City of Chillicothe City Council Met Jan. 11.

Here is the minutes provided by the council:

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person and via conference call January 11, 2021 at 7:00 P.M with Mayor Donald Z White presiding and with proper notice having been posted.

Electronic Attendance:

In accordance to Governor JB Pritzker’s Executive Order members of the Council were allowed to attend by teleconference. Those members attending the meeting via phone shall be declared present.

To comply with these recommendations and requirements, the City is complying with the spirit of the Open Meetings Act by permitting this meeting open to the public by teleconference using Zoom Meeting to help prevent the spread of COVID-19 and to comply with the recommendations and requirements of Executive Order.

Mayor Donald Z. White called the meeting to order at 7:00 P.M.

The Pledge of Allegiance, to the Flag of the United States of America, was recited. Chairman White directed Clerk Hurd to take roll.

Absent: None

Chairman White declared a Quorum present.

The Minutes of the Regular Council Meeting held on December 14, 2020, Special Council Meeting held December 28, 2020 and Special Council Meeting held December 31, 2020 were presented. Motion Alderman Braun , second Alderman Gould that the Council dispense with the reading of the Minutes of the December 14, 2020 Regular Council Meeting, Special Council Meeting held December 28, 2020 and Special Council Meeting held December 31, 2020 and approve the Minutes as presented.

Motion carried via voce vote.

Clerk Hurd presented the following Committee Minutes:

Marketing and Tourism Commission – December 7, 2020

Public Safety Committee – January 5, 2021

Public Works committee – January 6, 2021

Finance/EDC Committee – January 7, 2021

Clerk Hurd presented the City Treasurer’s Report for month end December 31, 2020, the City Collectors Report for month end December 31, 2020.

Clerk Hurd read a letter of thanks from Darlene Kumpf, President of Community Needs Agency .

Clerk Hurd read a certified letter from OSF HealthCare in regards to their application for property tax exemption.

Motion Alderman Braun, second Alderman Gould to approve the communications as presented by Clerk Hurd be accepted and placed on file.

Motion carried via voce vote.

Alderman Connor reported that she had several citizens contact her in regards to agenda items concerning the Governor’s executive Orders and the citations issued to the Track Inn and Bananas. Several Alderman stated they were also contacted.

Motion Alderman Gould, second Alderman Jenkins that the communications from the Aldermen be accepted and placed on file.

Motion carried via voce vote.

No communications were presented from committee chairs.

Under agenda item Public Comment, Clerk Hurd read three emails regarding the city ordinance concerning the governor’s executive orders.

Motion Alderman Connor, second Alderman Gould that the bills as presented be paid and the payrolls and transfers be approved.

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Motion Alderman Sharp, second Alderman Braun that the council approve Ordinance No. 21-01-01 an Ordinance deleting section 62-10 of the city code. (Violation of Governor’s executive Orders). Chairman White explained that 5 votes were needed for the motion to carry and that if he needed to vote he would go with the majority. Chairman White then outlined the risk and rewards associated with deleting the ordinance. Chairman White stated that the risks are much greater than the rewards but the chance those risks occurring are minimal. Discussion was held on the possibility of grant money being taken away from the city. Chairman White informed the council that if the ordinance passes he would plan to bring back a resolution for the city to show support of the Governors Executive Order.

Alderman Hughes stated that other communities do not have an ordinance that lets the city write citations and those communities have received funding through grants. Alderman Connor asked that we look into what other cities are doing.

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared Ordinance No. 21-01-01 passed and signed the same.

Motion Alderman Sharp, second Alderman Hughes that the council authorize the city attorney to dismiss the citations issued to Track Inn on November 23 and November 24, 2020 and the citations issued to Banana’s on December 16 and December 21, 2020.

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion Alderman Sharp, second Alderman Gould approve an expenditure of $39,958.00, payable to Miles Chevrolet, for the purchase of a 2021 Chevrolet Tahoe. Payable from Police Protection. Roll Call Vote was:

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion alderman Sharp, second Alderman Braun that the Council approve an expenditure of $1,500.00, payable to Southwestern Illinois Police Academy, for Officer Stevens to take an 80 hour transition course to become full time certified. Payable from Police Protection. Roll Call Vote was:

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion Alderman Gould, second Alderman Jenkins that the Council approve an expenditure of $3,500.00, payable to Foremost, for the repair of the Chestnut lift station pump and motor assembly. Payable from the Water/Sewer Fund.

Roll Call Vote was:

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion Alderman Connor, second Alderman Braun that the Council approve an expenditure of $1,347.00, payable to Pearl Technology, for the purchase of a HP Printer for City Hall. Payable from the Water/Sewer Fund.

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion Alderman Connor, second Alderman Jenkins that the Council approve an expenditure of $4,898.00, payable to Surveillance Technologies, LLC, for the purchase and installation of 4 (four) IP Cameras and accessories, to be place in Cutright Park. Payable from the TIF Central Business Account.

Roll Call Vote was:

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion Alderman Connor, second Alderman Bredeman that the Council approve an expenditure not to exceed $7,000.00, payable to The Glass Eye, for the purchase of two Telescopes for eagle landing. Payable from the TIF Central Business Account.

Chairman White informed the council that Advanced Medical Transport has agreed to donate $6,000.00 to help cover the cost of the telescopes.

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

Motion Alderman Connor, second Alderman Sharp that the Council approve Ordinance No. 21-01- 02 an Ordinance approving a TIF Redevelopment Agreement between the City of Chillicothe and Charles and Teresa Rusk. Attorney Seghetti informed the council the agreement amount was $112,500.00

Ayes: Braun, Bredeman, Connor, Gould, Hughes, Jenkins, Sharp

Nays: None

Chairman declared Ordinance No. 21-01-02 passed and signed the same.

Council adjourned at 7:44 p.m.
