Village of San Jose Village Board met May 20.

Here is the minutes provided by the board:

Board Meeting called to order by President Worlow at 7:00pm. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Skelton, Allen, Nolan, Blackstock, Tillquist; five (5) present.

Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Ethics Committee Hancock, Atty McGrath, CMT Engineer Hogdson, Water Superintendent Albers, and 5 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes.

Mayor Worlow asked for approval of the Consent Agenda, Trustee Nolan made motion to approve Consent Agenda, 2nd by Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Finance:

Payment of Bills - Trustee Nolan made motion to pay bills, 2nd Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

President:

Mayor Worlow thanked out going Trustees for their service to the Village; Clerk Custodio swore in newly elected Trustees to 4-yr term, D. Allen. B. McCormick and D. Nolan; Clerk Custodio swore in appointed replacement J. Skelton for remaining 2 yrs. of 4-yr term vacated by resignation of J. Thomas; Trustee Skelton made motion to approve Mayor’s slate of committee appointments, 2nd Trustee Allen, all in favor, motion carried; Trustee B. McCormick recorded as present for meeting.

Citizen’s Concerns:

H. Gesling, thanked the board for getting the tree at his residents taken care of.

J. Skelton seeking variance to extend fence to the door of his house, so that he can let dogs out, directly into fenced yard.

Clerk:

Adopt #18-524, An Ordinance revising and adding to Title 5: Police and Public Safety, Chapter 5: Misdemeanor Offenses, Article D: Offenses involving controlled substances and alcoholic beverages, 4: Open Consumption. Motion by Trustee Skelton, 2nd Trustee Nolan; roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Engineer:

Trustee Skelton made motion to accept and approve the Bid Tabulation for the Water Distribution System Improvement Project Phase 2, 2nd Trustee McCormick; roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Nolan made motion accept and approve the recommendation letter to award the Water Distribution System Improvement Project Phase 2 to Walker Excavating Co. Inc., roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Allen made motion to award the Water Distribution System Improvement Project Phase 2 to Walker Excavating Co. Discussion and recommendations for the use of excess grant funds on potable water Infrastructure; possible $100,000.00 excess grant money, cannot be put toward loan pay-off; Trustee Nolan made motion to be looking into ways to use excess grant money, several examples – digital water meters, replace fire hydrants; 2nd Trustee Tillquist, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Zoning: no report

Maintenance:

J. Larmore reported that town-wide cleanup items are nearly completely gone; cleaning of culverts to begin soon; flushing of fire hydrant/water mains on 3rd Tuesdays of the month.

Water & Sewer:

Trustee Allen made motion to refund Encompass Grain Co. $694.03, which is the sewer portion of a bill for a water leak, 2nd Trustee Skelton, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Water & Sewer cont’d:

Trustee Skelton made motion, 2nd Trustee McCormick to adopt the following Water and Sewer Shut-Off Extension Policy - Citizens in need of an extension to pay their water and sewer bill after the shut-off date, are required to call the Village Hall at 309-247-3332 during office hours of M-F 7:30 to 11:30am and speak with the Water Clerk; at that time an extension will be given until the Friday immediately following the initial shut-off date. If a longer extension is requested, it will be granted at the discretion of the sitting Water and Sewer Chairman.

Police:

Chief Marlo reported 105 warnings, 172 citations, 3 DUI, 2 warrant arrests, 5 driving on suspended/revoked license, 2 reckless driving, total fines $17,967.37.

Building & Grounds:

Replacement of water meters located in residents’ homes, tabled until discussion regarding excess grant money is done.

Trustee Skelton made motion to accept bid from Mike Call Concrete for replacement of sidewalk at Post Office,

213 W. Vine St. in need of being mowed, give notice to next of kin that a lien will be place on the property if village mows.

Streets & Alleys: no report

Health & Safety:

Spraying for mosquitos spraying was slated to start on April 21st; Maintenance workers Larmore and Hancock will attend a free mosquito larvicide training and larvicide distribution on May 30th.
