City of Belleville City Council met June 17.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Kinsella, Alderwoman Duco, Alderman Randle, Alderman Ferguson, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderwoman Stiehl, Alderman Rothweiler, Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Alderman Hazel, Alderwoman Pusa, and Alderman Dintelman are excused.

PUBLIC PARTICIPATION

Matt Klostermann, Superintendent of District 118 Mr. Klostermann informed he has been with District 118 for 28 years and 14 of those years he held the position of Superintendent. Next week he will conclude his career in the District. He thanked Mayor Eckert, Council Members, Department Heads and Staff for working with him during his tenure.

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve City Council Meeting Minutes and Executive Session Minutes June 3, 2019.

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderwoman Stiehl made a motion seconded by Alderman Kinsella to approve claims and disbursements in the amount of$789,783.99 payroll in the amount of$877,261. 72.

REPORTS

Alderman Rothweiler made a motion seconded by Alderwoman Schaefer to approve Treasurer Report May 2019 and Statement of Cash and Investments Report— June 2019.

All members voted aye.

ORAL REPORTS

ADMINISTRATION

Alderwoman Schaefer made a motion seconded by Alderman Weygandt to approve a five( 5) year space license agreement, October 1, 2019 through September 30, 2024,between the City of Belleville and the American National Red Cross for 2 Elm Drive, Belleville, IL.

Alderwoman Schaefer made a motion seconded by Alderman Ferguson to authorize the scrap, discard or auction of miscellaneous computer equipment pursuant to Section 11- 76-4 of the Illinois Municipal Code( 65 ILCS 5/ 11- 76-4). ( all memory erased/removed from equipment)

Alderman Kinsella made a motion seconded by Alderman Anthony to terminate the Property Use Agreement with Belleville Urban Garden Social Club for the unimproved real estate located at 804-808 South High without cause, pursuant to Section 4 thereof.

Members voting aye on roll call: Ferguson, Anthony, Ovian, Schaefer, Stiehl, Rothweiler, Elmore, Weygandt, Wigginton, Barfield, Kinsella, Duco, Randle. ( 13)

TRAFFIC COMMITTEE

Alderman Elmore made a motion seconded by Alderman Weygandt to add 4-way stop at Garden and McClintock.

Discussion.

Alderman Elmore stated this proposed change will be a stop sign every two block which will make it consistent with the rest of McClintock from Carlyle to Mascoutah.

All members voted aye.

Alderman Elmore made a motion seconded by Alderman Weygandt to eliminate the 4-way stop at McClintock and McKinley.

All members voted aye.

STREETS AND GRADES COMMITTEE

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to accept Gonzalez Companies, LLC design proposal for Bicentennial Park Spillway in the amount of $47,734.00.

Alderman Wigginton made a motion seconded by Alderman Barfield to approve Main Street SAG 2019 Intergovernmental Agreement with the Illinois Department ofNatural Resources for repairs in the area of 9800 West Main Street.

Alderman Wigginton made a motion seconded by Alderman Weygandt to approve scrapping a 2000 US Cargo trailer, (VIN# 4PL400G24Y1040059) from the Sanitation Department.

RESOLUTIONS

Alderwoman Kinsella made a motion seconded by Alderwoman Duco to ready by title only Resolution 3362.

Alderwoman Schaefer made a motion seconded by Alderwoman Stiehl to approve 

RESOLUTION 3362 A Resolution accepting an Abandoned Residential Property Municipal Relief Program grant from the Illinois Housing Development Authority.

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to read by title only and as a group Ordinance 8344-2019, 8345-2019, 8346-2019, 8347-2019.

Alderwoman Schaefer made a motion seconded by Alderman Ferguson to approve the following Ordinances:

An Ordinance amending Chapter 75 ( traffic schedules) of the revised ordinances of the City of Belleville, Illinois as amended, by amending portions of sections thereof.
