City of Delavan City Council met Nov. 3.

Here is the minutes provided by the council:

The Delavan City Council met in regular session at 6:30 pm in the Delavan City Council Room, 219 Locust Street, Delavan, Illinois. Mayor Elizabeth Skinner presided. The following aldermen were present: Douglas Bury, Wade Fornoff and Jeff Johnson. Others in attendance electronically were Alderman Horath, Attorney William Connor and Assistant Police Chief Mike Evans. City officials in attendance in the council room were Police Chief Jerry Littlefield, City Administrator Matt Fick and Deputy City Clerk Tammy Hintz.

The meeting notice and agenda were posted at least forty-eight hours in advance of the meeting on the door of the City Council Room and on the window in City Hall. A copy of the meeting notice and agenda is attached to and made a part of the minutes.

The Pledge of Allegiance was recited by those present. 

The invocation was given by Mayor Skinner. 

Due to COVID-19 and to be in compliant with the Open Meetings Act, appropriate language was attached at the bottom of the agenda to allow the public to email any questions.

CONSENT AGENDA

The following items were presented to vote under the Consent Agenda

A. Minutes of the October 20, 2020, regular meeting

B. Approval of Resolution #2020-30 for payment of bills 

A motion was made by Alderman Horath, seconded by Alderman Bury to approve Consent Item A., minutes of the October 20, 2020, regular meeting Consent Item B., Resolution #2020-30, A RESOLUTION APPROVING THE DIRECTING THE PAYMENT OF CERTAIN BILLS OF THE CITY OF DELAVAN, ILLINOIS. The vote on this motion was as follows: Ayes: Fornoff, Horath, Bury, Johnson. Nays: none; Absent: Hall, Yontz. Motion carried.

MAYOR'S REPORT Mayor Skinner made the following report.

➢  Halloween festivities went well, it was a successful evening and wanted to extend sincere appreciation to the community. 

➢  Informed Council that Governor Pritzker's executive order has returned the state to previous phases requiring more restrictions. Mayor Skinner asked City Administrator Matt Fick to reach out to local businesses to offer the support from the City.

➢  Received a resignation letter from Alderman Yontz, he has moved into another Ward and resigned his position. The letter was forwarded to Attorney William Connor for review.

➢ Expressed her deepest apologies to the people of this community, following last meetings beratement from an Alderman to a concerned citizen who asked a questioned via email. Mayor Skinner wants every citizen of Delavan to know they have the right to send an email or make an appearance at a meeting without fear of intimidation or being berated. Mayor Skinner said from this point onward that behavior will never be allowed to happen again. Mayor Skinner expressed her sincerest apologies to Jere Braden, who has done so much for this community and the citizens of this town.

CITY ADMINISTRATOR'S REPORT 

City Administrator Matt Fick made the following report.

➢  Sidewalk work in Veterans Park had been completed, looking forward into next year, he feels this type of work can be done in house. 

➢  Spoke with the City's Insurance Broker about next year's renewal and the increase was minimal.

➢ Informed the Council that the annual Joint Review Board meeting is scheduled for this Thursday. This is a time to go over the annual report. 

➢  Notice for 608 E 3rd property has gone out, bids are due by November 10th.

➢ Alderman Bury asked City Administrator Matt Fick if we have submitted the City's CURE application. City Administrator Matt Fick has a meeting with a third party administrator to make sure everything is correct.

NEW BUSINESS

A. Discussion and Action on an Ordinance Amending the City Code, Chapter XXIII

Traffic Article 9 to add a Section on Diesel Idling (Ord #2020-48). 

City Administrator Matt Fick informed the Council this ordinance is common in many communities. This ordinance provides times lines and places for these vehicles to park. A motion was made Alderman Fornoff to APPROVE ORDINANCE #2020-48, seconded by Alderman Horath. Discussion on this motion was as follows. This ordinance applies to the tractor or cab, parking is available on 6th Street. The ordinance provides a violation structure. The vote on this motion was follows; Ayes: Bury, Johnson, Fornoff, Horath. Nay: none Absent: Hall, Yontz. Motion carries.

B. Motion and Action Regarding Police Chief Resignation 

Mayor Skinner asked Chief Jerry Littlefield to address the Council. Chief Jerry Littlefield read a prepared statement. Chief Jerry Littlefield informed the Council that he is resigning as Delavan Police Chief effective November 6th, after serving the citizens of Delavan for more than thirteen years. Chief Littlefield followed his father and grandfathers' footsteps and feels it is time for him to make his own footprints. Chief Jerry Littlefield expressed his gratitude to his staff, Mayor Skinner for her support to not only himself, but his department. Chief Littlefield also thanked the members of the Council, his family friends for believing in him adding that it was an honor to serve as the City's Police Chief. Mayor Skinner thanked Chief Jerry Littlefield for his service to the community, acknowledging his legacy, efforts and dedication. Mayor Skinner wished Chief Jerry Littlefield the best in his future endeavors. Alderman Horath thanked Chief Jerry Littlefield also. Alderman Johnson regrettably made the motion to ACCEPT THE RESIGNATION OF CHIEF JERRY LITTLEFIELD. Seconded by Alderman Fornoff. Alderman Fornoff added to Chief Jerry Littlefield, that your team is a reflection of your leadership. No further discussion was needed. Vote on this motion was as follows; Ayes: Johnson, Fornoff, Horath, Bury. Nays: none Absent: Hall, Yontz. Motion passes.

Other items for consideration:

➢  Alderman Johnson expressed gratitude to Mayor Skinner for her work in securing the distillery. He added that City owes her a thank you, her actions were above and beyond the duties of the Mayor. Mayor Skinner thanked alderman Johnson, stating it was a group effort.

Alderman Johnson made the motion to enter executive session at 6:48 pm, FOR THE PURPOSE OF DISCUSSING THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OR LEGAL COUNSEL FO RTHE PULBIC BODY. 5İLCS 120/2(C)(1) Seconded by Alderman Bury. Vote on this motion was as follows; Ayes: Fornoff, Horath, Bury, Johnson. Nay: none, Absent: Hall, Yontz. Motion carries.

The Council returned to regular session at 7:04, roll call was taken.

No further business was presented to the council. The meeting was adjourned by Mayor Skinner at 7:05 pm.
