The City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session May 28, 2019 at 7:00 P.M. Mayor Donald Z. White called the meeting to order at 7:00 P.M.
The Pledge of Allegiance, to the Flag of the United States of America, was recited.
Chairman White announced that the City Clerk, Margaret E Hurd, was absent from this meeting.
Motion Alderman Connor, second Alderman Gould that in the absence of the City Clerk,
Alderman Colwell be appointed Acting Clerk. Motion carried via voce vote.
Chairman White directed Acting Clerk to take roll.

Chairman White declared a Quorum present.
The Minutes of the Regular Council Meeting held on May 13, 2019 were presented.
Motion Alderman Braun, second Alderman Sharp that the Council dispense with the reading of the Minutes of the May 13, 2019 Regular Council Meeting and approve the Minutes as presented.
Motion carried via voce vote.
Acting Clerk Colwell presented the following committee minutes: Public Works – May 22, 2019
Finance/Economic Development – May 20, 2019
Cemetery/Parks – May 21, 2019
Acting Clerk Colwell presented the City Engineer’s Report dated May 28, 2019.
Motion Alderman Gould, second Alderman Jenkins that the communications as presented by the Acting Clerk be accepted and placed on file. Motion carried via voce vote.
Chairman White announced that registration for IML’s 2019 Annual conference will open Monday, June 3, 2019. He asked that any Aldermen wanting to attend please contact Office Manager Passage for more information.
Motion Alderman Jenkins, second Alderman Braun that the communications as presented by the Mayor be accepted and placed on file. Motion carried via voce vote.
Committee chairmen presented committee reports.
Motion Alderman Braun, second Alderman Gould that the bills as presented be paid and the payrolls and transfers be approved.

Motion Alderman Sharp, second Alderman Hughes that the Council concur with the Mayors recommendation to recommend the appointment of Jon Duvall and Brian Cline to the Chillicothe Community Fire District. Discussion was held.
Motion carried via voce vote.
Motion Alderman Gould, second Alderman Bredeman the Council approve the following applications for the Sidewalk Program:
Julie Webber 1013 Beech $ 860.00
St. Edwards Church 1216 Sixth $ 688.50
Mae Dibernardino 1011 Santa Fe $1,000.00
Payable from the Road & Bridge Fund.

Motion Alderman Gould, second Alderman Hughes that the Council approve the Agreement between the City of Chillicothe and PDC Laboratories, for Drinking Water Monitoring Required by the IEPA, for the period of July 1, 2019, through June 30, 2020, in the amount of $11,277.50 and authorize the Superintendent of Public Works to execute said Agreement.

Motion Alderman Gould, second Alderman Hughes that the Council approve an expenditure of $2,656.00, payable to Complete Maintenance System Inc., for the flushing of the fire hydrants. Payable from the Water/Sewer Fund. Discussion was held.

Motion Alderman Gould, second Alderman Sharp that the Council accepts and award the contract to Advanced Asphalt in the amount of $91,760.00 for the 2019 overlay project. Payable from the Motor Fuel Tax Fund. City Engineer gave additional information on the project.

Motion Alderman Gould second Alderman Bredeman that the Council accept and award the contract to Engbrecht Concrete in the amount of $19,266.28 for the ADA Sidewalk Project. Payable from the Road & Bridge Fund. City Engineer gave additional information on the project.

Motion Alderman Gould second Alderman Braun that the Council award the project and approve an expenditure not to exceed $15,000.00, payable to Midstate Asphalt Repair for the 2019 Spray patching program. Payable from the Motor Fuel Tax Fund.

Alderman Colwell, Chairman of Finance/Ed Committee announced that the Façade Program Applications have been updated and the program is now open for this fiscal year. The main change was putting a completion date requirement on the application.
Motion alderman Jenkins second Alderman Connor that the Priority one TIF Business Project park improvement be approved as a project, and approve an expenditure of $7,500.00, payable to Engbrecht Concrete for the installation of concrete steps in front of the stage at the city park. Payable from the TIF Business Fund. The Contractor on this project must pay the "prevailing rate of wages" as determined by the City pursuant to the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.) and comply with all other provisions of such Act
