City of Chillicothe City Council Met Feb. 8.

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person and via conference call at 7: 00 P. M with Mayor Donald Z White presiding and with proper notice having been posted.
Electronic Attendance:
In accordance to Governor JB Pritzker' s Executive Order members of the Council were allowed to attend by teleconference. Those members attending the meeting via phone shall be declared present.
To comply with these recommendations and requirements, the City is complying with the spirit of the Open Meetings Act by permitting this meeting open to the public by teleconference using Zoom Meeting to help prevent the spread of COVID- 19 and to comply with the recommendations and requirements of Executive Order.
Mayor Donald Z. White called the meeting to order at 7: 00 P. M.
The Pledge of Allegiance, to the Flag of the United States of America, was recited.
Chairman White directed Clerk Hurd to take roll.

Chairman White declared a Quorum present.
The Minutes of the Regular Council Meeting held on January 25, 2021 were presented.
Motion Alderman Braun , second Alderman Gould that the Council dispense with the reading of the Minutes of the January 25, 2021 Regular Council Meeting, and approve the Minutes as presented.
Motion carried via voce vote.
Clerk Hurd presented the following Committee Minutes:
Public Safety — February 2, 2021
Finance/ EDC — February 1, 2021
Judicial — January 27, 2021
Clerk Hurd presented the third quarter budget review as submitted by Office Manager Passage.
Clerk Hurd presented the third quarter economic development report as submitted by Economic Development Director Beadles.
Clerk Hurd presented the City Treasurer Report for month end January 31, 2021 and the City Engineer Report dated February 5, 2021.
Clerk Hurd read communications from Jim and Melissa Welter expressing their disappointment in the city' s decision to not reimburse for losses following a sewer backup. Chairman White asked the topic be placed on the next Public Works Committee meeting for discussion. A copy of the letter is attached to the minutes.
Motion Alderman Braun, second Alderman Gould to approve the communications as presented by Clerk Hurd be accepted and placed on file.

Alderman Connor read a note of acknowledgement from form Alderman Thornton' s family.
Chairman White asked that each Alderman fill out their ballot for Civic Achievement Award and return it to ED Director Beadles. Chairman White then reviewed the nominees. Chairman White asked if any Aldermen had questions on the Third Quarter Finance and EDC reports. There were none.
Notification that Dollar General has asked the County for a continuance until March 11th for the zoning hearing in regards to the new Dollar General to be located south of town. He informed the council that Dollar General has reached out to the City for discussion about the additional location.
Motion Alderman Braun, second Alderman Gould to approve the communications as presented by the Aldermen and Mayor be accepted and placed on file.

Alderman Braun reported that a Judicial Committee meeting will be held on Wednesday at 4:30pm.
Alderman Connor, Chairman of Finance Committee reported that the city was approved and paid 34, 000. 00 for the Economic Support Grant from the Dept. of Community and Economic Opportunity.
Motion Alderman Connor, second Alderman Gould that the bills as presented be paid and the payrolls and transfers be approved.

Motion Alderman Gould, second Alderman Braun that the Council approve the Project Support Letter of Understanding, from Illinois Department of Transportation, regarding the road improvements the Department of Transportation will be doing on Route 29 north of Truitt Avenue to the bridge over Senachwine Creek, and authorize the Mayor to sign said Project Support Letter of Understanding.
City Engineer Coulter gave an explanation of the improvement to be made.
