City of Highwood Committee of the Whole met Feb. 4.

Here is the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 7:33 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Hospodarsky, Levi, Peterson, Slavin

Absent: Aldermen: Falberg, Fiore

Also Present: City Manager Coren, City Attorney Jablecki, Clerk Baruffi, Assistant City Manager Martin, Administrative Assistant Litjens

2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Hospodarsky, seconded by Alderman Levi to approve the City Council: January 07, 2020 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Slavin, seconded by Alderman Peterson to approve the Committee of the Whole: January 07, 2020 minutes with the changes to 7.4 of the correct spelling of Carmen Patlan’s last name and the architectural plans being completed pro-bono. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

4.1. Moved by Alderman Levi, seconded by Alderman Slavin to approve the Mayor’s Reappointment: Rosa Stefani - Fire Pension Board. All present voting aye, by voice vote, motion carried.

5. Approval of Warrant List:

5.1. Moved by Alderman Levi, seconded by Alderman Peterson to approve the 01/21/2020 AP Warrant List for payment. All present voting aye, by voice vote, motion carried.

5.2. Moved by Alderman Levi, seconded by Alderman Peterson to approve the 02/04/2020 AP Warrant List for payment. All present voting aye, by voice vote, motion carried.

6. Public Input Items Not On Agenda Ken J. Endress, Community Planner & Liaison Officer for the Commanding Officer Naval Station Great Lakes introduced himself and is speaking with the communities surrounding Great Lakes. He came to Highwood as there is naval housing in the Ft. Sheridan area. He further stated the city could reach out to him regarding military issues. He also reminded the Mayor and Aldermen of the tours available of the naval station once a month either the first or second Friday of each month.

7. Mayor’s Report

7.1. Ann Flannigan Bassi - Low Income Tax Preparation Assistance Ann Flannigan Bassi, Moraine Township Supervisor, gave an overview of the low income tax preparation assistance offered by the township office. The service runs from February 8 through April 11th To receive this service, please call 8437-780-6444 to make an appointment or with any questions.

9.1. Moved by Alderman Levi, seconded by Alderman Peterson to approve the November 2019 Treasurer ’s Report as presented at the Committee of the Whole Meeting. All resent voting aye, by voice vote, motion carried.

9.2. Moved by Alderman Levi, seconded by Alderman Peterson to approve the December 2019 Treasurer ’s Report as presented at the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried.

12. New Business

12.1. 20-R-01 Moved by Alderman Slavin, seconded by Alderman Peterson to authorize a Resolution Approving an ARC Application for Signage at the LAX Shop Located at 108 Washington Avenue. All present voting aye, by voice vote, motion carried.

12.2. 20-R-02 Moved by Alderman Levi, seconded by Alderman Hospodarsky to authorize a Resolution Approving an ARC Application for Signage at Loft 329 Located at 329 Waukegan Avenue. All present voting aye, by voice vote, motion carried.

12.3. 20-O-03 Moved by Alderman Slavin, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Approving an Intergovernmental Agreement Concerning an Extension of the Highwood Tax Increment Financing District. Motion carried.

Vote:

Yes: Aldermen: Slavin, Peterson, Hospodarsky, Mayor Pecaro

Abstain: Alderman Levi as the firm he works for represents School District 112 & 113

Absent: Alderman: Fiore, Falberg

12.4. Consideration of an Ordinance Adding Title 7 Chapter 10 “Automated Traffic Law Violations” to the Highwood City Code. Tabled to next meeting.

12.5. 20-O-04 Moved by Alderman Hospodarsky, seconded by Alderman Levi to waive the first reading and approve an Ordinance Amending Title 6 Chapter 1 “Police Department ” in the Highwood City Code to Amend Ranks and Provide Promotional Criteria. All present voting aye, motion carried.

Moved by Alderman Levi, seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:48 P.M
