C1. The Treasurer report consisting of the Bank and CD's Portfolio for the month of October 2020 and Revenue & Expenditure Reports for the month of September 2020.

C2. The Auditor's report of expenditures from Accounts Payable system is accessible at www.peoriacounty.org/auditor/transparency.

C3. A resolution (items 1-8 conveyances; 9 reconveyance; 10 surrender) from your Ways and Means Committee recommending that the County Board Chairman be authorized and directed to execute deed of said property to the highest bidder, and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from December 10, 2020 and any transaction between the parties involved not occurring within this period shall be null and void. 

C4. A joint resolution from your Executive Committee and your Infrastructure Committee recommending approval of an Intergovernmental Agreement with the State of Illinois for a 5-year lease of County owned office space at One Technology Plaza. 

C5. A resolution from your Executive Committee recommending settlement of Central District of Illinois Civil lawsuit in an amount not to exceed $30,000.00. 

C6. A resolution from your Public Safety and Justice Committee recommending approval of a one-year contract extension with the Peoria County Veterinary Medical Association for veterinarian services and Deputy Administrator responsibilities for PCAPS, for a term effective January 1, 2021 to December 31, 2021. 

C7. A resolution from your Ways and Means Committee recommending approval of the lowest responsible bid of Layton Document Systems, Inc., Marietta, GA, in the amount of $10,032.00, to scan and index Peoria County Board meeting packets records from 1956-2014. 

C8. A resolution from your County Operations Committee recommending approval of a Highway Department Core Service Review Agreement with Bellwether, LLC, Normal, IL. 

C9. A resolution from your County Operations Committee recommending approval of a contract with HM Life at a premium of $807,944.00, for the provision of Stop Loss Excess Insurance coverage for the period January 1, 2021 through December 31, 2021. 

C10. A resolution from your County Operations Committee recommending approval of excess insurance/broker quotes from various underwriters for Risk Management secured by Arthur J. Gallagher (AJG), for an estimated premium of $904,535.00.

C11. A resolution from your County Operations Committee recommending approval of revisions to the Peoria County Employee Health Plan Summary Plan Documents.

C12. A resolution from your County Health Committee recommending approval of a 2020 Rural Residential Recycling Grant Award in the amount of $6,000.00 to the Village of Peoria Heights for the implementation of a subscription-based food scrap collection program.

C13. A resolution from your County Health Committee recommending that $380,930.64 in uncollectible Heddington Oaks Accounts Receivables be written off as bad debt.

C14. A resolution from your Infrastructure Committee recommending approval of the lowest responsible bid of Central Illinois Commercial Flooring, Peoria, IL, in the amount of $47,672.72, for carpeting of leased office space at One Technology Plaza, and the lowest responsible bid of Mid-Illinois Companies, Corp., Peoria, IL, in the amount of $21,900.00, for painting of leased office space at One Technology Plaza.

C15. A resolution from your Infrastructure Committee recommending approval of a contract with Thompson Electronics Company, Peoria, IL, for Peoria County Jail Fire Alarm Inspection and Maintenance, effective January 1, 2021 through December 31, 2026.

C16. A resolution from your Infrastructure Committee recommending approval of a Supplemental Engineering Agreement with Midwest Engineering, East Peoria, IL, for the rehabilitation of Structure Number 072-3114 on Swords Avenue, at a cost not to exceed $43,900.00.

V. ZONING ORDINANCE AND RESOLUTIONS

1. A resolution from your Public Safety and Justice Committee recommending approval of the FY 2021 State’s Attorney’s Appellate Prosecutor Agreement. 

2. A resolution from the Chairman of County Operations Committee and the County Administrator recommending approval of the Collective Bargaining Agreement (CBA) between Peoria County and AFSCME Council 31/Local 3473. (Poll Vote per Rules of Order, Article V, Section 18C) 

3. A resolution from your County Operations Committee recommending adoption of a 25% increase in the Peoria County Employee Health Plan Premium for the Standard PPO $2,000 Plan, the Qualified High Deductible Health Plan, and the IMRF Medicare Eligible Retiree Plan; and a 50% premium increase for the Standard PPO $500 Plan and Non-Qualified High Deductible Health Plan, effective January 1, 2021 through December 31, 2021. 

4. A resolution from your County Operations Committee recommending approval of the FY 2021 Authorized Staffing Count for Administrative Departments. 

5. A resolution from your Infrastructure Committee recommending approval of a Local Agency Agreement for participation in the Illinois Department of Transportation’s 2021 County Engineer’s Salary Program.

6. A resolution from your Infrastructure Committee recommending approval of the FY 2021 Capital Improvement Budget and the 2021-2025 Capital Improvement Plan.
