City of Chillicothe Cemetery, Parks, Recreation & Beautification Committee Met Feb. 16.

The Cemetery Parks Committee met via teleconference at 5:00 p.m. in the Council chambers at City Hall. The meeting was broadcasted to the public via ZOOM.
Members of the Committee present at the meeting in the Council Chambers: Chairman Jenkins and Alderman Connor.
Also present in the Council Chambers: Mayor White, Superintendent of Public Works Sutherland, Alderman Sharp, and ED Director Beadles.
Chairman Jenkins asked if there would be any objections to moving agenda item under old business - Cemetery Project-Veterans memorial Commission to the beginning of the meeting. There were no objections.
Cemetery Project-Veterans Memorial Commission:
Tom Harms from the Veterans Memorial Commission addressed the committee. Mr. Harms informed the committee that the Veterans Organization will contribute $4,000.00 to the project. He explained the cost of three flag poles would be between $10,000.00 and $11,000.00. With installation and lighting he estimated between $15,000.00 $16,000.00 for the total project. Discussion was held. The committee was in favor of putting $16,000.00 in the 2021-2022 budget for the project.

Budget Review:
Superintendent Sutherland reviewed the budget; He reported that all items were within guidelines.
Budget Planning Fiscal Year 21-22
Superintendent Sutherland asked for ideas, wants and needs that the committee would like to have put in the budget.
Purchase Mower:
Superintendent Sutherland asked to purchase a Grasshopper zero turn mower from Bills Small Engine in Lacon in the amount of $9,782.80. He explained that it is in the current budget as a project. The committee agreed to bring the project forward and seek council approval for the purchase.
Playground Equipment Installation:
Alderman Connor reported that Renee Beard pointed out some repairs that needed done on the Riversound Park playground equipment. She asked that Superintendent Sutherland get with her about ordering replacement parts.
Mayor White reported that on January 27th he and Alderman Connor met with Renee Beard and two equipment installers. They looked at playground equipment at Cutright Park that could be relocated to make room for the new equipment that will be installed. There were several pieces that could be relocated. They also discussed possible equipment that could be donated to an organization. He explained ground work that the Public Works Dept. would do for the installation of the new playground equipment.
Mayor White reviewed the estimate to relocate equipment he received earlier in the day. The estimate came in at $21,000.00. Discussion was held on options for installation and the need for a certified installer. The consensus of the committee was to have public works department take the equipment out and possibly do Request for Proposal for re-installation.
Fund Raising Money-Sycamore Trail:
Alderman Connor reported that the Non for Profit group that has been raising money for handicap equipment for the Sycamore Trail Park is planning to ask the Chillicothe Foundation for a donation. They currently have about $3,000.00. Alderman Connor explained that the NFP was originally set up for the Sycamore Trail Park but have now agreed with the city to place the equipment at Cutright Park. Discussion was held on how to recognize the NFP for their donations.

Update Shademakers:
Alderman Connor reported there were no items for the agenda.
Update Eagle Landing Observation Tower:
Mayor White reported that there has been a delay in getting the telescopes due to COVID.
