City of Chillicothe City Council Met March 22.

Here is the minutes provided by the council:

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person and via conference call March 22, 2021 at 7: 00 P. M with Mayor Donald Z White presiding and with proper notice having been posted.  

Electronic Attendance:  

In accordance to Governor JB Pritzker' s Executive Order members of the Council were allowed to attend by teleconference. Those members attending the meeting via phone shall be declared present.  

To comply with these recommendations and requirements, the City is complying with the spirit of the Open Meetings Act by permitting this meeting open to the public by teleconference using Zoom Meeting to help prevent the spread of COVID- 19 and to comply with the recommendations and requirements of Executive Order.  

Mayor Donald Z. White called the meeting to order at 7: 00 P. M.  

The Pledge of Allegiance, to the Flag of the United States of America, was recited.  Chairman White directed Clerk Hurd to take roll.

Alderman Dean Braun, Alderman Barry Bredeman,  

Alderman Patricia Connor, Alderman Dennis Gould,  

Alderman Michael Hughes, Alderman Jeff Jenkins 

Alderman Gary Sharp 

Attending by Phone: City Engineer Ken Coulter 

Also, Physically Present: Office Manager Denise Passage 

Economic Development Director Amanda Beadles 

Police Chief Scott Mettille 

City Attorney Michael Seghetti 

Absent: Superintendent Shawn Sutherland 

Chairman White declared a Quorum present.  

The Minutes of the Regular Council Meeting held on February 22, 2021 were presented.  Motion Alderman Braun , second Alderman Gould that the Council dispense with the reading of the Minutes of the February 22, 2021 Regular Council Meeting, and approve the Minutes as presented.  Motion carried via voce vote.  

Clerk Hurd presented the following Committee Minutes:  

Public Works Committee — March 17, 2021 

Amended Minutes from Finance/ EDC meeting held March 1, 2021 

Finance/ EDC Committee Budget Workshop — March 13, 2021 

Clerk Hurd presented the following reports:  

City Treasurer' s Report for month ending February 28, 2021 

Clerk Hurd presented an Application for Special Event to be held on public property form the VFW for an event to be held on June 26, 2021. The application will be reviewed by the Public Safety Committee at the April 6, 2021 meeting.  

Motion Alderman Gould, second Alderman Jenkins to approve the communications as presented by Clerk Hurd be accepted and placed on file.  

Motion carried via voce vote.  

Chairman White reported on the Peoria County Zoning Board of Appeals hearing that was held March 11, 2021 in regards to the Dollar General development south of Chillicothe. He informed the Council that a petition signed by 52 residents in the neighborhood who opposed the new store was presented and that Dollar General had withdrawn their request.  

Motion Alderman Braun, second Alderman Gould to approve the communications as presented by Chairman White be accepted and placed on file.  

Motion carried via voce vote.  

Alderman Connor, Chairman of Finance/ EDC Committee reported on the Chillicothe Grant Round Two. She announced that the city is waiting to hear back from DCEO in regards to the approval of the Scope of the Extension. Once approved, ED Director Beadles will send out the expense request to the business. Each of the businesses have been sent an email letting them know the status of the grant. 

Alderman Jenkins, Chairman of Cemetery/ Parks announced the cemetery annual clean up to begin April 12, 2021.  

Chairman White announced that the Cemetery/ Parks Committee would be publicizing a notice in regards to the playground equipment that will need to be removed from Cutright Park to make room for new equipment. He read the following information that will be posted to the city website in regards to the playground equipment at Cutright Park:  

The City is replacing all of the playground equipment at Cutright Park with brand new multi -use equipment this summer. And so, we need to dispose ofthe existing equipment to make room for the new. We are offering the existing equipment as a donation to not -for -profits that might be able to re -use the equipment. No cost; but they must sign a waiver ofliability and disassemble, transport, and re -assemble to equipment at their own cost and risk. If your NFP organization is interested in acquiring any individual piece, or pieces of equipment, please contact City Hall at 309-274-5056 to make the request; a photo of the piece(s) you would like is all you need to make the request. Requests will be on a first -come -first -serve basis. The deadline to make a request is April 7, 2021; then to Council on April 12. The deadline to remove the equipment is April 20, 2021."  

Motion Alderman Connor, second Alderman Braun that the bills as presented be paid and the payrolls and transfers be approved.  

Roll Call Vote was:  

Ayes: Braun, Bredeman, Connor  Gould, Hughes, Jenkins, Sharp 

Nays: None 

Chairman declared motion carried 

Motion Alderman Sharp, second Alderman Bredeman that the council approve the draft of the Request for Qualifications for architects for city hall project.  

Chairman White gave time for the Aldermen to review the draft. There were no questions.  Motion carried via voce vote. 

Motion Alderman Jenkins, second Alderman Sharp that the council approve an expenditure of 829,71 payable to Beau' s Tire for the purchase of four tires for the cemetery and parks truck.  Payable from the General Fund.  

Roll Call Vote was:  

Ayes: Braun, Bredeman, Connor  Gould, Hughes, Jenkins, Sharp 

Nays: None 

Chairman declared motion carried 

Council adjourned at 7: 15p. m.
