City of Chillicothe Public Safety Committee met March 3.

Here is the minutes provided by the committee:

The Public Safety Committee met at 4:30 p.m. at the Chillicothe City Police Station.

Present: Chairman Sharp, Alderman Hughes

Others in attendance: Mayor White

Police Chief Mettille

Clerk Hurd

Alderman Braun

Chillicothe Community Fire Protection District Assistant Fire Chief Greg Hurd

Absent: Alderman Jenkin

Chairman Sharp called the meeting to order at 4L30pm. Chairman Sharp informed the committee that Alderman Jenkins would not be present due to a conflict in time with a Cemetery and Parks meeting. Chairman Sharp thanked Alderman Hughes for filling in as Chairman during the month of February in his absent.

PUBLIC COMMENT:

None

BUDGET REVIEW:

Chief Mettille reported that budget is within guidelines.

SPECIAL EVENT REQUEST:

Jeannie Quick, President of the Chillicothe Optimist Club appeared before the committee to present a request for the Rib Cook Off and Craft Fair to be held June 6, 2020 in City Park. She also requested the following streets to be closed: Chestnut Street from the Firehouse to Second Street, the West side of Cedar Street to Second Street and Cedar Street from the Depot to Second Street. A lengthy discussion was held. The committee requested that she contact the owners of The Grille 2 and Nat’s Place and ask if there were any objections to having the street closed during the event. The committee’s consensus was to put the request on the next council agenda for discussion and possible action.

Clerk Hurd presented a Special Event Request form Shirley Loser (Covered Wagon Crafts) for the annual Easter Egg Round Up to be held April 22, 2020 from 7am – 12:00pm in the City park. The consensus of the committee was to seek council approval for the event.

EQUIPMENT – POLICE VEHICLE:

Chief Mettille requested equipment be purchased and installed in the recently ceased vehicle for use as an unmarked vehicle. The amount requested was $3,173.00 to be paid to Blankenship Visual Impact, INC. The consensus of the committee was to seek council approval.

TRAINING INVOICE:

Chief Mettille requested $1,140.00 be paid to the Police Law Institute for the 1-year subscription to the Illinois Monthly Legal Update & Review. He informed the committee that all officers utilize this subscription for continuing education. The consensus of the committee was to seek council approval.

PURCHASE – EQUIPMENT FOR POLICE BUILDING:

Chief Mettille requested to purchase lockers for the police station in the amount of $673.39. Chief Mettille informed the committee that the lockers would be used for equipment and evidence. The consensus of the committee was to seek council approval.

ORDINANCE SURPLUS PROPERTY SCRAP POLICE VEHICLES:

Chief Mettille reported that the police department currently has a ceased 2002 Honda Civic that has no value to repair. He requested that the city sell for scrap. The police department also has a 2013 Chevy Impala that was used as a squad car. The car has been used for spare parts and is no longer needed. He requested the city to sell it for scrap. The consensus of the committee was to seek council approval by ordinance for surplus property and scrap.

AGREEMENT FOR SECURITY – THREE SISTERS PARK:

Chief Mettille reported that he has reviewed the agreement for security and the fee had not been increased since 2014. He informed the committee that he has spoken with Chris Cassidy of Three Sisters and they agreed on increasing the fee from $40.00 per officer per hour to $45.00 per officer per hour. The consensus of the committee was to seek council approval for the amended agreement.

POLICE UPDATE:

Chief Mettille reviewed monthly reports. He informed the committee that police testing will be held March 22, 2020.

NEW/OLD PROPERTY MAINTENANCE:

Alderman Bruan requested that the property at 1449 – 4th Street be reviewed. Discussion was held. Assistant Chief Hurd requested that the city send a formal request to the Fire Department for the property maintenance inspection. Chairman Sharp will direct Office Manager Passage to send a request to the Fire Department.
