City of Vienna City Council met Oct. 2.

Here is the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: 

Jon Simmons, Mayor 

Alan Racey, Alderman 

Debbie Riddle, Alderman 

Richard Owen, Alderman 

Melissa Hill, Alderman 

Austin Tuey, Alderman 

Steve Penrod, Alderman 

Aleatha Wright, City Clerk 

Jim Miller, Police Chief 

Shane Racey, Supt 

Michelle Meyers, Treasurer 

Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

GUESTS: Max Hook, Ball Park Mike Buhler, Vienna Times

NEW BUSINESS

Alderman Hill made a motion to Approve the Omnibus Consent Agenda consisting of the September 18, 2019 Council Meeting Minutes and the Warrant ($17,212.34). Alderman Riddle seconded the motion. All in favor, motion carried.

Brian Zeigler, City Engineer, was present to discuss preliminary plans with city officials concerning the amphitheater/restroom project in which the city was awarded multiple grants for. Zeigler reviewed the original design and location of the project. Zeigler said another meeting would be scheduled for final design and details before bidding the project out and said he anticipated construction of the project to begin in the spring.

Supt Racey informed council of two used vehicles at C&K Equipment as public works dept was

looking to replace a 2002 Chevy that was not worth repairing. Alderman Owen made a motion to Authorize and Approve the purchase of a 2013 Ford F150 for $10,500.00 (General Funds). Alderman Penrod seconded the motion. All in favor, motion carried.

Max Hook was present to discuss cost sharing between the city, VHS and JCYL to repair fencing on Field #1. Council was agreeable to the city's portion of $1,060.00. Phil Morris added that the city would additionally get a donation for $1,000.00 from Steve Durbin for the remainder of cost. Alderman Hill made a motion to Authorize and Approve $1,060.00(General Funds). The motion was seconded by Alderman Riddle seconded the motion. All in favor, motion carried.

Hook also noted there would be baseball tournaments held at the ballpark Saturday, October 5 and Sunday, October 6th.

CITY ELECTED AND APPOINTED OFFICIALS

Mayor Simmons mentioned the Annual Heritage Festival to take place October 3-6th at the city park hosted by the Elks Lodge.

Clerk Wright said the marquee sign at the city park was working again as several electrical lines needed repaired. Wright also noted that cannabis sales would need to be discussed and a decision made whether the city would allow retail sales in 2020.

Wright also mentioned Shawnee Worship Center is putting on the annual Trunk or Treat inquiring whether the city would participate or give a donation to the event. Council agreed a donation could be given. Wright said it would be placed on the next meeting's agenda.

Supt. Racey said new swing seats and two child seats that were ordered had arrived and would be installed within the next week at the city park.

Alderman Penrod commended Supt Racey and public works dept on gas line repair work along Rt 146 East.

Alderman Hill and Riddle said the Fall Heritage festival and parade would take place the coming weekend as Brain Bailey was named Grand Marshall. In addition, the Elk's Lodge would host a haunted house event at 302 East Main St October 18 & 19th.

Alderman Riddle commended newly hired Officer Tricia Thomson on how she handled an arrest and tough situation earlier in the week.

At 7:22 p.m., Alderman Hill made a motion to go into Executive Session, 5ILCS 120/2(C)(2) Collective Negotiating matters between the public body and its employees or their representatives. Alderman Tuey seconded the motion. Motion carried.

At 8:24 p.m. Alderman Owen made a motion to resume the regular session meeting. Alderman Tuey seconded the motion. Motion carried.

As there was no further business to discus, Alderman Hill made a motion to adjourn the meeting. The motion was seconded by Alderman Tuey. Motion Carried.

Mayor Simmons declared the meeting adjourned at 8:25 p.m.
