City of Eureka City Council met May 20.

The Eureka City Council convened in regular session at the City Building on May 20, 2019, at 7:30 p.m. Mayor Scott Zimmer called the meeting to order and after a moment of silence led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Getz, Prather, Germann, Chambliss, Peterson, Hinnen, Teegarden, and L. Klaus. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Melissa Brown, City Administrator; Rusty Klaus, Director of Public Works; and Chief Alex Collinge.
Moved by Hinnen, second by Prather, to approve the minutes of the May 6, 2019, regular meeting of the City Council. Passed on roll call vote with Hinnen, Prather, Getz, Germann, Chambliss, Peterson, Teegarden, and L. Klaus all voting Aye.
Moved by Teegarden, second by Chambliss, to approve the Treasurer’s Report as presented for the
month ending April 30, 2019. Passed on roll call vote with Teegarden, Chambliss, Getz, Prather, Germann, Peterson, Hinnen, and L. Klaus all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Prather, second by Germann, to approve and pay the bills as the City’s obligation in the amount of $35,595.18. Passed on roll call vote with Prather, Germann, Getz, Chambliss, Peterson, Hinnen, Teegarden, and L. Klaus all voting Aye.
City Treasurer Lynn Hinnen presented the annual Police Pension Board Report and the Police Pension Fund Annual Statement.
The Mayor appointed Jason Royer to another term on the Eureka Illinois Police Pension Board.
Moved by Getz, second by Teegarden, to approve Ordinance 19-10, amending Ordinance 19-01, Solar Systems by striking the public hearing requirement for all requests. This is recommended by the Eureka Planning and Zoning Commission. Passed on roll call vote with Getz, Teegarden, Prather, Germann, Chambliss, Peterson, Hinnen, and L. Klaus all voting Aye.
Committee Reports:
Chairman Prather of the Budget Committee: No report
Audit just finished. Thank you to Lynn and JJ for their work on this.
Chairman Getz of the Administration and Personnel Committee: Met with Department Heads today.
Chairman Hinnen of the Enterprise Committee: Water main on Crow and Eastview are completed.
Chairman Hinnen of the Maintenance Committee: Brush pickup was normal.
Chairman Martin of the Public Safety Committee: Fire Sunday morning that took an adult life – Bullock Street.
Chairman Germann of the Park and Recreation Committee: Chambliss asked about Park path. Germann explained where the path will go and that it will be done in sections according to the budget.
Chairman Teegarden of the Economic Development Committee: No report
Chairman Mayor Zimmer of the Liquor Committee: No report
New Business: Orders for City shirts were reviewed by Melissa.
Policy for flowers for funerals of employee families was discussed. The Mayor noted that Melissa needs to be made aware of the death and she will make the decision.
Getz noted that the walking path had mud on it after the flooding. A lady fell on her bike on the path and broke her ankle.
Mowed grass on the street and not cleaned up was discussed. If the police sees it or receives a complaint, the property owner is informed that it is illegal to do this. After that, a ticket will be issued.
ADDWC has decided to keep plastic recycling for two years. Mayor Zimmer and his wife plan to raise the $10,000 each year to keep the facility in business. L. Klaus feels that the City should donate some money as an investment in our community. ADDWC is a non-profit, and we cannot give to these service organizations.
