City of Marquette Heights Council met Oct. 22.

Here is the minutes provided by the council:

PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Neuhaus, Little, Neumann, Worent, and Conlin.

Also present: Deputy Treasurer Minson, Clerk Steele, Public Works Director Ghidina, Police Chief Elliott, Sgt. Merritt, Fire Chief Fortier, and Attorney Herman.

Absent: Alderman Bradford and Treasurer Babb.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Neuhaus made a motion, seconded by Alderman Little to approve the regular minutes of October 8, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Little, Conlin, Worent, and Neumann. Nays- None. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Worent to approve the executive minutes of October 8, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Worent, Neumann, Conlin, and Little. Nays- None. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

We have received our IMLRMA annual billing. The contribution amount is the same amount as we paid last year.

The commercial property for-sale signs went up Friday. Two phone calls were made to the city office today asking for information.

Clerk

No report from Clerk Steele.

Treasurer

In Treasurer Babb’s absence, Deputy Treasurer reminded council there is an MFT audit for the time period 2011 to present that is scheduled at the city office on October 30th.

Attorney

Attorney Herman has prepared and sent the resolution authorizing the selling process for city-owned property for sale. This resolution, with attached photos, will be presented at the November 12th council meeting for approval.

Communications

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL:

NPMH Superintendent Byron Sondgeroth gave council information concerning the 1% County School Facility Sales Tax question that will be on the November 5th election ballot.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Bradford

Absent. The new door at Pontiac Lift Station has been installed.

Law Enforcement – Alderman Neumann

The September 2018 report is on file.

Ordinance Violation books have been updated.

During Trunk or Treat hours, there will be no parking allowed on Grant & Cahokia.

Squad 13-1 has mechanical issues and had to be towed from Broadwell, IL.

Sgt. Merritt will be attending Supervisory Class on November 5th, 6th, and 7th.

Streets – Alderman Neuhaus

Outfall work is finished at 105 Yates Road.

Patching at 107 and 108 Yates will completed this week.

Public Buildings / Parks -Alderman Conlin

The HVAC work is done. The skate park raised $396.00 at their event this past Saturday.

Holes for the Frisbee baskets were augured by the public works department.

Fire – Alderman Little

Pekin Park District sent their first $300.00 payment for fire protection at their property.

Planning – Alderman Worent

Commercial property for-sale signs are up. Alderman Worent thanked everyone for their hard work.

NEW BUSINESS

APPROVE Insurance Committee appointment

Alderman Little made a motion, seconded by Alderman Worent to approve allowing the Police Committee to be appointed as the Insurance Committee of the City. Roll Call Votes: Ayes- Alderman Little, Worent, Neumann, Conlin, and Neuhaus. Nays-None. Motion passed.

APPROVE payment for radiator purchase

Alderman Neuhaus made a motion, seconded by Alderman Neumann to approve a $715.50 payment to Centre State Trucks for a new radiator and clamps for truck 316. Roll Call Votes: Ayes- Alderman Neuhaus, Neumann, Worent, Conlin, and Little. Nays-None. Motion passed.

APPROVE payment to pull motor at Well #4

Alderman Little made a motion, seconded by Alderman Worent to approve a $1,160.00 payment to Cahoy Pump Service to disassemble, disconnect and remove the motor at Well #4. Roll Call Votes: Ayes- Alderman Little, Worent, Neumann, Neuhaus, and Conlin. Nays-None. Motion passed.

APPROVE payment for new ordinance violation books

Alderman Neumann made a motion, seconded by Alderman Conlin to approve a $734.90 payment to P.F. Pettibone to purchase new ordinance violation books. Roll Call Votes: Ayes- Alderman Neumann, Conlin, Neuhaus, Little, and Worent. Nays-None. Motion passed

FINANCE – ALDERMAN WORENT

Alderman Worent made a motion, seconded by Alderman Neuhaus to approve paying bills: General Fund: $67,352.93, Water: $9,117.41, Sewer: $2,748.82, Water/Sewer Replacement: $2,729.07, Motor Fuel: $.00, Audit Fund: $.00, Wheel Tax: $0.00, IMRF: $1,673.07, and Social Security: $1,859.07. Roll Call Vote: Ayes – Alderman Worent, Neuhaus, Little, Conlin, and Neumann. Nays – None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

None

ANY OTHER BUSINESS PERTAINING TO THE CITY

Alderman Neuhaus made a motion, seconded by Alderman Worent to enter executive session for the purpose of discussing possible litigation. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:38 p.m.

Council resumed regular session at 8:20 p.m.

ANY OTHER BUSINESS PERTAINING TO THE CITY

David Ghidina will proceed with getting the fire department door fixed. He has estimates from Crawford & Brinkman, and Ruyle Electric. Building Savings will be used. Our risk management will be contacted to see if they can assist with an additional payment from the original claim.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Neuhaus to adjourn the regular City Council meeting at 8:24 p.m. Voice Vote: All Ayes. Motion passed.
