City of East Peoria City Council Met April 6.

Motion by Commissioner Hill, seconded by Commissioner Decker; Mr. Mayor, I move that the City Council recess the Regular Meeting to hold a public hearing.
Yeas: Commissioners Decker, Hill, Mingus, Sutherland and Mayor Kahl.
Nays: None
Mayor Kahl declared the motion carried and the Regular Meeting recessed to hold a public hearing at 6:00 P.M.
Those present were the following: Mayor John P. Kahl, Commissioner Daniel S. Decker, Commissioner Mark E. Hill, Commissioner Seth D. Mingus, and Commissioner Michael L. Sutherland.
Absent: None.
Mayor Kahl called the Public Hearing to order with proper notice having been given. Mayor explained the purpose of the public hearing is to review and receive written and oral Public Comments on the Proposed Annual Appropriation Ordinance and Proposed Working Cash
Budget for the Fiscal Year May 1, 2021 to April 30, 2022. Mayor Kahl turned the discussion over to the Director of Finance Jeff Becker. Director Becker presented the proposed Appropriation Ordinance and proposed Working Cash Budget for the Fiscal Year May 1, 2021 to April 30, 2022. He explained that the Appropriation Ordinance which is the maximum that the City can spend. The total for the Appropriation Ordinance is $113,629,025. He explained that the Working Cash budget is a more realistic number of what the City expects to spend. Director Becker explained the difference between the two.
Mayor Kahl explained that the City Council would be voting to approve the budget on its first reading at the meeting tonight with a second reading to follow at the next Regular City Council Meeting on April 20, 2021.
Mayor Kahl stated if there was anyone in the audience who wanted to speak or make comments on the proposed Appropriation Ordinance or Proposed Working Cash budget to come to the podium. There was no response. Mayor Kahl explained that if anyone wanted to make comments later during the Regular City Council Meeting on the proposed Appropriation Ordinance or Proposed Working Cash Budget that they could do so.
Motion by Commissioner Hill, seconded by Commissioner Mingus; Mr. Mayor, I move that to adjourn the Public Hearing and reconvene the Regular Meeting.
Yeas: Commissioners Decker, Hill, Mingus, Sutherland and Mayor Kahl.
Nays: None
Mayor Kahl declared the motion carried and the Regular Meeting reconvened at 6:04 P.M.
