City of Eureka City Council Met May 17.

The Eureka City Council convened in regular session at 7:30 p.m. Mayor Eric Lind called the meeting to order and after a moment of silence led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Chambliss, Germann, L. Klaus, Logan, Peterson, Teegarden, Williams and Wilson. Also in attendance were Lynn Hinnen, Treasurer; Rusty Klaus, Director of Public Works; Chief Alex Collinge; Assistant Police Chief Kim Jones and Melissa Brown, City Services Coordinator.
Moved by L. Klaus, second by Chambliss, to approve the minutes of the May 3, 2021, regular meeting of the City Council. Passed on roll call vote with Aldermen L. Klaus, Chambliss, Germann, Logan, Peterson, Teegarden, Williams and Wilson all voting Aye.
Moved by Teegarden, second by Peterson, to approve the Treasurer’s Report for the month ending April 30, 2021. Aldermen Teegarden, Peterson, Chambliss, Germann, L. Klaus, Logan, Williams and Wilson all voting Aye.
The Mayor asked for any Public Comments on any action to be taken on Agenda items.
Moved by Chambliss, second by Germann, to approve and pay the bills as the City’s obligation in the amount of $34,903.44. Passed on roll call vote with Aldermen Chambliss, Germann, L. Klaus, Logan, Peterson, Teegarden, Williams and Wilson all voting Aye.
Proclamation P-21-01, Special Recognition of Eureka High School Boys Basketball Coach Tim Meiss, was read by Mayor Lind. Mr. Meiss could not be at our meeting tonight. He is retiring after 36 years.
Moved by Teegarden, second by L. Klaus, to approve an encroachment license agreement for 903 Lake Road. This is recommended by the Enterprise Committee. Passed on roll call vote with Aldermen Teegarden, L. Klaus, Chambliss, Germann, Logan, Peterson, Williams and Wilson all voting Aye.
Moved by Teegarden, second by Wilson, to approve an addition of the sewer lining on Mill, Meek and Sunset street to this year’s (2021-2022) lining project. This is recommended by the Enterprise Committee. Passed on roll call vote with Aldermen Teegarden, Wilson, Chambliss, Germann, L. Klaus, Logan, Peterson, and Williams all voting Aye.
A discussion was held regarding precedent for hearing claims denied by our City insurance (most often for back-ups). This was not a City situation. Our insurance company recommends the City not consider claims as it is their job to investigate and determine whether a claim is valid or not. Going forward all claims will be handled by the insurance adjuster, not the City.
Consideration of adding electronic items to this year’s junk drop-off event. After discussion, it was decided to set rules and procedures for this and implement it in the future.
Treasurer Lynn Hinnen presented the 2021 Annual Police Pension Fund Report.
Moved by Teegarden, second by Peterson, to purchase a generator for the well. We received two bids. The bid for $42,500 from Kennell Electric was accepted. The current generator is 25-30 years old. Passed on roll call vote with Aldermen Teegarden, Peterson, Chambliss, Germann, L. Klaus, Logan, Williams and Wilson all voting Aye.
Moved by Teegarden, second by Peterson, to move into Executive Session pursuant to 5 ILCS 120/2 (c) (1) to discuss the appointment, employment, compensation, discipline, performance, or dismissal of an employee. Passed on roll call vote with Aldermen Teegarden, Peterson, Chambliss, Germann, L. Klaus, Logan, Williams and Wilson all voting Aye.

Chairman Chambliss of the Budget Committee: No report.

Chairman L. Klaus of the Public Safety Committee: Firearms training for our officers and the Eureka College police was held recently. The storm siren has been repaired. The squad car is not here yet.
Chairman Germann of the Park and Recreation Committee: Limbs have been trimmed and six sapling trees were removed for Disc Golf. The basketball rims have arrived and will be put up soon. Asphalt is being put in also. The Eureka College biology professor hoping to restore Studebaker Field was not present, but Melissa reported that many pieces of this project are not clear. The professor is leaving Eureka College. The field needs to be tilled. The grant is not for this area and will probably cost around $3,000.
Chairman Teegarden of the Economic Development Committee: No report.
Chairman Mayor Lind of the Liquor Committee: No report.
New Business: Melissa asked Council members to get their orders in for City apparel if they want any items.
