig on Lincoln Road and Douglas Road this Thursday. Lincoln Road will be closed. Detour signs will be placed at two different areas on Lincoln Road. Information will be posted on the city’s Facebook page and website. Letters will be sent to all residents that will be affected by a boil order. North Pekin and Tazewell Communications will be notified.

Law Enforcement – Alderman Neumann

We have requested to be put on a list at Morrow Brothers Ford for a 2019 Ford Explorer. They have agreed to accept our two Impalas as trade-in. The amount we will need to borrow is estimated at $30,000. The new squad purchase will occur around September or October.

Alderman Neumann asked for an Executive session tonight to discuss personnel.

Streets – Alderman Neuhaus

No report from Alderman Neuhaus.

Public Buildings / Parks -Alderman Conlin

Alderman Conlin feels the ramp at the skate park is unrepairable and needs removed. Treasurer Babb stated he plans to have a meeting this month with the skaters that use the ramp. He will put up signs and put info on Facebook for this meeting. A fundraising effort by them could possibly generate funds to repair the ramp.

Fire – Alderman Little

No report from Alderman Little.

Planning – Alderman Worent

The Planning Commission will meet Wednesday, July 18th at 6:30 p.m.

Alderman Worent asked about a mass mailing to provide residents info on on the upcoming rental registration program. Office Manager Minson said the office plans to place fluorescent stickers on utility bills. Talked about scheduling a public information meeting once we have a new Building Inspector in place.

APPROVE Zoning Variance at 1205 Lincoln Road

Alderman Worent made a motion to approve an ordinance granting zoning variance to install a fence and a pool at 1205 Lincoln Road. Alderman Little seconded the motion. Roll Call Votes: Ayes- Alderman Worent, Little, Conlin, Neumann, Neuhaus, and Bradford. Nays-None. Motion passed.

APPROVE ordinance amending Title 7 regarding amendment of bylaws for fire dept.

Alderman Little made a motion to approve an ordinance amending Title 7, Chapter 1, Section 7 of the city code regarding amendment of the bylaws of the Fire Department. Alderman Worent seconded the motion. Roll Call Votes: Ayes-Alderman Little, Worent, Neuhaus, Conlin, Bradford, and Neumann. Nays-None. Motion passed.

APPROVE Ordinance amending Fire Department Constitution and Bylaws

Alderman Little made a motion to approve an ordinance amending Fire Department Constitution and Bylaws. Alderman Bradford seconded the motion. Roll Call Votes: Ayes-Alderman Little, Neumann, Neuhaus, Bradford, Worent, and Conlin. Nays - None. Motion passed.

APPROVE agreement with Pekin Park District

Alderman Little made a motion to approve an agreement with Pekin Park District for fire protection at Park District property at Independence Park. Alderman Bradford seconded the motion. Roll Call Votes: Ayes-Alderman Little, Bradford, Worent, Conlin, Neuhaus, and Neumann. Nays - None. Motion passed.

APPROVE payment to Tri County Mower

Alderman Neuhaus made a motion to approve a payment not to exceed $511.60 to Tri County Mower & Tractor for repairs to Hustler mower. Alderman Little seconded the motion. Roll Call Votes: Ayes- Alderman Little, Neumann, Neuhaus, Conlin, Worent, and Bradford. Nays - None. Motion passed.

APPROVE Laser Electric payment

Alderman Bradford made a motion to approve a payment not to exceed $724.36 to Laser Electric for pump #1 repair at Logan Lift Station. Alderman Neumann seconded the motion. Roll Call Votes: Ayes-Alderman Bradford, Neumann, Worent, Neuhaus, Conlin, and Little. Nays - None. Motion passed.

APPROVE payment to Clarke Mosquito Control

Alderman Conlin made a motion to approve a payment not to exceed $3,769.18 to Clarke Mosquito Control for mosquito spray. Alderman Worent seconded the motion. Roll Call Votes: Ayes-Alderman Conlin, Worent, Neuhaus, Bradford, Little, and Neumann. Nays - None. Motion passed.

Finance – Alderman Worent

Alderman Worent made a motion, seconded by Alderman Little to approve paying bills: General Fund: $49,450.54, Water: $59,560.34, Sewer: $18,025.46, Water Replacement: $.00, Motor Fuel: $.00, IMRF: $1,592.91, and Social Security: $1,820.70. Roll Call Vote: Ayes – Alderman Worent, Little, Neumann, Neuhaus, and Conlin. Nays – None. Motion passed.

Citizens Wishing to Address the Council

Bradd Elliott, 1205 Lincoln Road, thanked council for approving his variance request.

Any Other Business Pertaining to the City

Alderman Neumann made a motion, seconded by Alderman Bradford to enter executive session to discuss personnel.

Council exited regular session and entered executive session at 7:26 p.m.

Council resumed regular session at 7:37 p.m.

Adjournment

Alderman Neumann made a motion, seconded by Alderman Bradford to adjourn the regular City Council meeting at 7:40 p.m. Voice Vote: All Ayes. Motion passed.
