Village of San Jose Village Board met Dec. 21.

Here is the minutes provided by the board:

December monthly Board Meeting was called to order by President Worlow at 7:00pm.  Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; Blackstock; Nolan; Williams;  Tillquist; (5) Absent: Skelton (1). Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo,  Maintenance Larmore, Area Disposal Representative Eric Shangraw and 4 citizens. Meeting agenda was posted more than  forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made  part of the minutes.  

President Worlow asked for approval of the Consent Agenda, Trustee Allen made motion to approve Consent Agenda, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1  absent. 

Citizen’s Concerns:  

Citizen M. McGinnis addressed the board regarding ordinance violation he received for his property located at 100 S. 1st St.,  feels that he should be ‘grandfathered’ in, because his business has been there prior to most recent ordinance adopted, also,  he can’t have ordinance violation remedy done in 7 days. Trustee Nolan stated that the village is willing to work with him and  she will call a Health & Safety Committee meeting after January 1st, to discuss the matter, Mr. McGinnis will be invited to the  meeting. 

Citizen B. Blackstock addressed the board regarding his concerns about ATV ordinance and regulations. Citizen C. Hamilton addressed the board regarding ordinance violation received for ‘living in camper’, her adult son doesn’t  live in camper, but uses it as a hang out. Trustee Nolan will contact C. Hamilton regarding issue.

Engineer: no report 

Finance: 

Payment of Bills – Trustee Williams made motion to pay bills, 2nd Trustee Allen, roll call: Allen yea; Blackstock yea; Nolan yea;  Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Trustee Nolan made motion to adopt 20-556 An Ordinance for the Levy and Assessment of Taxes for the Corporate Purposes  of the Village of San Jose, Illinois for the FY Beginning May 1, 2020 and Ending April 30, 2021, 2nd Trustee Allen, roll call: Allen  yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent. 

FYI – please get a list of items needed for FY21 Budget to Treasurer Shelley, as planning for budget has started. 

Zoning: no report 

Maintenance:  

Larmore reported water leak at old High School, on the loop, suggests putting in another hydrant at West Park and closing off  loop line. 

Salt and cinders have been purchased, plow trucks set up, all digital readers for water meters are set up. 

Water & Sewer: no report 

Police:  

Chief Marlo reported: 37 citations; 20 warnings; 1 arrest no license; 1 suspended/revoked; fines totaling $5,219.42 

Building & Grounds: no report 

Streets & Alleys: 

Trustee Tillquist will look into possibility of purchasing Snow Dog for plow truck. 

White rock and sand purchased, used for water leak repairs. 

Health and Safety: 

President Worlow will have bids from Republic Services and Area Disposal at December 21, 2020 meeting 

Unfinished Business: 

Area Disposal representative will be at January 2021 meeting, with a counter bid, for residential waste services within the  village. 

PRN employee, have interested individual, will fill out employment application. 

Clerk Custodio will email Atty. McGrath regarding appraisal of 105 W. Walnut.

New Business: 

Trustee Blackstock made motion, following recommendation from Closed Session: $100.00 Christmas Bonus to Water Clerk Karker, Maintenance Larmore, Chief Marlo, Officer Umberger, Water Superintendent Albers, Treasurer Shelley; $25.00 to  Officer Buck, Officer Willoby. Motion 2nd by Trustee Nolan, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist  yea; Williams yea; carried 5 yeas, 1 absent. 

Trustee Blackstock made motion to no longer pay Officer Buck while on Administrative leave, 2nd Trustee Nolan, roll call: Allen  yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent. 

Motion by Trustee Nolan, 2nd Trustee Allen at 7:40pm to enter into CLOSED SESSION PER 5ILCS 120/2 (2) roll call: Allen yea;  Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent. 

Motion by Trustee Blackstock, 2nd Trustee Nolan at 7:50pm to return to Open Meeting, roll call: Allen yea; Blackstock yea;  Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent. 

Motion by Trustee Tillquist at 7:55pm to adjourn meeting, 2nd Trustee Williams.
