Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Alderman Dintelman made a motion seconded by Alderman Wigginton to approve City Council Meeting Minutes and Executive Session Minutes- March 4, 2019.

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderman Kinsella made a motion seconded by Alderman Anthony to approve claims and disbursements in the amount of$1, 149,663.46 payroll in the amount of$852,242.42.

Alderwoman Pusa made a motion seconded by Alderman Elmore to approve the following motions:Motion to approve no parking January - June on South 22nd Street from South Belt West to the dead end ( east side) and no parking July - December on South 22nd Street from South Belt West to the dead end( west side).

Motion to amend Chapter 76 ( Parking Schedules) Schedule IV " No Parking-Loading Zone" starting 100' from the NW corner of North Church and East B Street and extending 40'.

Motion to amend Chapter 76 (Parking Schedules) Schedule VII by deleting Persons with Disabilities Parking at 201 North Church Street, 3 spaces in front of building ( SWIC- PSOP).

Alderman Kinsella made a motion seconded by Alderwoman Pusa to approve financing with Bank of Belleville at 2.63% for the purchase of one ( 1) new automated Sanitation truck and one

1) new rear loader Sanitation truck.

Lindenwood University-Belleville Commencement Ceremony- 5/ 11/ 2019 Request from Lindenwood University-Belleville to hold their 2019 Commencement Ceremony, Saturday, May 11, 2019, 10:00am to 1: 00pm. Requesting assistance with traffic control 8: 00am to 12: 00pm

PrideFest- 6/ 8/ 2019 Request from Metro East Pride of Southwestern Illinois to hold PrideFest, Saturday, June 8, 2019, 12:00pm to I0:00pm. Street closure request: West Main Street from 159 to mid- block between 2nd and 3rd Street; 1 block on North 1 st, South 1 st, North 2nd and South 2nd Street to parking lot entrances/alleys as applicable. Additional city services requested: barricades, " no parking" signs, trash toters, picnic tables, use ofNW Quadrant, electrical panels, Police and Street Department personnel.

Alderwoman Schaefer made a motion seconded by Alderman Hazel to go into executive session to discuss personnel, litigation, workers' compensation, property acquisition, transfer of property, 5 ILCS 120/2(c)(21)).

Alderman Hazel made a motion seconded by Alderwoman Schaefer to approve an agreement for the acquisition of property for a permanent easement and temporary easement in the amount of 10,000.
