Village of San Jose Village Board met March 18.

Here is the minutes provided by the board:

Board Meeting called to order by President Worlow at 7:00pm. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Skelton, Allen, Nolan, Blackstock, Tillquist; five (5) present.

Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Officer Willoby, Water Supt. Albers, Maintenance Larmore and 5 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes.

Mayor Worlow asked for approval of the Consent Agenda, Trustee Allen made motion to approve Consent Agenda, 2nd by Trustee Nolan, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Citizen’s Concerns:

E. Skelton received a letter from police dept re: living in his camper trailer, he stated that he uses it as his “man cave” but actually, has a bedroom in his niece’s house.

J. Higdon reported that culverts in his neighborhood are clogged, as rain water collects and doesn’t drain.

J. Higdon reported that south side of old High School building is collapsing.

H. Gesling reported that the tree in font of his house is dropping branches.

Engineer:

Engineer Desplinter reported that S. Lannon with Rural Development has given the okay to go out for bids, March 22, 2019 out for bids, April 3, 2019 Pre Bid mtg. with contactors at 2pm, April 23, 2019 open bids. During the water project, houses that still have water meter located inside the house will be moved and water lines from the rear of houses moved.

Zoning: no report

Maintenance:

J. Larmore reported that maintenance will begin cleaning ditches and sides of roads; hope to open W. Arch St between 3d and 4th Streets soon, as ground has been settling. PTO isn’t working correctly.

Water & Sewer: no report

Finance:

Payment of Bills - Trustee Nolan made motion to pay bills, 2nd Trustee Tillquist, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

FY19/20 Budget – addition to water fund budget, equipment purchase, Trustee Skelton made motion to approve FY19/20 with addition, 2nd Trustee Nolan, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Police:

Chief Marlo gave February report – 42 warnings, 162 citations, 10 OV, 2 DUI, 8 suspended DL, 1 arrest warrant, total fines $12,415.65. March report – 58 warnings, 138 citations, 7 OV 1 reckless driving, 4 suspended DL, 4 DUI, 1 retail theft, total fines $15,094.00

Open consumption – Trustee Allen recommends a committee meeting to look into an old ordinance regarding this, Police Comm. Mtg scheduled on April 8, 2019 at 1pm.

Building & Grounds:

Trustee Nolan made a motion to purchase new door, keyless lock and installation from JK Construction for $850, 2nd Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Streets & Alleys:

Trustee Tillquist reported that 3 culverts need changed out. Trustee Skelton made motion to spend up to $2,000.00 for culverts, 2nd Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Health & Safety:

Town-wide clean-up scheduled for May 4th, 8am to 12pm.

500 W. Walnut – application for water will be mailed to property resident.

Old Business:

Update on property at 102. N 1st St., Clerk is waiting to hear back from village attorney.

New Business:

Mayor Worlow recommending to purchase door and keyless lock at Menards and assistance maintenance with installation if they can for under $850 bid from JK Construction.

Trustee Nolan made motion to accept recommendation from Closed Session, 2nd Trustee Tillquist, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Trustee Allen made motion to go into Closed Session at 7:30pm, 2nd Trustee Skelton, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Trustee Allen made motion to return to open meeting at 8:04pm, 2nd Trustee Tillquist, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Trustee Tillquist made motion to adjourn meeting at 8:05pm, 2nd Trustee Nolan, motion carried.
