Village of Swansea Park Board met Oct. 8.

Here is the minutes provided by the board:

Members Present: Rose Connor      Barb Kimutis      Matt Lynch      Mike Koeneman      Diane Wickline

Village Liaison: Marilyn Neumeyer          Guest: Dallas Alley, Building and Zoning Director

President Mike opened meeting with Pledge of Allegiance at 7:03am, followed by discussion of Agenda Items. Approval of Minutes: Motion to approve 11 July minutes made by Rose, second by Barb. Motion approved.

Spooktacular: Still planning event on October 24. Consensus of discussion – when covid-19 conditions allow more than 50 people in an outdoor area.

Discussion of Clinton Hills: Matt made several suggestions for family activities (packet included). Great ideas. Mike will present them at the Village Board meeting. Heartland Conservancy will start planning its outdoor classroom this fall. $5000 for turf renovation and $10,000 for native planting areas; including removal of “junk vegetation”. Disk golf continues to be extremely popular – always in use. Belleville East has been using Clinton Hills for cross-county meets. Wolf Branch also would like to have cross-county meets and have practice runs this fall. Clinton hills could use another 1,000 trees.

Dallas provided updates of projects and improvements in our parks. Clinton Hills; (1) Loop Trail -.85 miles trail from parking lot around smaller lake. Applied for 2 grants to widen trail to 10ft. (2) Two large fountains planned. (3) Amphitheater in cove area. (4) Old Collinsville bike trailhead at Clinton Hills near the pavilion. This will separate trail from Fletchers. (5) Twenty-five acres have been set aside for wetland restoration – probably ten years to completion. (6) Richland Creek bank erosion. (7) Replace counters in Lehr Building using lumber from our woods. (8) Firemen have 3 to 5 acres for certified prairie grass burn. (9) Replace damaged white bridge. Collaborate with SIUE senior engineering student for design. (10) Electric vs solar on lake. Use of solar would require 2 fountains at $15,000. Consider using local electrician, possibly Electrical Union. Bubbler vs fountain – bubbler aerates water, regular fountain provides visual beauty with spray 15-20ft high, aerates the water and effectively controls algae.

Mel Price Park: is in Tiff 1 area making it easier to get funding. Needed repairs: 1st phase; walking trail to and around fountain. Replace signage and lighting around parking lights. Take off Ameren grid and replace with ours. Redo fountain plants with low maintenance flowers and shrubs. Replace and maintain benches. Estimated cost $75K-$100. 2d phase; lighting around Lehr Building. Fountain will have additional cameras. Add signs at trailhead and Hwy 159 to park; and a streetlight at Boul Avenue.

Rental of Thompson Bldg: Village Board signed off on Thompson Center rental. Chief Johnson postponed having music until January 1st. The stove and hood to be sold whenever there is an appropriate buyer.

Public Comment: Swings in front of fountain are always in use. Circle of swings does not comply with social distancing.
